APPROVAL OF THE MINUTES Approval of the Minutes from the May 6, 2025 Plan Commission Meeting. Alderman Madden made a motion to approve the May 6, 2025 minutes. Commissioner Bartlett seconded. Motion to approve passed unanimously. OLD BUSINESS FOR CONSIDERATION 3 NEW BUSINESS FOR CONSIDERATION RESOLUTION PC 030-2025 Approval of a Building, Site and Operation Plan for Jewell Trucking located on a vacant lot at the Southwest corner of Mercury Drive and Saturn Drive / Tax Key No. 2228.999.025. Planner Trzebiatowski provided a synopsis of the proposal. Jewell Trucking is proposing to keep the existing site that they have in the industrial park and expand to another location. The new building will be just under 17,000 square feet and will be constructed with masonry corners, first floor masonry and metal panels on the gables and second floor between the corners. There are several different materials being used with windows on the street sides, an overhead door in the front and several overhead doors in the rear. The building will be grey and tundra -colored tones. The entry is on the northeast corner with a glass entryway with a projecting feature. Each elevation meets the 50% masonry requirement except for the west side that faces the storage yard. Overall, the masonry is 56% of the wall area. An eight -foot tall composite fence will completely surround the storage area. Plan Commission direction regarding architectural features should be discussed. For the site there will be two entries in the front of the building and an entry to the storage yard. There is an area on the east side where the petitioner is requesting a larger culvert length for the maneuvering of larger trucks. There is some floodplains in the area and Planner Trzebiatowski is seeking guidance from the DNR pertaining to the floodplains and any fill to accommodate the wider opening. The front of the site is where the bulk of the parking area is located, which will be asphalt. The back of the building is a mixture of concrete bordering the building and additional parking and the remainder would be gravel. Due to the distance from any residential properties the Plan Commission can grant a waiver to the hard surface requirement. The back entry to the site must be paved at least to the fence line before gravel begins. The eight -foot fence will screen the entire storage area, but the petitioner included a black chain link fence with black slats for the entry gate. Plan Commission should discuss the use of black for the fence. All drive aisles and parking stalls appear to meet the ordinance. There is an old utility easement that must be removed. The building may be smaller by one bay or stall and that would be fine, but if more than one bay is being removed Plan Commission approval will be needed. Mechanical equipment is located on the north side of the site within the fenced area. Dumpsters and refuse will also be located behind the fenced area. There was a landscaping plan submitted that will be formally reviewed with the building permits. As for the lighting, the light pole bases cannot exceed six -inches in height, but behind the fenced area the bases could be taller. Commissioner Bartlett is abstaining as his firm was involved with the project. Alderman Madden said she thinks this will be a great addition to the industrial park. Commissioner Graf said that it looks very clean and the white border on the main entrance is an architectural improvement. As for the slatting being black versus grey isn't a big deal. Commissioner Cieslak agreed and likes the form. He visited the site and said the building will be a standout budling in the area. As for the architecture, could the gable ends be extended for a little overhang or shadow - line, but other than that it is a great looking building. Mayor Petfalski said that this will be a vast improvement to what was there in the past. He is excited to see a local business expanding. Regarding the gate, this is in the industrial park, not on Janesville Road. As far as the architecture in this case he is ok with it. For the gravel, there will never be impacts to residents. Commissioner Cieslak also mentioned that the black color of the gate will compliment the color of the fencing. Commissioner Graf made a motion to approve Resolution PC 030-2025. Alderman Madden seconded. Motion to approve passed unanimously. MISCELLANEOUS BUSINESS Mayor Petfalski let everyone know that as is typical, our normal July meeting will be cancelled, but if necessary the July meeting will be held during the third week of July. 4 ADJOURNMENT Alderman Madden made a motion to adjourn. Commissioner Graf seconded. Motion to adjourn passed unanimously. Respectfully Submitted, Aaron Fahl, AICP Planner City of Muskego Plan Commission Supplement PC 031-2025 For the meeting of: August 5, 2025 REQUEST: Two Metal Accessory Structures S102 W20444 Kelsey Drive / Tax Key No. 2280.999.003 SE '/4 of Section 30 PETITIONER: Jason Fox on behalf of Sherafgan Khan Sharwani & Sana Sajid INTRODUCED: August 5, 2025 LAST AGENDA: N/A PREPARED BY: Adam Trzebiatowski, AICP BACKGROUND PC 031-2025 The petitioner proposes to construct two new accessory structures on a property. The first of the two structures will be 40' x 80' (3,200 square feet) and the second being 24' x 34' (816 square feet) in size for a total of 4,016 square feet. The buildings will be clad in metal with a metal roof. Plans are attached for your review. Plan Commission may waive the architectural requirements for accessory structures when any of the following are met: 1. The structure is screened from view, 2. The principal structure is composed of materials, colors, or styles that are inappropriate in their