Following is a description of these sites and how assistance would be utilized. Bluhm Park Oak Woodlands The 18-acre oak woodland in Bluhm Park is one of the largest wooded areas in Muskego. The Wisconsin DNR ranks oak woodland plant communities as rare and imperiled in the state. Bluhm Park woodland contains several exceptionally large bur oak, white oak, and black/red oak trees, some of which are over 200 years old. Original land survey notes describe oak openings (oak savanna) here but it became more of an oak woodland as more trees colonized since cessation of fire after European settlement. The site was also impacted by cattle grazing. The woodland is surrounded by prairie reconstructions and a degraded sedge meadow wetland. Since 2000, the city has made extensive efforts to manage invasive woody plants, reintroduce prescribed burning, and interseed the site with appropriate native ground flora. Grant funds would be utilized here to contract ecological management services to expand on these efforts to restore and maintain this oak woodland. Holz Island This undeveloped one -acre island located near the eastern shore of Little Muskego Lake was dedicated to the city for conservation purposes by Rudolf Holz in 1972. It is an oak dominated woodland with other hardwood trees and moderately diverse ground flora. The island was cleared of invasive shrubs approximately two decades ago but has since been re -invaded. Grant funds would be used here to remove invasive plants. Marshland Camps Preserve This 50-acre site adjacent to the northeast shore of Big Muskego Lake is named for the many Native American hunting and fishing encampments that once existed along this shore of the waterway. It represents a significant portion of the original Holz family farm. Before European settlement it likely included sedge meadow, fen, shrub carr, oak savanna, and prairie plant communities. After settlement, the majority of the site was used for row -crop agriculture, with the exception of the portion close to Big Muskego Lake, which may have been used for pasturage. Sixteen acres of row -cropped agricultural land were planted to mesic to wet prairie in 2017. Proximate to the lake/marsh shore exists three acres of moderately degraded fen wetland that is dominated by shrubby cinquefoil, rushes, and sedges. This "oasis" of vegetation is surrounded by more heavily degraded wetlands in that it has a much lighter invasion of glossy and common buckthorn and very little cattail or reed canary grass. Specifically, the owner of a lot where an easement is located shall maintain said easement located on such lot in an unobstructed condition so as to maintain its intended purpose. COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #047-2025 RESOLUTION AUTHORIZING THE MUSKEGO PARK & RECREATION DEPARTMENT TO SELL FERMENTED MALT BEVERAGES AT EVENTS HELD IN CITY PARKS WHEREAS, the Muskego Park & Recreation Department organizes community events and recreational programming throughout the City of Muskego's public parks for the enjoyment and benefit of residents and visitors; and WHEREAS, Wis. Stat. §125.06(6) provides that a license is not required for the sale of fermented malt beverages by a municipality or by municipal employees in any public park operated by the municipality, provided that the sale is authorized by an ordinance, resolution, rule, or regulation enacted by the governing body of the municipality; and WHEREAS, pursuant to said statute, the City of Muskego is seeking authorization by means of a resolution, for activities that involve the sale of fermented malt beverages; and WHEREAS, the Muskego Park & Recreation Department intends to continue holding such events that include fermented malt beverages sales in City parks for an indefinite period of time. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Muskego, that the City of Muskego, including but not limited to, the Muskego Park & Recreation Department, is hereby authorized to sell fermented malt beverages at events held in public parks operated by the City of Muskego on an ongoing basis for an indefinite period of time.
