PCR2025045 LittleWoofsRetreat BSO CUGRESOLUTION #P.C. 045-2025 APPROVAL OF A BUILDING, SITE AND OPERATION PLAN AMENDMENT AND CONDITIONAL USE GRANT FOR LITTLE WOOFS RETREAT LOCATED IN THE NW'/4 OF SECTION 16 (S81 W18461 GEMINI DRIVE / TAX KEY NO. 2222.984.003) WHEREAS, A submittal was received for a Building, Site and Operation Plan amendment (BSO) and Conditional Use Grant (CUG) for Little Woofs Retreat located at S81 W18461 Gemini Drive / Tax Key No. 2222.984.003, and WHEREAS, The petitioner is proposing overnight boarding of small dogs up to 25 pounds focusing on rescues and high anxiety dogs within a portion of the existing building, and WHEREAS, The building currently houses the School of Bark that operates out of the southern half of the building providing day care, boarding and grooming, and WHEREAS, Within the M-2 Zoning District a Conditional Use Grant (CUG) is required for any animal kennel, and WHEREAS, This location will be used only for overnight boarding, as all grooming will remain at the Little Woofs Spa on Janesville Road, and WHEREAS, There will be room for eleven (11) dogs each with their own "doghouse" along with a suite off of the lobby for a total of twelve (12) dogs allowed at the facility, and WHEREAS, The playroom/kennels will be partitioned off with six (6) foot vinyl fencing so each dog would have their own kennel with the remaining 435 sq. ft. to be used for open play area and a designated area of washable artificial turf for the dogs to relieve themselves, and WHEREAS, The petitioner is seeking approval for a 432 sq. ft. outdoor play area where dogs will be let out four at a time for no more than 15 minutes to reduce any potential barking to neighboring businesses, and WHEREAS, The outdoor area will be fenced off with six (6) foot vinyl fencing on the north side of the building extending out twelve feet from the building, and WHEREAS, Adjacent to the fenced outdoor area is a small area noted for garbage container containment that will be screened from view utilizing the same six-foot white vinyl privacy fencing, and WHEREAS, Customer and employee parking will be located in the existing parking stalls in front of the business, and WHEREAS, There are no other exterior changes to the building, lighting or signage proposed. THEREFORE BE IT RESOLVED, The Plan Commission approves Conditional Use Grant and Building, Site and Operation Plan Amendment for Little Woofs Retreat at S81 W18461 Gemini Drive / Tax Key No. 2222.984.003. BE IT FURTHER RESOLVED, If parking becomes an issue in the future, the petitioner will be required to come back to the Plan Commission with a plan to correct the parking situation. BE IT FURTHER RESOLVED, If any noise and/or smell concern arise from these proposed uses, staff would notify the owner to attempt to rectify said issues and if there are still concerns after that, then the petitioner will be required to come back to the Plan Commission with a plan to correct any noise and/or smell issues. BE IT FURTHER RESOLVED, No outside storage/display is allowed on site. BE IT FURTHER RESOLVED, If any exterior modifications are proposed, Plan Commission approvals will be required. BE IT FURTHER RESOLVED, A separate Zoning Permit will be required prior to the installation of any fencing. BE IT FURTHER RESOLVED, That gates/door on the refuse enclosure must be solid and match the same fencing material used on the sides of the enclosure. BE IT FURTHER RESOLVED, If any lighting or signage is requested in the future appropriate permits will be needed from the City and any new/altered exterior lighting (wall mounted, structure mounted, and/or pole mounted) must meet all City required lighting specs, including all fixtures being full cut-off with zero degree tilt. BE IT FURTHER RESOLVED, A copy of said plans must be kept on file and that all aspects of this plan shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, Failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