applications to an accessory structure, 3. The Plan Commission finds other circumstances to be present which would result in no undue harm to the property or its surroundings, 4. When the area is found not to be predominately residential. Plan Commission may approve the materials as submitted, or require modifications prior to release of building permits. PLAN CONSISTENCY PC 031-2025 Comprehensive Plan: The 2020 Plan depicts the area for low density residential land use. The proposal for this residential outbuilding is consistent with the Plan. The property is zoned RCE Residential Country Estate District. Accessory Zoning: structures more than 6,680 square feet are permitted on the subject property based on the size of the property. The current proposal measures 4,016 square feet in area. The proposal meets the bulk requirements of the Zoning Code. STAFF DISCUSSION PC 031-2025 The petitioner is seeking approval of two metal accessory structures. The architectural requirements state that the accessory structure should have similar materials and colors as the principal residence. The two accessory structures will be constructed with identical materials. The materials the petitioner is proposing are steel siding and steel roofs on the accessory structures with a Sandstone colored siding with beige roof trim and wainscotting. Both accessory structures will include wainscoting. The smaller accessory structure will be solely used as a chicken coop and will have a 10' x 24' covered `porch -type' area. The larger accessory structure will be used solely for personal storage. Windows and service/overhead doors are found on the sides of the buildings. Additionally, overhangs are included to match those of the house. Planning Commission approval is being sought due to the difference of materials. The subject property is along Kelsey Drive on a large 7.67 acre property. Both accessory structures would be located behind the house and will be more than 400 feet from Kelsey Drive. The accessory structures will be offset 50 feet from either side property line and approximately 768 feet from the rear property line meeting the setback and offset requirements. The proposed height of the accessory buildings to the midpoint is approximately 19 feet and 11 feet as measured by the Code, which is within the allowable height of an accessory structure with a property this size. As this is a residentially zoned property, these structures and/or the property cannot be used for any business or commercial storage or use. The proposal also identifies the floor of the structures to be concrete and the buildings will be used for personal storage and a chicken coop. The Resolution states the following items: BE /T FURTHER RESOLVED, That the buildings and lot cannot be used for the operations of any business activities or for business storage. BE /T FURTHER RESOLVED, That the floor of the buildings must be concrete or asphalt, unless a specific portion is only to be used by animals, which need specific City approvals. BE IT FURTHER RESOLVED, The depth of the over hangs on all sides of the buildings must at least be equal to those on the main home. BE /T FURTHER RESOLVED, That the colors of the proposed buildings must be similar to the colors of the home. We will not be operating a business out of this structure nor storing any business - related items in the structure. This structure will be exclusively used for personal items only. The largest item being our large camper that is currently being stored in our driveway. In addition, we are proposing to build a second accessory structure measuring 24' wide x 24' long with a lean to measuring 10' wide x 24' long. This accessory structure will be used exclusively for a chicken coop. The lean-to area will be open and not have any walls. This area will be used as a chicken run, and we will install chicken wire around it to contain the chickens. We are requesting the Plan Commission to grant us a material waiver for these two accessory structures. Our proposed plans are using conventional steel roof and steel wall panels as these are the most common materials used in post -frame construction. We have chosen a neutral color scheme for our steel colors that match and complement our home nicely. We have added many aesthetic residential like features such as wainscot, cupolas, overhangs and windows to the structures to enhance our residential curb appearance. We are confident that the aesthetics of the two proposed structures will improve our overall property appearance. With the approval of these two buildings, we will be able to move large bulky items that are currently being stored outside in our driveway and yard. We strongly believe that the items that we are currently storing outside appear to be more of a nuisance than two well-built accessory structures that will look like in our residential neighborhood. Illustrations, views and plans of the two proposed accessory structures are enclosed. m m 0 m w w w U 1 L7 w Ev -V--. . INTRODUCED: August 5, 2025 LAST AGENDA: N/A PREPARED BY: Adam Trzebiatowski, AICP BACKGROUND PC 033-2025 Cindy Welling of OPAL Fuel Station Services, LLC. is seeking a Building, Site and Operation (BSO) Plan amendment to allow for the expansion of the private natural gas fueling system for GFL vehicles. The existing fueling system was approved via Resolution PC 045-2022. CONSISTENCY WITH ADOPTED PLANS 033-2025 Comprehensive Plan: The 2020 Plan depicts the property as Industrial uses. This proposal is consistent with the Plan. Zoning: The property is zoned M-2 General Industrial District. The proposed use is consistent with the Code. STAFF DISCUSSION PC 033-2025 As noted above, OPAL Fuel Station