RESOLUTION AUTHORIZING FUNDING FOR
THE HILLENDALE DRIVE WATERMAIN PROJECT
WHEREAS, the City of Muskego has identified the Hillendale Drive Watermain Project
as a necessary improvement to enhance the City's water distribution infrastructure and
provide reliable service to residents; and
WHEREAS, this Resolution is Confirmation by the M E*Ggo COMMon CG moil as to horn,
funds were alIGGated in the Hillendale Drove Watermain PrejeGt that was GOrnpleted on
2024 pursuant to Wis. State Statute 65.90 Municipal Budgets and Resolution #069-
2013, Purchasing Policy for the City of Muskego; and
WHEREAS, on February 28, 2023 the Committee of the Whole made a
recommendation to the Common Council to allocate the available ARPA funds towards
the Hillendale Drive Watermain Project, `"'hinh had an estimated $3 2 million

WHEREAS, Resolution #036-2023, passed by the Common Council on May 9, 2023,
approved the use of ARPA funding in the amount of $2,630,006.78 towards the
estimated $4 million cost of the Hillendale Drive Watermain Project and any remaining
funds to the Tess Corners Bridge Project (Storm water drainage; that ARPA funds must
be obligated by December 31, 2024, and expended by December 31, 2026; and
WHEREAS, the Project as preyesed-approved feT--in the 2024 Capital Bbudget in
Resolution #067-2023 authorized $1 million in ARPA funding; zero funds for total project
cost/expense, and no inclusion of the Tess Corners Road Proiectree„ested arf,lifi9�
funding RGt GOVered by ARPA funds tG Gover the balaRGe of the presented estimated $4
million Prelen+ GGStS; and
WHEREAS, 't was dicno"ered as the Droionf nommenred that there was a shor+f�ll
betweeR ARPA funding and the rernainiRg funding needed tO GOMplete the the
total project cost was $3,764, 499.75 for the Hillendale Drive Watermain Project that
resulted in a budget error of $2,764,499.75 but a project shortfall of $1,134,492.97, due
to using all ARPA funds obligated but not included in the 2024 budget; and

WHEREAS, on October 28, 2025, in Open Session, the Common Council again
discussed funding for the Hillendale Watermain Project; that this Resolution comes
about as a result of said discussion to authorize the funding sources for the budget error
and shortfall of $1,134,492.97 as was expended at the direction of the Mayor; and

NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of
Muskego, Wisconsin, 1� zJ1 . s-authorizes the aforementioned funds (Water Utilit

shortfall of $1,134,492.97 for completion of the Hillendale Drive Watermain Project
