PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Alderpersons Madden and Schroeder; Scott Kroeger, Director of Public Works and Development; Police Chief Steve Westphal Absent: Alderperson Terrance STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with open meeting laws on October 13, 2022. STATUS OF PROJECTS Discussion update. No formal action may be taken on any of the following: Great Water Alliance Director Kroger stated they are working on their third permit which is Ryan Road and should be completed in 2-3 weeks. The City gave the contractor a list of deadlines for restoration and punch list items between now and next July 1s' At that time the project should be 100% complete and out of the City. Muskego Moose Lodge Vision Triangle Exception Request Director Kroeger stated the Moose Lodge is requesting a new monument sign that would be placed within the vision triangle. He presented the sign request to the Committee and stated that City Staff is okay with the placement of the sign based on the documents and plans that have been provided. Alderperson Schroeder made a motion to approve the Muskego Moose Lodge Vision Triangle Exception Request. Alderperson Madden seconded. Motion Passed 2 in favor. Compensation for the Vacation of the Kurtze Court ROW Director Kroeger stated the owner of this property has requested to vacate the ROW as this is now a single family lot and not being turned into a 6-7 lot development as previously requested. He explained the ROW process to the Committee and reminded them that they only need to decide if the City should be awarded compensation. Then this request will move on to other Committees for consideration. Mark Chapman, who now owns the land, explained that he and his wife will tear down the existing home and rebuild a new, larger home. The area that is currently Kurtze Court he would like to vacate because the plan would be to make it part of his driveway for the new home. Mr. Chapman also stated he knows the police are called regularly for people parking on that small strip of road. He hopes by making it his driveway, it will cut down on the police issues in the area. Director Kroeger said the only thing the City will need is a sanitary sewer easement for accessing our public utilities when needed. Alderperson Schroeder made a motion to approve the Compensation for the Vacation of the Kurtze Court ROW. Alderperson Madden seconded. Motion Passed 2 in favor. Muskego Biotech Public Improvements Approval Director Kroeger stated the engineering and utility plans have been reviewed and approved. This approval is to formally accept the public infrastructure. Alderperson Schroeder made a motion to approve the Muskego Biotech Public Improvements. Alderperson Madden seconded. Motion Passed 2 in favor. Request for Crosswalk Pavement Markings at Woods Road and Plum Creek Blvd Director Kroeger presented his memo and pictures, explaining what a crosswalk will entail, not just markings on the roadway. He also included verbiage from the Federal Highway Admin and the WisDOT. Total estimated costs would be $8,000 - $10,000. Director Kroeger continued that with the lack of pedestrian traffic, few accidents, the upfront costs and having to maintain the crosswalk, he does not believe this project is warranted. Pete Aschenbrenner, President of the Plum Creek HOA, mentioned during the high school cross country and track seasons, the kids are always running and crossing to get into the subdivision. He also stated he has spent numerous hours cleaning out a vision area, that drivers are speeding, people cross with dogs, etc. He mentioned the biggest changes came after the bike path was completed and even more people are using the area. Louis Young, Plum Creek resident, talked about the high school kids again, but also the number of dog walkers that go back and forth between Plum Creek and the Settlement. He continued to mention the speed on Woods Road along with the dangerous curve that makes it difficult for walkers to cross safely. Ald. Schroeder asked about the use of different types of yellow caution signs to get driver's attention instead of the crosswalk. Director Kroeger warned about the use of too many signs and drivers still not obeying them. Ald. Schroeder asked about the high school runners taking a different route if possible. Both Mr. Young and Mr. Aschenbrenner stated it's been the same route for years and years from the high school to Plum Creek over to the Muskego County Park for a few laps and back. Mr. Aschenbrenner asked about just painting the white lines on the roadway. Director Kroeger said it must be ADA compliant and people need a place to stand outside of the roadway or grass areas. Ald. Madden mentioned without a Stop Sign at a crosswalk, she would be worried that pedestrians would just assume they can always cross and that traffic will just stop automatically for them, which would not be the case in this particular instance. Everyone continued to discuss possible ideas or alternatives. Alderperson Schroeder made a motion to deny the Request for Crosswalk Pavement Markings at Woods Road and Plum Creek Blvd. Alderperson Madden seconded. Motion Passed 2 in favor. Request for 3-Way Stop at the Intersection of McShane Road and Coventry Lane Director Kroeger said he and Ryan from DPW met out at the site with the requestor. This is right at the Franklin border. The main issue is the hill and the overgrown trees which DPW cut back. They also noticed signs that could be placed in better positions. No accidents have been reported at this intersection and the last speed study showed 6-7 MPH over the limit on average. Director Kroeger does not recommend adding Stop Signs on McShane Road. He stated the line of vision was definitely opened up after cutting back trees and bushes. In the future, if Franklin does resurface McShane, we as a City, can request that they try to shave the hill down if possible. Alderperson Schroeder made a motion to deny the Request for 3-Way Stop at the Intersection of McShane Road and Coventry Lane. Alderperson Madden seconded. Motion Passed 2 in favor.