Services, LLC. is seeking a BSO amendment for the GFL location within the industrial area along College Avenue to expand the refueling facility with additional private natural gas fueling system capabilities for only GFL vehicles. The original natural gas refueling system is an elevated overhead truss system whereas this proposal is for refueling infrastructure underground with fueling posts. The expansion of the refueling stations is meant to accommodate the anticipated vehicle growth and provide improved refueling flexibility for the Compressed Natural Gas (CNG). The natural gas from fossil fuels and gas supplied from renewable sources would be piped to the site via We Energies with the CNG already being piped for the existing stations. The CNG is then processed and delivered to individual refueling stations (stalls) where the difference is that this proposal uses underground piping to refueling posts rather than an overhead truss system and then released into the trucks. A K-Rail system will be installed in front of each bank of refueling stalls, which is a series of concrete walls that appear to be similar to highway traffic dividers with the CNG piping and refueling posts attached. The improvements to the site include 38 refueling positions along a bank of 15 stalls along the southern side and 23 stalls along the east side of the property. Five of the refueling positions on the east side will not be available until after an existing above -ground tank is removed, which is anticipated within 24 months. 29 Along with the new refueling system proposed an additional compressor and a post light will be added to an expanded `equipment compound' where all of the other mechanical equipment is located for the existing refueling stations. The equipment compound is on the eastern side of the site and contains all of the compressors and equipment needed to process the fuel surrounded by a 6' white vinyl privacy fence as well as a series of bollards. The expanded equipment compound will include fencing and bollards matching the existing. The existing lighting on the site is pole lights as well as lighting mounted to the truss system between each of the parking locations. Seven new pole lights are proposed with four lights on the eastern side of the property and three lights along the southern side of the property. The light poles will be located behind the K-Rail system. All lighting must be zero -degree tilt and full cut off. Light fixture and pole details along with a photometric plan must be submitted to the Planning Division for approval prior to being installed. A chain -link fence is currently located around the entire property. The petitioner is requesting the ability to add privacy slats to match the existing slatting. Given the location and surrounding uses, staff is comfortable with adding privacy slatting to match the existing. However, all slatting must match. Overall, staff feels this BSO amendment approval is an appropriate expansion of the well -received facilities for alternative fuel source for GFL. August 5, 2025 REQUEST: Approval of a Building, Site, and Operation Plan Amendment for Inpro (Gemini Drive) S80 W18766 Apollo Drive / Tax Key No. 2221.019.002 NE'/4 of Section 17 & NW'/4 of Section 16 PETITIONER: Craig Faust of Inpro INTRODUCED: August 5, 2025 LAST AGENDA: N/A PREPARED BY: Adam Trzebiatowski, AICP BACKGROUND PC 034-2025 The petitioner has submitted a request for approval of a Building, Site, and Operation (BSO) Plan amendment for the Inpro property between Gemini Drive and Apollo Drive. This request is along with two additional sites where Inpro is proposing to expand the parking areas of each location. The request is to expand the parking area on the northeast portion of the site, closer to Apollo Drive. PLAN CONSISTENCY PC 034-2025 Comprehensive Plan: The 2020 Plan depicts this property for industrial uses. The proposal is consistent with the Plan as the current use is already existing and approved for this site. Zoning: The property is currently zoned M-2 — General Industrial District. The current use is consistent with the Code. DISCUSSION PC 034-2025 As is noted above, Inpro is seeking approval for exterior site modifications without any requested changes or alterations to the existing building or use. More specifically, the request includes expanding the parking area on the northeast portion of the site, closer to Apollo Drive, via a small drive aisle where 26 additional parking stalls will be located. Three spaces parallel to the drive aisle will be eliminated to allow for proper access to the new parking area. The lot currently has parking areas along Gemini Drive and in the middle of the site and the proposal will add 26 stalls in the back of the property closer to Apollo Drive. The parking stalls are noted as being 9' x 20' in size with a 24' drive aisle meeting the requirements of the Code. Parking lots in the industrial park must be located at least three feet from an adjacent property and no closer than 10 feet from a street -side property line and the parking area is located 21.26 feet from the nearest point to property lines. Concrete curb and gutter is typically required for all new or replaced non-residential parking areas when the parking areas are new or being replaced based on Plan Commission policy and past projects. The petitioner is seeking a waiver to the concrete curb and gutter policy and have stated that they wish to not include curbing to match the remainder of the site. Rather than the curb, the petitioner said that they are willing to add parking stops where needed. Staff recommends that concrete curb and gutter be added to the new parking area to be consistent with past approvals