APPROVAL OF A BUILDING, SITE AND OPERATION PLAN AMENDMENT FOR
GFL MUSKEGO LOCATED IN THE NE % OF SECTION 2
(TAX KEY NO. 2165.998.014 / W144 S6350 COLLEGE COURT)
WHEREAS, A submittal was received from Cindy Welling of OPAL Fuel Station Services, LLC for
a Building, Site and Operation (BSO) Plan amendment for GFL Muskego located at W144 S6350
College Court / Tax Key No. 2165.998.014, and
WHEREAS, The petitioner is seeking approval to allow for the expansion of the private natural
gas fueling system for GFL vehicles, and
WHEREAS, The new private fueling system for only GFL vehicles only, and
WHEREAS, The original natural gas refueling system is an elevated overhead truss system
whereas this proposal is for refueling infrastructure underground with fueling posts, and
WHEREAS, The expansion of the refueling stations is meant to accommodate the anticipated
vehicle growth and provide improved refueling flexibility for the Compressed Natural Gas (CNG),
and
WHEREAS, The natural gas from fossil fuels and gas supplied from renewable sources would be
piped to the site via We Energies with the CNG already being piped for the existing stations, and
WHEREAS, The CNG is then processed and delivered to individual refueling stations (stalls)
where the difference is that this proposal uses underground piping to refueling posts rather than
an overhead truss system and then released into the trucks, and
WHEREAS, A K-Rail system will be installed in front of each bank of refueling stalls, which is a
series of concrete walls that appear to be similar to highway traffic dividers with the CNG piping
and refueling posts attached, and
WHEREAS, The improvements to the site include 38 refueling positions along a bank of 15 stalls
along the southern side and 23 stalls along the east side of the property, and
WHEREAS, Five of the refueling positions on the east side will not be available until after an
existing above -ground tank is removed, which is anticipated within 24 months, and
WHEREAS, Along with the new refueling system proposed an additional compressor and a post
light will be to be added to an expanded `equipment compound' where all of the other mechanical
equipment is located for the existing refueling stations, and
WHEREAS, The equipment compound is located on the eastern side of the site and contains all
of the compressors and equipment needed to process the fuel surrounded by a 6' white vinyl
privacy fence as well as a series of bollards and the expansions to the equipment compound will
include fencing and bollards matching the existing, and
WHEREAS, Seven new pole lights are proposed with four lights on the eastern side of the
property and three lights along the southern side of the property where the light poles will be
located behind the K-Rail system, and
WHEREAS, A chain -link fence is currently located around the entire property and new slatting will
be added to the existing fencing to match the existing slatting, and
WHEREAS, No new exterior changes to the buildings have been proposed at this time.
THEREFORE BE IT RESOLVED, The Plan Commission approves of a Building, Site and
Operation Plan amendment for GFL Muskego located at W144 S6350 College Court / Tax Key
No. 2165.998.014.
BE IT FURTHER RESOLVED, That all conditions of approval of Resolution PC 045-2022 remain
effective.
BE IT FURTHER RESOLVED, The bollards and fencing around the equipment compound
expansion must match the bollards and fencing of the existing equipment compound.
BE IT FURTHER RESOLVED, All lighting must be zero -degree tilt and full cut off. Light fixture
and pole details along with a photometric plan must be submitted to the Planning Division for
approval prior to being installed.
BE IT FURTHER RESOLVED, That all slatting on the chain -link fence must match the existing
slatting.
BE IT FURTHER RESOLVED, A copy of said plans must be kept on file and that all aspects of
this plan shall be maintained in perpetuity unless otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, Failure to comply with the approval contained in this resolution
shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
