PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Alderpersons Kubacki, Schwer and Schroeder; Scott Kroeger, Director of Public Works and Development Absent: Alderperson Madden Also Present: Police Captain Nick Fons, CRO Jeff Satorius STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with open meeting laws on July 12, 2024. STATUS OF PROJECTS Discussion update. No formal action may be taken on any of the following: Hillendale Drive Reconstruction Project Director Kroeger reminded everyone this is from Racine Avenue to Sunny Hill Drive. Approximately, 90% of the water main is complete, the pond is done and they are working on the storm sewer. WE Energies still needs to install new pole and move their lines, then Time Warner will move their lines over and then finally the project can continue with grading. Weather has been a factor this spring, but they are still on track to be substantially complete in October. Road Program 2024 Director Kroeger stated the final layer of asphalt was laid today. DPW will start the landscaping and restoration work. Project is considered 90% complete. PP/II 2024-2025 Project Director Kroeger stated this project is along Lake Drive and Schubring Drive and includes 56 homes. This project entails replacing sewers on private property. MJ Construction will be used again as on the other side of the lake. They will start going door-to-door to camera laterals. This project will be split into next year as well as to not have any open roads going into the plowing season. UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: Request for Revising No Parking Signs on Ranch Drive and Earl Drive Director Kroeger gave an update on his discussions with Ald. Decker based on his memo. Basically stating a parking ban on one side of each street. Also, reminding everyone that the current parking restrictions would remain as -is on the opposite side of the road. Kathy Beaudry, W180S6698 Muskego Drive, property abuts Ranch Drive. Asked for No Parking signs as people park further into her rear property line, not just the ROW. This creates ruts that require a lot of work to correct. She stated the PD only leaves notes, not tickets. Expressed concerns over the types and amount of people on Idle Isle. Also mentioned that the narrow roads would make it difficult for emergency vehicles. Rick Provost, W1790S6690 Ranch Drive, corner of Earl Drive and Ranch Drive. He is requesting No Parking on both sides. Cannot get in and out of driveway and expressed concerns regarding emergency vehicles. Mr. Johnson, W179S6570 Ranch Drive, corner at Martin Drive. He recently videoed the neighborhood and Park Arthur. He stated the streets were packed and yet Park Arthur was 1/4 empty. How do we get people to park at the Park? He wants the same parking restrictions on both sides of the road due to fairness and safety on the narrow roads. He told the Committee a story of a water truck that was stuck. Clark Fischer, W179S6641 Ranch Drive, stated the sign in front of his house has never matched the signs on the rest of the street. Linda Villwock, W179S6585 Ranch Drive, wants full No Parking signs on both sides. Talked about the trash left behind, loud cars, ruts in the grass, feeling unsafe. Wants to find a way to make more people park up at Park Arthur. James Moeller, W179S6700 Muskego Drive, corner of Earl Drive and Ranch Drive. All about safety, emergency vehicles not able to get through. Wants to know why we have not expanded parking at Park Arthur and enforced it. Mr. Provost asked about previous plans to put in a football field at Park Arthur. If not using for football, make more parking for Idle Isle. AId. Decker began stating he was not properly noticed about the meeting this evening and yet when he saw the paper notice at the Library he was able to get a good amount of residents from the area to come out tonight. He backed up his constituents stating again they do not want parking on either side of the road. Mr. Fischer believes another sign is incorrect and pointing drivers the wrong way instead of towards Park Arthur. AId. Kubacki drove around Little Muskego Lake and noticed all roadways are inconsistent. He still believes we need to have No Parking signs on one each of Ranch Drive and Earl Drive just from a safety standpoint. The City needs to remember this is a popular lake and park that we have in our area and in order for people to use it, they need to park somewhere even when both Idle Isle and Park Arthur are full. Mr. Provost talked about how he is very particular about his lawn and spends a lot of money to maintain it only for a truck and trailer to ruin it. He stated again about additional parking near the archery range at