Following conclusion of consideration of the above portion of its regularly scheduled agenda, the Police and
Fire Commission will meet to vote on a motion to convene in Closed Session for the purpose of:
- discussion on an officer personnel matter-
- interviewing candidates for the position of police officer.
A closed session for the above purpose is authorized pursuant to the provisions of Wisconsin State Statute,
Section 19.85 (1) (C ): Considering employment, promotion, compensation, performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises responsibility.
Upon conclusion of the Closed Session, the Police and Fire Commission will convene in Open Session to
consider its public agenda, including motions to recommend approval or rejection of the above -listed
deliberations or any of the public agenda items that have not been acted upon.

Meeting was called to order at 5:16PM by Commissioner Kuspa.
PLEDGE OF ALLEGIANCE
ROLL CALL
Commissioners Kuspa, Jaske, Boyer, Hammitt and Hauboldt(5:19PM) were present.
STATEMENT OF PUBLIC NOTICE
APPROVAL OF MINUTES Commissioner Hammitt made a motion to approve the minutes
from 08/25/25. Commissioner Boyer seconded. Motion passed.
REPORT FROM THE POLICE CHIEF OR HIS DESIGNEE Chief Westphal thanked the
Commissioners for being in attendance and taking time out of their schedules to do interviews.
He advised that the department has been down 10-15% of people almost everyday of the last
two weeks due to illness. He reiterated the need for a public safety referendum, in order to get
the department staffing up to 45 or 46 from 41.
Cameron Primus and Wayne Lemmon completed the academy in early December and both
start field training, on the road, tomorrow.
Chief will be holding a leadership meeting offsite, on 01/08/26, in order to set goals for 2026
and do some team building.
The officers' contract negotiations are still in progress.

Commissioner Hammitt made a motion to go into closed session, Commissioner Jaske
seconded. Motion passed all in favor. Meeting went into closed session at 5:27PM.
OPEN SESSION
Commissioner Boyer made a motion to go back into open session, Commissioner Hauboldt
seconded. Motion passed all in favor. Meeting was back in open session at 6:49PM.
ADJOURNMENT
Commissioner Boyer made a motion to adjourn, Commissioner Hauboldt seconded. Motion
passed all in favor.
Meeting was adjourned at 6:50PM.