in the industrial park and commercial corridors. The Resolution is drafted as such. Additionally, with 13 stalls on each side there should be a curbed landscaped island on either side based on the General Design Guide that applies to the entire City. The General Design Guide states that all parking lot islands should occur for every grouping of 10 parking stalls. Since there are 13 parking stalls i y: and the trees that are being impacted are being replaced with new trees, staff does not see any reason to add landscaping islands to the parking area. Along with the parking lot changes, the petitioner is requesting approval to relocate an existing shed to a location further from the street and parking area. All offsets and setback would exceed the minimum code requirements. Staff recommends approval of the shed relocation as it appears the shed would be less visible from the roadway. This request is to expand and pave the parking area to the northeast behind the building. PLAN CONSISTENCY PC 035-2025 Comprehensive Plan: The 2020 Plan depicts this property for industrial uses. The proposal is consistent with the Plan as the current use is already existing and approved for this site. Zoning: The property is currently zoned M-2 — General Industrial District. The current use is consistent with the Code. DISCUSSION PC 035-2025 As is noted above, Inpro is seeking approval for exterior site modifications without any requested changes or alterations to the existing building or use. More specifically, the request includes expanding and paving the parking area toward the northeast behind the building. The lot currently utilizes the area for parking on a gravel surface. This proposal will add 30 parking stalls that will be 9' x 20' in size with a 24' drive aisle meeting the requirements of the Code. Parking lots in the industrial park must be located at least three feet from an adjacent property and no closer than 10 feet from a street -side property line and the parking area is located 7.46 feet from the property line to the north, which is the closest point to property lines. The General Design Guide states that parking areas and traffic ways shall be enhanced with landscaped spaces containing trees or tree groupings. However, where building sites limit planting, the Guide states that the placement of trees in landscaped islands is encouraged. Also the Guide looks to break up longer lengths of parking stalls with landscaped islands/peninsulas every ten parking stalls. Staff recommends that at the end of the parking areas a landscaped island be installed with curb and gutter to protect the 49 plantings. The Plan Commission can discuss this further if the owner would like to request some type of waiver of this requirement. The Resolution is draft as such. August 5, 2025 REQUEST: Approval of a Building, Site, and Operation Plan Amendment for Inpro (Saturn Drive) S83 W18770 Saturn Drive / Tax Key No. 2223.008 SW '/4 of Section 16 PETITIONER: Craig Faust of Inpro INTRODUCED: August 5, 2025 LAST AGENDA: N/A PREPARED BY: Adam Trzebiatowski, AICP BACKGROUND PC 036-2025 The petitioner has submitted a request for approval of a Building, Site, and Operation (BSO) Plan amendment for the Inpro property at the intersection of Mercury Drive and Saturn Drive. This request is along with two additional sites where Inpro is proposing to expand the parking areas of each location. This request is to expand and pave both sides of the existing parking area along the entrance from Saturn Drive and then expand and pave the parking area to the north of the entrance from Mercury Drive. PLAN CONSISTENCY PC 036-2025 Comprehensive Plan: The 2020 Plan depicts this property for industrial uses. The proposal is consistent with the Plan as the current use is already existing and approved for this site. Zoning: The property is currently zoned M-2 — General Industrial District. The current use is consistent with the Code. DISCUSSION PC 036-2025 As is noted above, Inpro is seeking approval for exterior site modifications without any requested changes or alterations to the existing building or use. More specifically, the request includes expanding and paving both sides of the existing parking area along the entrance from Saturn Drive and then expanding and paving the parking area to the north of the entrance from Mercury Drive. This area of the property is currently utilized for parking on a paved surface. This proposal will add 35 parking stalls that will be 9' x 20' in size. All drive aisles must be a minimum of 24' in width for two-way traffic. Parking lots in the industrial park must be located at least three feet from an adjacent property and no closer than 10 feet from a street -side property line. The parking area is located 10.15 feet from the property line along Mercury Drive and 18.38 feet from Saturn Drive. A concrete curb and gutter is typically required for all new or replaced non-residential parking areas when the parking areas are new or being replaced based on Plan Commission policy and past projects. The General Design Guide states that parking areas and traffic ways shall be enhanced with landscaped spaces containing trees or tree groupings. However, where building sites limit planting, the Guide states that the placement of trees in landscaped islands is encouraged. Also, the Guide looks to break up longer 61.1 lengths of parking stalls with landscaped islands/peninsulas for every ten parking stalls. Staff noticed that there is significant landscaping existing along the west edge of the southern parking area. We would like to ensure that this landscaping remains and/or be replaced, if it needed to be removed for some reason. The Resolution is draft as such.
