City Clerk, Kerri Roller 5/26jam 14 F %, +. Vfr, Cry W USKEGO Reports and Presentations to Finance Committee and Common Council To: Finance Committee & Common Council From: Jenny Mustapich, Finance & Administration Director Department: Department of Finance & Administration Subject: Amendment to Purchasing Policy — Resolution No. 069-2013 Date: May 26, 2026 Background Information: The City's current Purchasing Policy was adopted by Common Council through Resolution No. 069-2013. The policy establishes approval authority and procedures for operational and non -budgeted purchases to ensure appropriate financial oversight, budget compliance, and procurement accountability. Since adoption of the policy in 2013, inflationary increases in equipment, materials, technology, vehicle, and service costs have significantly changed the scale and frequency of operational purchases. As a result, routine purchase and projects more frequently exceed existing approval thresholds, requiring additional administrative and Common Council review for items that are operational in nature rather than policy -level expenditures. Key Issues for Consideration: 1. The proposed amendment updates Sections 12(a)(1) — 12(a)(3) of the Purchasing Policy to modernize purchasing approval thresholds while maintaining layered financial oversight and internal controls. 2. The proposed revisions are intended to: • Improve operational efficiency and procurement responsiveness, • Reduce administrative delays for routine purchases, • Align approval authority with current purchasing conditions, • Maintain appropriate financial oversight and accountability, • And reserve Common Council review for larger -scale and policy -significant expenditures. 3. The amendment does not alter budget authority, statutory public bidding requirements, or existing audit and financial control procedures. Fiscal Impact: The proposed amendment does not increase appropriations or authorize additional spending. All purchases remain subject to approved departmental budgets, City purchasing procedures, Wisconsin Statutes, and applicable procurement requirements. Recommendation for Action by Committee and/or Council: Staff recommends approval of the attached resolution amending the City's Purchasing Policy to modernize purchasing approval thresholds while maintaining appropriate financial oversight, internal controls, and compliance with applicable purchasing requirements. Date of Committee Action: May 26, 2026 Planned Date of Council Action (if required): May 26, 2026 Total $ Needed: Fiscal Note(s): N/A 15 COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #043-2026 APPROVAL TO INCREASE CREDIT LIMIT ON CITY ISSUED CREDIT CARDS WHEREAS, The City of Muskego utilizes purchasing cards to improve operational efficiency and reduce administrative processing associated with low -dollar purchases and operational expenditures; and WHEREAS, the City previously increased standard purchasing card limits from $3,000 to $5,000 in 2022, and additional adjustments are warranted to support operational efficiency and current purchasing needs; and WHEREAS, the Common Council finds that providing flexibility for increased purchasing card limits for authorized employees will improve purchasing efficiency, reduce procurement delays, and support timely operational needs while maintaining appropriate internal controls and oversight; and WHEREAS, the City will continue to maintain purchasing card procedures including approval workflows, monthly reconciliation, receipt documentation, supervisory review, audit oversight, and prohibitions against unauthorized purchases. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, as follows: 1. The City Purchasing Card Policy is hereby amended to authorize revised purchasing card transactions and monthly credit limits as determined appropriate by the Finance Director and/or Mayor based upon operational necessity and employee responsibilities. 2. The Finance Director and/or Mayor are authorized to approved increased single monthly credit limits up to $25,000 for designated employees or departments when operationally necessary. 3. All purchases made using City purchasing cards shall remain subject to: a. Approved budget appropriations; b. City purchasing policies; c. Applicable Wisconsin Statutes; d. Monthly reconciliation and supervisory approval requirements. 4. The splitting of purchases to circumvent purchasing thresholds or approval requirements is expressly prohibited. DATED 26th DAY OF MAY 2026. City Clerk, Kerri Roller 5/26jam 16 k tte Cary of SKEGO Reports and Presentations to Finance Committee and Common Council To: Finance Committee & Common Council From: Jenny Mustapich, Finance & Administration Director Department: Department of Finance & Administration Subject: Purchasing Cards Date: May 26, 2026 Background Information: The City currently utilizes purchasing cards as a tool to improve operational efficiency, streamline low - dollar purchasing, and reduce administrative processing time associated with routine operational expenditures. Purchasing card usage is subject to established internal controls, including supervisory review, monthly reconciliation, receipt documentation, and audit oversight. The City previously updated its standard purchasing card limit in 2022, increasing the limits from $3,000 to $5,000 to better align with then -current purchasing needs and market conditions. Key Issues for Consideration: 1. Since the 2022 adjustment, the City has experienced continued increases in the cost of goods and services. As a result, certain routine operational purchases now more frequently exceed existing card thresholds, requiring alternative procurement methods that may introduce additional administrative steps and delays. 2. Department Heads have expressed a need for increased flexibility in responding to time -sensitive operational requirements, particularly public works and public safety. 