CCR2024.070-Grant funding (Cybersecurity)COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #070-2024 RESOLUTION TO SUPPORT RECEIPT OF GRANT FUNDING State & Local Cybersecurity Grant Program WHEREAS, City of Muskego Information Technology Director became aware of a grant opportunity from Homeland Security and the State of Wisconsin Department of Military Affairs, Division of Emergency Management, for Cyber Security; and WHEREAS, this specific grant is intended to help strengthen cyber security against threats to information systems for state, local, and tribal governments; the grant will improve cyber security posture and help protect networks, systems, and data from cyber threats; and WHEREAS, the Government Assistance Funding was a new competitive grant opportunity available for one-time initiative projects; the City's Cyber Security Program, which was approved in the 2025 budget qualifies as such a project; and WHEREAS, there are no cost share or local match requirements for this funding opportunity as the 10% match for the first year has been waived by FEMA; allowable costs under this grant are limited to two areas, Multi -factor Authentication (MFA) and Managed Detection Response (MDR); and WHEREAS, the City will have no issues completing special conditions required for this grant which include, grant recipients must 1) complete the Nationwide Cybersecurity Review (NCSR) prior to grant close of Year 1 and 2) sign up for free cyber hygiene services through CISA which we have been doing weekly since November of 2019; and WHEREAS, the City of Muskego has been awarded this grant in the amount of $24,317.30 to help improve the City of Muskego's cyber security program; the overall cost of Muskego's Cyber Security Program approved in the 2025 budget is $76,157.30, the grant money will be applied toward the project to reduce the total amount owed by the City of Muskego to $51,840.00. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby support receiving the grant of funding from Homeland Security and the State of Wisconsin Department of Military Affairs, Division of Emergency Management, for Cyber Security in the amount of $24,317.30. BE IT FURTHER RESOLVED that the Mayor is authorized to execute the necessary documents in the name of the City in order to accept the grant and the City Attorney is authorized to make substantive changes to said documents as may be necessary in order to preserve the general intent thereof.
