CCM.2024.08.06 ApprCITY OF MUSKEGO COMMON COUNCIL MINUTES August 6, 2024 5:30 PM Muskego City Hall, W182 S8200 Racine Avenue SPECIAL MEETING AMMENDED CALL TO ORDER Mayor Petfalski called the meeting to order at 5:30 pm. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL & Cay a' ��MUSKEGO APPROVED Present: Mayor Petfalski, Alderperson Wolfe, Alderperson Hammel, Alderperson Decker, Alderperson Schwer, Alderperson Schroeder, Alderperson Kubacki, Alderperson Madden Also present: City Attorney Warchol, Public Works and Development Director Kroeger, Public Works Superintendent Beilfuss, Recreation Program Manager Dunn, Planning Manager Trzebiatowski, Associate Planner Fahl, and City Clerk Roller STATEMENT OF PUBLIC NOTICE City Clerk Roller stated that the meeting was noticed in accordance with the open meeting law on Friday, August 2, 2024. PUBLIC COMMENT 1) Greg Shaw - S77W 16852 Bridgeport: He is with the Muskego Warrior Baseball Organization. Personally, he feels the proposal is a great for community. He thanked InPro for their continued support in the community. 2) Michael Miller - S64W 18951 School Drive: He represents the Muskego Warriors. This is a great asset for our community and for the kids. 3) Jim Becker W212S7712 Agnes Way: He is president of the Muskego Athletic Association. This is very important for not only the organization, but also for the community. Alderman Wolf asked for a history including what we talked about in past budgets in regard to the three diamonds. Mr. Kroeger stated the following in response: 1) Cost for field prep too high and games rained out 2) Turfed fields 1, 2 & 3 which allowed a user fee and brought in more tournaments. This was started in 2021 with the first games played in 2022 3) The grades of all of the fields were raised to improve drainage 4) We don't cancel games anymore Common Council Minutes — August 6, 2024 Page 12 Mr. Kroeger talked about the reasons for bringing this forward early. Now we are able to have the company come in, do the work, and get it done so we don't loose any tournament or any play starting in 2025. Also, they are seeing a 10% increase cost in terms of turf, labor, freight, etc. We would not pay anything until 2025. We will be doing a lot of the work with Ryan as the project manager. DPW is available now as apposed to waiting until the first of the year. Last year we had about $70,000 in revenue for doing tournaments and right now we are right about there for 2024. This would not be possible without the donation and we would not even be talking about it. Mayor stated that everything in capital this year will be funded through the landfill and that we have enough in there. In response to the question, "Why are we here?", Alderperson Wolfe answered that it is because it's procedural that we should be here, and the Mayor agreed it's more transparent. We joined TIPS in 2021 and - they guarantee it is the lowest bid possible. We are trying to make these fields as versatile as possible. Alderperson Schroeder stated that this started as an email from Mayor that if there was no objection, he would move forward. Alderperson Madden and Alderperson Kubacki stated that there are limitations for what the landfill money can be used. It can't be used for roads or fire departments. Motion Passed: 7 - 0 Voting For: Alderperson Wolfe, Alderperson Hammel, Alderperson Decker, Alderperson Schwer, Alderperson Schroeder, Alderperson Kubacki, Alderperson Madden Voting Against: None Moved by Alderperson Kubacki; seconded by Alderperson Hammel to Call the Question. Motion Passed: 7 - 0 Voting For: Alderperson Wolfe, Alderperson Hammel, Alderperson Decker, Alderperson Schwer, Alderperson Schroeder, Alderperson Kubacki, Alderperson Madden Voting Against: None Motion to approve the project to move forward, sign the contract, and begin the work on it; the City would not be billed and nothing will be paid until 2025.
