PUBLIC WORKS AND SAFETY COMMITTEE Minutes 06132022CITY OF MUSKEGO PUBLIC WORKS AND SAFETY COMMITTEE MINUTES 06/13/2022 5:30 PM Muskego City Hall, W182 S8200 Racine Ave CALL TO ORDER Alderperson Madden called the meeting to order at 5:30 PM. ROLL CALL Approved i � tte cap ot SKEGO J Present: Alderpersons Madden, Terrence and Schroeder; Scott Kroeger, Director of Public Works and Development Absent: None Also Present: Police Chief Stephen Westphal STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with open meeting laws on June 10, 2022. STATUS OF PROJECTS Discussion update. No formal action may be taken on the following: Great Water Alliance Director Kroeger said that the focus has been on restoration including curb & gutter from Sandalwood Drive to Woods Road that has been completed. The next item is the path from College Avenue to Woods Road. There are still some issues with water laterals and sanitary sewer but once all the restorations are completed for permits one and two they will release permit three. Permit three is Ryan Drive. Alderman Madden asked when Durham will start. Director Kroeger said that is the next one. Police Chief Updates Police Chief Westphal said that they are looking to have conditional offers for two of the four officers that they have a background packet out and hopefully they will start in July. Unfortunately, one dispatcher is leaving. A dispatcher is starting but still will need to fill the vacated position. As for the budget, they are due on July 25 and will be asking for a VR camera system, which was on the capital budget last year. There is a grant from the State for the purchase and the Muskego Citizens Police Academy Alumni Association has agreed to pay for the remainder. They are still in negotiations with several different vendors for the camera system as a whole, plus moving to Cloud based storage. He interviewed a third candidate for the boat patrol in hopes to add to his pool of part timers. Finally, Chief Westphal stated that the Police Dept and DPW are out this evening cleaning up storm damage and removing trees from roadways. UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following. No Parking Request - School Drive Director Kroeger stated the Mayor, Planning Manager Adam Trzebiatowski and himself meet with The Local to talk through some solutions. For the last month, the employees have been parking on College Avenue or Hlllendale Drive, North of College Avenue. This has helped somewhat by freeing up spots for patrons. Also, The Local is in the process of possibly adding up to an additional six parking spaces behind the building. Director Kroeger also stated the school is part of the problem as well, not just the bar. He said the request by the residents is still No Parking on both sides of School Drive. He cautioned against doing both sides of the road as that affects everyone who has gatherings. The Committee as a whole was not in favor of adding No Parking signs, possibly one side only. It affects everyone and usually pushes the problem to the next street over. Parents who are picking up kids from the school generally believe they are "not parked" as they are there for a short time to drop off/pick up a child and leave. Director Kroeger reminded everyone that with Fleet Farm coming, the County could push the employees off of College Avenue. Without any residents from the area to speak, the Committee agreed to defer. Alderperson Terrence made a motion to defer the No Parking Request on School Drive. Alderperson Schroeder seconded. Motion Passed 3 in favor. NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Durham Place - Pedestrian Safety Concerns Alderperson Madden requested to move this topic up the Agenda, as people were present in the audience. Director Kroeger stated the requestor was unable to attend and Alderperson Wolfe was delayed on a flight, both of whom want to speak to the Committee directly. The people in the audience were neighbors and agreed to come to the next meeting as well. Alderperson Terrence made a motion to defer the Durham Place Pedestrian Safety Concerns. Alderperson Schroeder seconded. Motion Passed 3 in favor. Approval of Fleet Farm Engineering Plans Director Kroeger explained to newer members of the Committee that as large projects go through multiple rounds of engineering approval by consultants and staff members, the Public Works & Safety Committee must also give their approval to public infrastructure that will be dedicated to the City upon completion and approval of the project. He then presented the Fleet Farm plans to the Committee. Alderperson Terrence made a motion to approve the Fleet Farm Engineering Plans. Alderperson Schroeder seconded. Motion Passed 3 in favor. Approval of North Cape Storage Engineering Plans Director Kroeger stated they currently have a Land Disturbance permit to begin grading. The engineering reviews for public infrastructure have all been completed. They currently have MMSD approval and a Stormwater Maintenance Agreement. They are also going through the steps needed with Plan Commission. Alderperson Terrence made a motion to approval the North Cape Storage Engineering Plans. Alderperson Schroeder seconded. Motion Passed 3 in favor. NEW BUSINESS PLACED ON FILE (The following items have been placed on file for staff review.