Park Arthur. Mr. Moeller thinks once the parking lots are full, people should move onto other lakes and parks, and not be allowed to fill up the neighboring streets. Phil Jens, W179S6636 Ranch Drive, asked if a study has been done on the size of neighboring lakes versus the amount of parking available at those lakes. He feels Little Muskego Lake has too much traffic allowed onto the lake making it unsafe. Ald. Decker stated he found the signs requested on Muskego Drive, so there is a precedence already for these types of parking restrictions. Mr. Johnson stated he believed we were here to talk about Wednesday evenings, not the weekends. He doesn't have any issues with weekend parking because the existing signage takes care of it. Also would prefer less, more clear signage. He stated there are too many signs in the area now. He also said the restrictions should be both sides of the road as equals. Ald. Kubacki spoke again about safety issues and regardless of Wednesday nights, he believes No Parking signs should be put into place on one side of the road(s) all the time. Nancy Moeller asked why we have No Parking for the July 3rd festivities and everyone was able to figure that out, but yet we allow it on Wednesday nights or other days. When the parking lots at Idle Isle and Park Arthur are full than people need to move on or figure out another alternative than parking in residential areas by the people who pay property taxes. Ms. Beaudry asked why do we need to accommodate people from other communities. In years past they parked out on College Avenue. Ald. Schwer agrees that one side of the road(s) should have No Parking. He stated if we allow No Parking on both sides, it will continue to push the issue onto another road. He asked what restrictions were on Martin Drive. Captain Fons said he wasn't sure off the top of his head, but it would not be navigable because it does not have a shoulder to park onto. Stacey Johnson confirmed there are parking restrictions on Martin Drive for weekends and holidays. She made the suggestion that the Waterbugs try to help push the traffic to Park Arthur by making an announcement for the next few weeks before we settle on No Parking signs. Ald. Kubacki said the existing signage at Idle Isle does send them up Hardtke Drive to Park Arthur as the overflow lot. Director Kroeger stated the Waterbugs do not have enough ways to enforce the parking issues. We still need No Parking on one side strictly for emergency vehicle purposes. He is also concerned if No Parking is added to both sides of the road it will affect everyone who hosts any type of party or gathering. Ald. Schroeder asked about No Parking full time on Wednesdays. Possibly doing an even/odd type parking restriction so it's not always the same side. Director Kroeger said it must be No Parking full time on one side for safety issues. We can make whatever rules we want on the other side of the road(s). David Bishop, W179S6594 Ranch Drive, stated the last 2-3 years people have become completely inconsiderate and he doesn't want to see any parking at all. Ald. Decker made a comment to correct a comment that was twisted from the previous meeting from a homeowner that was not able to be present tonight. She directs her guests to Park Arthur. Mr. Provost reiterated that the Committee wants and needs No Parking full time on one side of the road and he asked about adding Wednesdays to the existing signage on the other side of the road. Then he asked Captain Fons why notes are left on cars instead of issuing tickets. Captain Fons said it is not policy to leave notes on cars. Aid. Scher addressed the Committee asking if they agreed that all they heard tonight was residents asking for No Parking on both sides. He asked if anyone really wanted to keep the current restrictions and add Wednesday. Alderperson Schwer made a motion to have No Parking on the East and West sides of Ranch Drive and the South side of Earl Drive. No second, motion dies. Alderperson Schroeder made a motion to have No Parking on the East and West side of Ranch Drive and the South and North side of Earl Drive full time, all days. Alderperson Schwer seconded. Motion Passed 2 in favor. Aid. Kubacki opposed. Director Kroeger stated this still has to go to the full Common Council next week on July 23rd If it passes through Common Council and a Resolution is drafted, DPW will be given permission to install the new signs which in turn will allow the Police Dept to issue tickets. Aid. Kubacki thanked everyone for coming out and expressing all opinions and ideas. NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Request for 30 MPH Speed Limit on Woods Road from Janesville Road to Racine