PLEDGE OF ALLEGIANCE ROLL CALL Commissioners Kuspa, Jaske, Boyer, and Hammitt were present. Chief Westphal and Captain Fons were also present. Commissioner Hauboldt was excused. STATEMENT OF PUBLIC NOTICE APPROVAL OF MINUTES Commissioner Boyer made a motion to approve the minutes from 05/14/2024. Commissioner Hammitt seconded. Motion passed. REPORT FROM POLICE DEPARTMENT Chief Westphal advised the commission that the fence has been installed on the east side of the police department, to enclose the generator. Money was placed in the capital budget for this and there eventually will be an enclosed employee lot, however it will depend on the future of the old police department, where it will be. The department sponsored another Trunk of Treat and it was a huge success. The Turkey Trot is coming up on Thanksgiving Day, and is one of the larger events for the city to host. There will be extra officers on duty and special precautions to ensure the safety of the event goers. This year is the 3Id anniversary of the Waukesha parade incident and we still need to take precautions. December 7t" is Shop with a Cop. We look forward to this event as it a great community event and helps those in need during the holidays. The Citizen's Academy Alumni Association has again agreed to sponsor our 2nd Annual Employee Appreciation Dinner to be held sometime in February. Our two recruits, Sarah Tuchel and Joaquin Vega Gonzalez, will be graduation the academy on December 5th. Officer Tuchel will be receiving the "Top Shot" award that evening also. Congratulations to both on their graduation. This year was absolutely the hardest budget year since taking over as Chief. The department continues to ask for more officers to ensure public safety, however they keep being denied. Chief removed our officer from the Metro Drug Unit to add a body, however eventually he may have to ask for a public safety referendum to maintain the highest quality of service to the citizens. The Fall Citizen's Academy class recently graduated. It was another great group of people who we look forward to working with in the future. Officers are currently testing out "Draft One" which is an Al software from Axon that assists officers with reporting writing. 80-90% of their report is automatically generated by their body camera. There are safety measures in place so each officer needs to make sure the report is accurate and completely reviewed by them. City of Waukesha and our department are the first to try it and we are both working with the DA's office to ensure accuracy and efficiency. Chief also advised the Commissioners that the City Attorney, Chief and Officer Miller received a letter from an attorney's office for "Notice of Injury" from one of the families from this summer's triple fatal. This notice allows the family three years to sue the City.
