Alderperson Madden called the meeting to order at 5:30 PM.

STATEMENT OF PUBLIC NOTICE
The meeting was posted in accordance with open meeting laws on July 15, 2022.
STATUS OF PROJECTS
Discussion update. No formal action may be taken on the following:
Great Water Alliance
Director Kroeger stated Moorland Road is closed from Sandalwood Drive to Woods Road as they are
bringing in loads of topsoil for restoration work. Paving work will begin from Sandalwood to North Cape.
After the bulk of this work is completed, the City will release permit number three for work to continue
onto Ryan Drive.
UNFINISHED BUSINESS
Discussion update and possible action may be taken on any or all of the following:
No Parking Request - School Drive AND No Parking Request — Hillendale Drive
Alderperson Madden requested to the Committee and the audience members that we discuss these
topics together as they will affect each other. Director Kroeger reminded the Committee that two
separate resolutions will still be needed to proceed.
Director Kroeger asked Chris to come forward to answer a question regarding the Hillendale Drive
request. Lawrence Roethle (husband), W191S6456 Hillendale Drive, came forward to state the request
is for No Parking from School Drive to College Avenue. Director recapped the last meeting including
employees parking on College Avenue and The Local working to add six parking spaces in the rear lot.
The bar is okay with the City putting up No Parking signs on one side of School Drive. Part two is No
Parking on both sides of Hillendale Drive from the school to College Avenue. He continued that this
item and group members have been here for multiple meetings and we should make a final decision
today. Alderperson Terrence was not in attendance but did send his thoughts via email to the
Committee. Alderperson Madden stated to the audience that Alderperson Terrence was not in favor of
adding any signs to School Drive or Hillendale Drive, but he would be okay with one side of the street.
Alderperson Madden asked Chief Westphal if parents are sitting in No Parking zones with cars idling,
waiting for kids, how will that be addressed. He stated it will be discretionary. They will not be issuing
parking tickets to parents waiting after school for kids. The Committee said they were ready for citizens
comments.
Mr. Roethle clarified that the citizens are asking for both sides of School Drive down to Preston Lane,
not to Gold Drive. He has obtained 44 signatures from the area asking for this request. Many have
mentioned safety issues and blind spots. He continued by acknowledging that this is both The Local
and the school causing these issues. Mr. Roethle stated he even talked to the residents of New Berlin
across College Avenue as they are upset as well and didn't know where all these parked cars were
originally stemming from. He presented numerous photos of both School Drive and Hillendale Drive
showing the constant parking issues and violations. Since school is currently not in session, he
discovered that employees are parking in the school lot. Mr. Roethle contacted Jeremiah Johnson from
the District who stated there was a "deal" in place that The Local employees were supposed to park in
the South parking lot. When school is back in session that will send them back to College Avenue
upsetting New Berlin residents. He stated recently there were issues with emergency vehicles trying to
turn down School Drive and having to go around to Preston Lane to get to someone in need due to the
vehicles parked on both sides of the road. Mr. Roethle continued by showing numerous picture
examples throughout the City where No Parking signs have been allowed on both sides of the road. He
also stated in his conversation with Jeremiah Johnson that the District cannot force students to ride the
bus. He continued about his concerns that the bar was always just a bar, but now it is a restaurant that
has created some of these neighborhood parking issues. He asked about the capacity of that building
and maybe they need to start turning people away. He concluded saying that he has talked to the
Police Dept about parking issues as well, but they even gave the same answer about getting No Parking
signs and then they can write tickets.
Director Kroeger stated that the City has been cleaning up the ruts (throughout the City) and trying to
grow grass. When parking near ditches this is always a problem. He believes if the Committee is going
to do this, it needs to extend all the way to Gold Drive to avoid coming before the Committee in the
future to do this all over again. Alderperson Madden is hesitant to do both sides of the road because it
pushes people to the next road and causes issues when having large parties.
Nicholas Murphy, W191S6417 Hillendale Drive, next to The Local, puts sticks up to protect his grass.