3. The attached resolution proposes the following updates to the City's Credit Card policy: a. Maintain the standard credit card limit at $5,000 for general users b. Authorize the Finance Director and/or Mayor to approve increased limits based on operational need. c. Allow increased monthly credit limits up to $25,000 where appropriate. d. Maintain all existing internal controls, including: i. Supervisory review and approval ii. Monthly reconciliation requirements iii. Audit oversight iv. Prohibition on splitting purchases to circumvent limits v. Compliance with City purchasing policies and Wisconsin Statutes 17 Page 2 Fiscal Impact: The proposed changes do not increase appropriations or alter budget authority. All purchases made with a City purchasing card remain subject to approved departmental budget. The adjustment is administrative in nature and is intended to improve operational efficiency and procurement responsiveness rather than increase overall spending. Recommendation for Action by Committee and/or Council: Staff recommends approval of the attached resolution updating Purchasing Card limits to better support operational needs while maintaining existing financial controls and oversight procedures. Description = (—) "1099 adjustment' 32 Cay af' SKEGO Vini Reports and Presentations to Finance Committee and Common Council To: Common Council From: Kerri Roller, City Clerk Department: City Clerk's Office Subject: Reporting Unit Designations Date: May 26, 2026 Background Information: Election results are reported by Reporting Unit, which are configured according to district boundaries. Because different elections include offices with different district alignments, reporting units may vary between the Spring Election, Spring Presidential Election, and Fall Election. Following continued review and coordination with the Waukesha County Clerk's Office regarding reporting unit designations, it has been determined that the reporting unit configuration should be updated to reaffirm and reestablish district boundaries. Ordinance #1509 will designate the proper election reporting units Key Issues for Consideration: 1. Assembly District #83 and Assembly District #84 maps have caused Aldermanic Districts #1, #3 and #6 unable to report by District. 2. No formal action may be taken on the following: UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Possible Reconsideration of Golf View Estates Development Request for Ditches vs. Curb and Gutter Alderperson Duelge made a motion to Possibly Reconsider the Golf View Estates Request for Ditches vs. Curb and Gutter. Alderperson Decker seconded. 50 Director Kroeger began by re -explaining the basics as to why the City would prefer curb and gutter in this area instead of ditches. He also referred to the map and more recent areas of development near the Golf View area that all have curb and gutter. The only current areas with ditches are Madyson Ct and Baseler Ct. It is a cleaner look and less to maintain in the future. He then told the Committee they need to decide if they want to see a rural or urban cross-section with this new development. Alderperson Duelge questioned the part of the process where this will be turned over to the owners of the property/HOA in the future to maintain. Dir. Kroeger stated it will include the grass, drainage, trees, etc. in this area. Aid. Duelge didn't realize how problematic this could be in the long-term future. Dir. Kroeger explained with curb and gutter, the City just takes care of the issues on our own. The problems usually occur further into the future when areas/trees are overgrown, drainage issues, HOAs are defunct or have no money to fix problems. Our complaints, City-wide, are on the rise, and some are in areas where no one knows whose responsibility it is to maintain. Requiring curb and gutter, we as the City, will take care of any future issues. Mayor Petfalski stated you can put into any Developer Agreements that ditches must be maintained, but legally how do we enforce that in the future, when the ditches are technically in the City Right -of - Way? This is only enforceable until someone in the future decides to challenge the DA. Aid. Decker asked about the history and re -zoning of this property. Dir. Kroeger briefly explained the history of the development, but reminded Aid. Decker that the only item presently being discussed is ditches or curb and gutter. The developer could re -zone again, but it won't change this current discussion. Aid. Madden stated she stands by her original vote of requiring curb and gutter. She also had residents reach out after the last meeting that they wanted curb and gutter in that area as well. Mayor Petfalski stated he also stands by our City standards of requiring curb and gutter for this type of subdivision. It's cleaner looking and possibly functions better than ditches. He stated the developer was given a chance to ask for a waiver and now a decision needs to be made. He also worries about setting precedence for future subdivisions that want to utilize ditches. Developer, Brian Schoenleber, spoke regarding the type of cliental building more expensive homes in this area on slightly larger lots, with lower density and the fact that the current code would allow ditches. He doesn't believe these future owners with big, beautiful houses and manicured lawns, would allow their ditches to become unsightly. Aid. Duelge asked if this would be going on to Common Council for final approval. Mayor Petfalski stated that because this item is basically a waiver, it only needed to come before this Committee. He continued that he was more concerned about the functionality, not the aesthetics, of the ditch line over time. Our DPW (Public Works) spends a lot of time digging out and regrading ditch lines for drainage to continue flowing properly. The Mayor also helped the Committee with the technicalities of the reconsideration of the motion. Following a Roll Call vote, the Motion Failed 3 opposed. Mr. Schoenleber asked again what the difference is between his development and Baseler Ct. Dir. Kroeger stated that Baseler Ct is in a completely rural area and no one has curb and gutter. Madyson Ct is similar with the entire area being ditches and large lots. He continued that Golf View Estates is being built in an area with many surrounding subdivisions that have curb and gutter.
