CLOSED SESSION
Following conclusion of consideration of the above portion of its regularly scheduled agenda, the
Committee of the Whole will meet to vote on a motion to convene in Closed Session for
discussion/action relative to:
Discussion of employment personnel matters, wherein the naming of specific persons or job titles would
likely have a substantial adverse effect upon the reputation of the employees involved.
A Closed Session for the above purpose is authorized pursuant to the provisions of Wis. Stat. § 19.85(1)
(c), considering employment, promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility.
Upon conclusion of the Closed Session, the Committee of the Whole will reconvene in Open Session to
consider its public agenda, including motions to recommend approval or rejection of the above -listed
deliberations or any of the public agenda items that have not been acted upon.

Discussion regarding the Health Insurance Plan for 2026
Moved by Alderperson Schroeder, seconded by Alderperson Duelge to Approve the Health
Insurance Plan changes as presented.
Alderperson Bryce made a motion to Amend to Increase Base Plan of HRA funding, Increase the
Rx Copays, and Add Family Advantage Health Plan.
Motion failed due to no second.

Discussion on Cell Phone Use Policy During Meetings (Ald. Hammel)
Alderperson Schroeder made a motion to leave everything as is. Alderperson Duelge seconded.
Alderperson Hammel made a motion to Amend to establish guidelines in phone etiquette during
meetings by upside down, turned on vibrate, no replying to texts unless it is an emergency.
Motion failed due to no second.

Common Council will meet to vote on a motion to convene in Closed Session for discussion/action
relative to the following:
1. Discussion on Public Service Commission Notification
2. Discussion regarding Waukesha County Case No. 2025CV001935, F Street Kirkland 1, LLC vs.
City of Muskego
And to take such further action as may be appropriate with respect to such matters.
A Closed Session for the above purpose is authorized pursuant to the provisions of Wis. Stats. §
19.85(1)(g), Conferring with legal counsel for the governmental body who is rendering oral or written
advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely
to become involved.
Upon conclusion of the Closed Session, the Common Council will reconvene in Open Session to
consider its public agenda, including motions to recommend approval or rejection of the above -listed
deliberations or any of the public agenda items that have not been acted upon.

8:51 pm.