They get knocked down by people parking, huge ruts in front yard, cars all the way into his ditch. He
wants No Parking signs on both sides of the road because people will still need to cross over the no
passing center lines to go around parked cars, creating yet another hazard. He also stated that this
establishment used to be just a bar, not a restaurant. Customers are not considerate of the
neighborhood or their properties.
Alderperson Madden was still concerned about large parties and how that will be affected. Chief
Westphal did state residents can call the Police Dept to discuss a "waiver" for the time allowed. These
types of requests are on a case by case basis. The Committee and Mr. Murphy continued to discuss
ideas and solutions for the school and bar.
Melanie Sinner, W194S6961 Hillendale Dr, works at Mill Valley and uses the school to park after hours
when going to The Local. She agrees it is a very successful neighborhood bar. She continued that
after the recent school expansion, they made more areas for parking for school events which should cut
down or eliminate the need for parking on Hillendale Dr or School Dr. As a taxpayer, she believes it is
not the City's responsibility to provide or allow parking for a business when it has a parking lot, albeit
small, but maybe no one expected them to be this popular. She doesn't understand why they are not
using the school lot more often. She stated again, the City should protect the taxpayers in the area.
Alderperson Madden stated she wants to be fair to all parties involved and understands this is a
neighborhood hardship. Alderperson Schroeder stated her main concern was parking for the school
versus The Local parking issues. She was not aware that the recent construction created additional
parking. The Committee continued to discuss. Mayor Petfalski said yes, there is an agreement that
employees and patrons can use the school lot, but the has potential to change at any time by the
District. He suggested the Committee have No Parking on one side and limit the other to two hours to
eliminate the workers from parking within the neighborhood.
Alderperson Madden made a motion to approve No Parking on both sides of Hillendale Drive.

Hillendale Drive to Gold Drive and limit to Two Hour Parking on the other side of School Drive.
Alderperson Schroder asked which side of School Drive would be no parking or two hour parking.
Director Kroger gave his opinions based on the gravel shoulder already in place. The Committee
continued to discuss and concluded that the South side of School Drive will be No Parking full time and
the North side will have Two Hour Parking.
Alderperson Schroeder seconded.
Motion Passed 2 in favor.
Durham Place — Pedestrian Safety Concerns
Director Kroeger stated he received a letter from Arthur and Elfriede Sprague, S68W 14397 Gaulke Ct,
regarding their concerns as they were unable to attend this meeting (they attended the June meeting).
Director Kroeger continued stating that Paul Nowak, S71W14690 Hidden Creek Ct, brought this forward
through Alderperson Wolfe as he continued to review his five ideas listed in his memo to the Committee.
Alderperson Wolfe realizes the cost of a 550' path would be rather expensive, but he would like the
Committee to consider option #2 for a 3' — 5' paved shoulder in that area. He also mentioned, in the
meantime, they should consider signage, while obtaining quotes for the paved shoulder. Director
Kroeger said the easiest, cheapest and quickest way will be a couple of warning signs. Everyone
continued to talk about small path connections in this area (and other areas) while brainstorming the
best solution.
Alderperson Madden made a motion to install Warning Signs, while Director Kroeger explores
the prices of other options. Alderperson Schroeder seconded.
Motion Passed 2 in favor.
NEW BUSINESS
Discussion update and possible action may be taken on any or all of the following:
Request for Speed Bumps on Hardtke Drive (Muskego Drive to Martin Drive)
Alderperson Madden immediately voiced her opinion against them. Alderperson Schroeder asked if
there was a difference between permanent and temporary speed bumps. She also asked about calling
the cops if this is a speeding issue. Chief Westphal said he doesn't believe any tickets have been
issued because it is such a short street, how fast are they really going? Residents in subdivisions want
tickets issued to people going 30 MPH in a 25 MPH and that's not practical either. He offered to
possibly do a speed study if needed. The Committee agreed speed bumps are not good for boat trailers
either and would open up to others wanting speed bumps in their areas.
Alderperson Madden made a motion to deny the Request for Speed Bumps on Hardtke Drive.
Alderperson Schroeder seconded.
Motion Passed 2 in favor.
