PLEDGE OF ALLEGIANCE ROLL CALL Commissioners Kuspa, Boyer, Hauboldt and Hammitt were present. Chief Westphal and Captain Fons were also present. Commissioner Jaske was excused. STATEMENT OF PUBLIC NOTICE APPROVAL OF MINUTES Commissioner Hammitt made a motion to approve the minutes from 11/21/2024. Commissioner Boyer seconded. Motion passed. REPORT FROM POLICE DEPARTMENT Chief Westphal advised he has been having quarterly staff meetings with the union and they did a survey, which was discussed at an offsite command staff day. Also discussed were goals for 2025: Goal #1 Clear and Transparent Communication- Sounds easy, but communication is often the number 1 improvement issue in any organization. It is a multifaceted issue that is not simply top down, bottom up, but a 360-degree issue. If you lack clarity and shared understanding, you need to ask questions, request information and engage your supervisors. - Goal #2 Improve Change Management- We need to better explain changes and examine overall disruption and impact when making decisions. • Goal #3 Move the Needle- we would like to address our recent survey and focus on "moving the needle" to right with trends specifically, leadership and direction. Chief explained that they did some research on call volume and times. Because of that, the dispatch schedule has changed in order to accommodate, so there are always two people dispatching during peak hours. Chief advised the girls schedule had never been changed, but he is looking at keeping goals and service to the community a top priority and believes these changes need to come internally. The State of the City address was on 02/06/25, and the Mayor did bring up a possible public safety referendum. Chief explained he understands the next couple budget years will be extremely tight and he understand change needs to come from within the department first. He explained since he has become chief he has changed the hierarchy of the command staff to make the most benefit of personnel. He has acknowledged he has been asking the council for extra bodies every year and it keeps being denied due to lack of funds. Chief wants to take care of his employees as well as the citizens and understands that a referendum is a very high possibility in order to keep the department up to staff for the demands of community safety. Chief acknowledge we have amazing support from the citizens of Muskego and wants to continue to provide the highest level of service, but call volume is increasing. The department will be holding an employee appreciation dinner on Thursday, 02/27/25. Officer Sandretti is coming up on his term as School Resource Officer. Muskego Lakes Middle School Principal is extremely happy with the job SRO Sandretti has been performing, however, it is time for him to bring the skills he learned in the school back out to the road. Officers learn many new things and create many friendships that can help them in future dealings with these students as they become adults. A committee will interview potential candidates in the upcoming weeks, however, it is the principal of the school who makes the final determination of who will replace him come August of 2025. ATV/UTV ordinance was passed unanimously by the Common Council. As well as, a Chronic Nuisance Ordinance. OLD BUSINESS NEW BUSINESS CLOSED SESSION Following conclusion of consideration of the above portion of its regularly scheduled agenda, the Police and Fire Commission will meet to vote on a motion to convene in Closed Session for the purpose of. A discussion regarding a letter of reprimand to an officer. A closed session for the above purposes is authorized pursuant to the provisions of Wisconsin State Statute, Section 19.85(1)(c), considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility for the specific of considering employment, promotion, compensation, or performance evaluation data, more specifically for the purpose of discussing specific personnel issues within the police department. Commissioner Hammitt made a motion to go into closed session, Commissioner Boyer seconded. Motion passed all in favor. Meeting went into closed session at 6:30PM. OPEN SESSION Commissioner Boyer made a motion to go back into open session, Commissioner Hammitt seconded. Motion passed all in favor. Meeting was back in open session at 7:07PM.