Avenue Director Kroeger stated since the last meeting double sided Curve Chevron signs were installed, trees were trimmed back in critical line of sight areas and electronic speed limit signs were added. He continued that a new Police Dept speed study was starting and that Officer Satorius was in contact with the Post Office to move the mailboxes to the North side of the road. He then continued by presenting a large portion of his memo regarding traffic/engineering guidelines from WisDOT. Aid. Schroeder doesn't feel speed studies take into effect the large curve, the school zone and the residential neighborhood involved. Director Kroeger countered that we are taking those things into effect now. He never realized the placement of the mailboxes or that Chevron signage was not already being used in the area. These are things as a City that we are working to correct and hope to curb speeding in the process. He stated he is anticipating the new speed study with all these new changes in place. Aid. Kubacki mentioned based on the changes made to the area and the information Director Kroeger has presented regarding speed studies in general, the speed limit on Woods Road should remain at 35 MPH. Office Satorius stated the radar data trackers are charging and he hopes to get them in place this evening. His plan is to place the trackers near each entrance to Plum Creek subdivision to determine if speeding is higher in one direction versus the other. Officer Satorius continued stating most of the accidents in the curve are under the influence of drugs or alcohol. Lowering the speed limit will never stop those incidents. He also stated there have been a number of hit and runs involving mailboxes. The boxes being requested to move are from George Henneberry's property East to Racine Avenue. Captain Fons stated that the speed does change within the school zone area and it is enforced throughout that area. Sylwia Enerson, W199S8627 Woods Road, thanked everyone for everything that has been done thus far. She suggested holding off on the new speed study until school starts and all the kids and buses are around again. She also asked about purchasing blinking lights for the signs on Amazon to get driver's attention. Ms. Enerson understands that a walking path is most likely out of the question, but neither entrance to Plum Creek subdivision has a cross walk to use to get across the road either. Sophia Rich, W199S8624 Woods Road, stated she will be a new driver soon and it's very difficult to get out of their driveway with how fast people come around the curve. She was also concerned for her neighbors that walk to school. Ms. Rich would be in favor of lowering the speed limit as she thinks it could help overall especially in winter when it's icy. Alderperson Schroeder made a motion to table the reduction in speed until the new speed study is completed with all the new changes in place and when school is in session. No second, motion dies. Alderperson Kubacki made a motion to retain the 35 MPH Speed Limit from Janesville Road to Racine Avenue on Woods Road. Alderperson Schwer seconded. Ald. Schroeder stated again she wants to wait for the new speed study before making this decision. Ald. Schwer stated the previous study showed the speed is where it should be and drivers who speed will continue to speed no matter what the posted limit states. Ald. Schroeder stated if the speed limit is lowered and the police start writing more tickets, word will get out and hopefully people will start to slow down through the curve. Motion Passed 2 in favor. Aid. Schroeder did not vote. Request for Stop Signs at Champions Drive and Jimmy Demaret Drive Director Kroeger stated Champions Village reached out to Ald. Madden. They whole subdivision is 25 MPH. The Police Dept said no accidents for the past 5 years. One side of this intersection is controlled now with Stop Signs. Approving this request would make it a three-way controlled intersection within a subdivision. Alderperson Kubacki made a motion to Deny the Request for Stop Signs at Champions Drive and Jimmy Demaret Drive. No second, motion dies. Ald. Schwer stated he has driven through this area and used it as a cut thru himself. Aid. Schwer made a motion to approve the Request for Stop Signs at Champions Drive and Jimmy Demaret Drive. Aid. Schroeder seconded. Motion Passed 2 in favor. Aid. Kubacki opposed. Director Kroeger reminded the Committee this will need to go before Common Council on July 23rd. NEW BUSINESS PLACED ON FILE (The following items have been placed on file for staff review. Upon completion of review, staff will submit a supplement detailing options and possible course of action to committee members.)
