CCR2025.017-Award of Bid (Landscaping)COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #017-2025 AWARD OF BID FOR 2025-2026 PARKS, BOULEVARDS, TERRACES AND FACILITY LANDSCAPING SERVICES WHEREAS, Public Works and Development Director, Scott Kroeger, sent out an RFP to eight Contractors for the Parks, Boulevards, Terraces and Facility Landscaping Services two-year Contract; that even though there was interest by several companies, only one Contractor submitted a bid as noted below: Contractor No Bid 2025 Bid 2026 Bid TOTAL ASI Achtenha en X Sebert Landscaping $181,500.00 $146,000.00 $327,500.00 Goodland X Blaze Landscaping X Legacy Landscaping X Terra Firma Landscaping X Muskego Lawn Care X Timberwolf Lawn Maintenance X ; and WHEREAS, the bid as received was $37,500.00 less than the previous two-year Contract ($365,000.00) which was due to a revision of the overall scope of services and the City of Muskego Department of Public Works taking over more grass cutting duties in the parks; and WHEREAS, through negotiations with Sebert Landscaping and in an effort to achieve more cost saving measures; the final bid for the Contract was reduced to the following: Contractor Qualification Statement 2025 Bid 2026 Bid TOTAL Sebert Landscaping X $180,500.00 $145,000.00 $325,500.00 ; and WHEREAS, the final bid received is $39,500.00 less than the previous two-year Contract; that Sebert Landscaping is qualified to do this work and has performed these landscaping duties for the City of Muskego in our previous Contract term; and WHEREAS, on February 24, 2025, the day before the Common Council meeting to approve this bid, members of the Common Council received an email alleging and miscommunicating that certain landscaping companies were not allowed to bid on the project; and WHEREAS, pursuant to discussion and taking into consideration this email correspondence, Council decided to deny the Sebert Landscaping bid and directed Resolution #017-2025 Page 12 Public Works and Development Director, Scott Kroeger, to put out an RFP to the public for the parks, boulevards, terraces and facility landscaping services two-year Contract anticipating that landscapers who alleged that they were not allowed to bid would actually now bid on the project in question; that this is a service Contract not subject to the construction bidding laws of the State of Wisconsin; and WHEREAS, Public Works and Development Director, Scott Kroeger, did officially and fairly put out an RFP for the project following the meeting of February 25, 2025; that the bids were submitted as noted below: Contractor Qualification Statement 2025 Bid 2026 Bid TOTAL Red Tail Yes $182,150.00 $173,650.00 $355,800.00 Sebert Landscaping Yes $175,500.00 $140,000.00 $315,500.00 Snow Patrol Yes $175,000.00 $175,000.00 $350,000.00 ; and WHEREAS, the bid received is $49,500.00 less than the previous two-year Contract ($365,000.00) which was due to a revision of the overall scope of services and the City of Muskego Department of Public Works taking over more grass cutting duties in the parks; and WHEREAS, Sebert Landscaping is qualified to do this work and has performed these landscaping duties for the City of Muskego in our previous Contract term; and WHEREAS, based on the above, the Director of Public Works and Development recommends Sebert Landscaping for this landscaping service Contract for the 2025- 2026 seasons; and WHEREAS, the Finance Committee has reviewed the findings of the Director of Public Works and Development along with the bid of Sebert Landscaping and concurs with the recommendation; that the Finance Committee further finds that the overall process of obtaining bids for this project was fair and transparent. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby accept the finalized total bid submitted by Sebert Landscaping in the amount of $315,500.00 for the 2025-2026 Parks, Boulevards, Terraces and Facility Landscaping Services Contract. BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to sign the Contract in the name of the City and the City Attorney is authorized to make substantive changes to the Contract as may be necessary in order to preserve the general intent thereof. Resolution #017-2025 Page 13 BE IT FURTHER RESOLVED that the Mayor is authorized to sign such substantive changes made by the City Attorney; that DPW is authorized to enter into a Contract for landscape services with Sebert Landscaping upon the certification of this resolution by the City Clerk.
