PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Alderpersons Kubacki and Hammel; Scott Kroeger, Director of Public Works and Development; Police Chief Steve Westphal Absent: Alderperson Terrance STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with open meeting laws on May 11, 2023. STATUS OF PROJECTS Discussion update. No formal action may be taken on any of the following: Great Water Alliance Director Kroger stated they are currently working on punch list items that should be completed by July 1st Police Chief Updates Chief Westphal spoke about a round table he was a part of with other Waukesha County representatives regarding revenue sharing to help with budgeting. We have another graduating class through the Citizens Academy. Also, has a DARE program graduation at the middle school level. He continued the Annual Awards Dinner is tomorrow evening. On Wednesday they have an emergency operation exercise that is run by the Fire Dept. Chief continued by talking about the Citizens Police Academy once again and about their fundraising efforts that have been able to afford items above and beyond for the Police Dept. Most recently E-Bikes. Finally, they received approval to close Janesville Road again for the Jammin' Event. UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: AJ's Car Wash Public Improvements Approval Director Kroeger stated all engineering plans have been reviewed and approved thus far for the new car wash. This is simply a formality and allows City Staff to continue to move forward with final reviews. Alderperson Hammel made a motion to approve the AJ's Car Wash Public Improvements. Alderperson Kubacki seconded. Motion Passed 2 in favor. Boxhorn Reserve HOA Request for Median Removal Director Kroeger stated the HOA has sent a formal letter to the City requesting the median to be removed and returned to pavement. He stated he has discussed this with all departments involved and the City is okay with this as long as the HOA follows all requirements at NO cost to the City. Mary Schilz, S90W12937 Boxhorn Reserve Court, reviewed her concerns as stated in her letter to the City. She also mentioned the HOA currently does not have the funds for this project. Ms. Schilz asked for a quote from Merit Asphalt and they needed more guidance on the scope of the project based on the City requirements. She asked the Committee about splitting the cost for removal. Director Kroeger stated due to the annual Road Program losing funds this year, his answer is no, the City cannot contribute funds. Ms. Schilz also made the suggestion that for future subdivision developments, that they stay away from this type of design or widen the front entrance areas. Ald. Kubacki said he agreed with everything Director Kroeger stated. Ald. Hammel asked if a special assessment would be allowed. They collectively discussed HOA fees. He also questioned if drivers would take the corner faster if the median was removed and could still be potentially dangerous. Ald. Kubacki suggested the idea of removing half of the median to make parking easier for the front two residences. Ald. Hammel suggested to Ms. Schilz she obtain quotes for that idea as well. Alderperson Kubacki made a motion to allow All or Half of the Boxhorn Reserve Median to be Removed at the HOA's Expense. Alderperson Hammel seconded. Motion Passed 2 in favor. Temporary No Parking Signs on Edgewater Heights Way Director Kroeger stated the current High School construction has created a problem with parking on Edgewater Heights Way. He stated parking is not normally and issue and whatever is decided at this meeting should be temporary only and removed once the school project is completed. He showed an example of a sign that could be used to curb students parking on their road, but cautions against full no parking because it will affect all owners who have gatherings. Samantha Breidenbach, S88W 18209 Edgewater Heights Way, stated she is the first and only house that faces the short dead end road. She said the kids are parking each other in (and herself as the owner), running around through the yard, driving into the grass, honking, yelling, etc. She doesn't feel a sign from 7am — 9am will be enough as kids are coming and going all day. Ms. Breidenbach also stated this is on Edgewater Crossing, not as much of a problem on Edgewater Heights Way. She also mentioned that it has been a continual problem for the garbage/recycling trucks. Chief Westphal is suggesting the use of a two hour parking only sign. That way it allows parking, but the kids would be in school and not able to move their cars within that window. Our officers would monitor that and be able to issue parking tickets. Aid. Hammel made a motion to approve temporary Two Hour Parking throughout Edgewater Heights. Aid. Kubacki seconded. Motion Passed 2 in favor. Aid. Hammel made a motion to amend temporary Two Hour Parking throughout Edgewater Heights on School Days Only. Aid. Kubacki seconded. Motion Passed 2 in favor.
