CALL TO ORDER
Alderperson Hammel called the meeting to order at 5:30 PM.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.
ROLL CALL
Present: Alderpersons Hammel and Terrance; Scott Kroeger, Director of Public Works and
Development
Absent: Alderperson Kubacki
STATEMENT OF PUBLIC NOTICE
The meeting was posted in accordance with open meeting laws
STATUS OF PROJECTS
Discussion update. No formal action may be taken on any of the following:
Hillendale Drive Reconstruction Project
Director Kroeger stated this project is from Sunny Hill Dr to Racine Avenue. The utility work
has already begun. The Pre -Con meeting is April 2, 2024. The final plans are on the City
website for viewing. This project is to be completed in Fall 2024.
Road Program 2024
Director Kroeger stated we are reviewing bids. After the job is awarded, letters will be sent to
the residents affected. Pre -Con will be in April. The project is to be completed during Summer
2024.

Twin Silos Public Improvements Approval
Director Kroeger stated this is a 9 lot cul-de-sac. They started with a Land Disturbance permit
last fall. They now have all their approvals from MMSD and DNR.
Alderperson Hammel made a motion to approve the Twin Silos Public Improvements.
Alderperson Terrance seconded.
Motion Passed 2 in favor.
Twin Silos Signage Request
Director Kroeger explained this signage request is due to the sign being in our City ROW. The
developer (and then transferring to the HOA) must maintain the sign, fix any damage and
landscape at all times.
Alderperson Terrance made a motion to approve the Twin Silos Signage Request.
Alderperson Hammel seconded.
Motion Passed 2 in favor.
Discuss Compensation for the ROW Vacation on Lake Drive
Director Kroeger explained the sliver of land, that the City owns, between Nico's Restaurant
(soon to be Citizens Bank) and Muskego Beer and Liquor would be split 50/50 for each
property. He stated there would be no benefit to either business owner by gaining this small
amount of land, that the City does not see a need for Compensation. The Vacation portion of
this still needs to go through Plan Commission and Common Council.
Alderperson Terrance made a motion to Not Request Compensation for the ROW
Vacation on Lake Drive. Alderperson Hammel seconded.
Motion Passed 2 in favor.
Crosswalk Request on Vine Street at Bay Lane Place
Director Kroeger stated this request came through Alderperson Hammel. He stated there have
been no accidents near Vine or Hilltop and Bay Lane Place in the last 10 years. Director
Kroeger also called the principal, Sara Stanley, to ask if she has noticed a need or received
requests about adding a crosswalk. He went on to explain that with a crosswalk, comes the
need for a concrete pad on both sides of the road and an ADA ramp as well.
Laura Cys (S73W16466 Vine St) spoke about the number of cars that speed coming off
Janesville Road and do not slow down until closer to the school. She also mentioned the
number of young children that walk from that end of the road to the school.
Alderperson Terrance brought up that it may possibly make more sense to put the crosswalk at
Hilltop Dr or try using crossing guards. The Committee and Ms. Cys continued to discuss the
idea of crossing guards and not incurring the cost of adding a crosswalk. Try using police
presence for 15-20 minutes daily. Talk to the school about using crossing guards since the City
has received this safety request. Director Kroeger to reach out to Principal Stanley.
Alderperson Terrance made a motion to defer the Crosswalk Request on Vine Street at
Bay Lane Place. Alderperson Hammel seconded.
Motion Passed 2 in favor.
