The current road program includes $750,000 in annual operating funds and a $1 million supplement every three years, but state levy caps restrict budget increases, prompting discussion of borrowing options, such as a $4 million loan that could raise homeowner taxes by $45-60 annually for 20 years. The Mayor suggested inviting the City's financial advisor to outline borrowing impacts, while the Council requested a list of the seven worst roads, cost estimates for $2-4 million in repairs, and an assessment of the trail system.
