Trustee Kangas made a motion to approve the CONSENT AGENDA, Trustee Foundos
seconded. Motion Passed 7 in favor.

Trustee Humphreys made a motion to nominate herself for Library Board President,
Trustee DeAngelis seconded.
Trustee Foundos made a motion to nominate herself for Library Board President, Trustee
De Angelis seconded.

Trustee De Angelis moved to close the nominations, Trustee Blair seconded. Motion
Passed 7 in favor.
Trustee Humphreys was elected to fill the Library Board President vacancy through a ballot vote.
Discussion: Library Board President Appointment of Nominating Committee
Trustee Woodward and Trustee Kangas were appointed to the Nominating Committee.
Discussion/Action: Approval of Allowable Costs Worksheet
Trustee Foundos made a motion to approve the Allowable Costs Worksheet, Trustee
Woodward seconded. Motion Passed 7 in favor.

Director's Report
May 21st, 2024
1. Reference Update (from Samantha Quail - Head of Reference, Jolyn Lobe and Laura Boeck,
Reference Assistants):
April saw great turnout for several of our programs. Amanda did a fantastic job coordinating the
Mini -golf fundraiser for the Friends. We were able to have all 9 holes of the course designed and
built by teen volunteers, many of whom Amanda recruited directly. Huge kudos to her for organizing
this event, where we had 135 patrons join in the fun!
The first Memory Cafe we hosted as part of the Purple Springs Memory Project had 34 attendees for
a "Coffee and Coffee Cake Tasting," where we played coffee trivia and sampled four different kinds
of coffee cake. The two favorites were homemade varieties that Brittany brought in. Our next Cafe
will be a soap making class in August.
We had 43 attendees for gardening expert and podcaster Holly Baird's program "10 Ways to
Maximize Your Garden Production." Patrons had overwhelmingly positive things to say, and the
event was a perfect opportunity for the Friends to do a plug for the Garden walk tickets that went
on sale May 11.
Jolyn had over 30 of the Food Pantry's most -needed items donated during the April Scavenger hunt.
We will also be supporting the Food Pantry during the Friend's Garden Walk — anyone who brings in
3 or more items will get a free raffle ticket entry.
Upcoming adult programs for the next few weeks include:
• Community Shredding Event on Saturday May 18.
• Crafternoon: Leather Fly Swatters on Monday May 20.
• Suicide Prevention on Wednesday May 22.
• Cup of Health: Better Sleep on Thursday May 23.
• Chain Reaction Crochet Group on Tuesdays May 28 and June 11.
• Brews + Books: Life After Life on Tuesday June 4.
• Summer Reading Kickoff at Jammin' in the Park on Friday June 7.
• Bookalikes on Wednesday June 12.
2. Children's Update (from Emma McClure — Children's Librarian, Courtney Metko and Holly Bavinka
Children's Assistants):
The children's department wrapped up their cycle of school year storytime during the week of 5/6-5

and there is one more meeting of ATLAS before the summer break begins. We are now focused on
preparing for the summer reading program! We have school visits scheduled for all of the local
elementary schools to promote the program and get the kids excited about signing up. Aside from
summer reading, we are also working on bringing a new collection to the children's department.
Thanks to a grant from the Bridges system, we will soon be offering a Tonies collection. Tonies are
small figurines that play songs and stories when placed on a special speaker. We will be circulating
individual figurines and kits that include a Toniebox (the speaker) and figurines, so patrons can
access this collection whether they personally own a Toniebox or not. Many patrons have expressed
interest in a Tonies collection and we are excited to be able to offer them soon!
3. Young Adult Update (from Amanda Hyland, Young Adult and Marketing Librarian):
During the month of April there was a Jelly Belly Scavenger Hunt and a Boot Title Emoji Contest in
the Teen Area. The Friends Mini -Golf Fundraiser was a success and the teens did a great job
creating book themed holes for the course. Current projects include working on the new website,
getting ready for Summer Reading, school visits, and creating break-in bags. The Summer Reading
Program begins Monday June 10 with general sign-up on Friday June 7 at Jammin' in the Park.
4. Circulation Update (from Jane Matusinec, Circulation Supervisor):
The circulation staff has begun selling Garden Walk tickets for the Friends' event. And we have been
promoting the Culver's night. Staff have been shelf reading to ensure organizational accuracy in
preparation for summer.
Training of our newest circulation aide is almost complete, so Yune will be all set for the busyness of
summer reading.
We have begun RFID tagging the magazine collection. Once that is done, the RFID project will be
finished!
5. Other Updates:
a. Dates of Note: The next full Library Board meeting is June 181" at 5pm. Please email
Brittany in advance if you cannot attend to assure a quorum is present. The first draft of
the operating and capital budge will be presented at this meeting.
b. Friends' of the Library: The next Friends First Friday Coffee in will be June 7th at
9:30am. The Friends' and Library Staff continue to prepare for the Library Shred Day
and Culver's Night (in May) and the Library Garden Walk (in June).
c. Building Updates: The month of May has been spent working with contractors. The
final repairs from the January pipe burst were completed. The Family Restroom
renovation continues (plumbing is moved, walls are painted, floors are being installed).
Brittany has been working to gather final estimates for the five year capital plan,
specifically for the parking lot reconstruction which we have been considering

requesting funds for in 2025. She has also been working with an IT vendor about an
improved wireless printing solution and with the RFID company to fix some issues with
the self checks. As of this meeting, the new large study pods have arrived and will be
constructed over the next three days.
d. Welcome: A welcome to Christin Cannon and Alderman Decker, our new Library Board
Trustees!
6. Employee Anniversaries: Holly Bavinka, Children's Assistant (3 years), Emma McClure, Children's
Librarian (1 year)
7. Board Education: Summer is coming! Did you know that the summer reading program is for all ages?
We have reading programs for children, teens, and adults! Even a baby can sign up (it's a very important
part of early literacy development to read to your baby from day V). Many local businesses donate
amazing prizes, and the Friends' of the Library are a large funder of our program. Thank you to these
generous donors!

Muskego Public Library Board of Trustees Bylaws
Article I
Identification
This organization is the Board of Trustees of the Muskego Public Library, located in Muskego Wisconsin,
established by the Wisconsin municipality of Muskego, according to the provisions of Chapter 43 of the
Wisconsin Statutes, and exercising the powers and assuming the duties granted to it under said statute.
Article II
Membership
Section 1. Number and Qualifications. The library board shall consist of nine members. A minimum of seven
members must be residents of the municipality. One member shall be a member of the Common Council. In
addition, one member must be a school district administrator or his or her representative [Municipal Code
Chapter 12, Section 12-7.,Wisconsin Statutes Section 43.54(1)].
Section 2. Appointments and Terms of Office. Appointments shall be made by the Mayor subject to
confirmation of the Common Council. The Mayor shall appoint the citizen members for staggered three- year
terms. The appointed Alderperson and school district representative shall serve a three-year term
[Municipal Code Chapter 12, Section 12-7., Wisconsin Statutes Section 43.54(1)].
Section 3. Reimbursement for Expenses. No compensation shall be paid to the members of a Library
Board for their services, except as allowed by Wisconsin Statute 43.57(d).
Section 4. Meeting Attendance. Three consecutive absences by an appointed member from regularly
scheduled meetings shall operate to vacate the member's office. An absence excused by the board
president for good cause shall not be considered an absence here under (Municipal Code Chapter 12, Section
12-9).
Article III
Officers
Section 1. The officers shall be a president, a vice president, and a treasurer, elected from among the
appointed trustees at the annual meeting of the Board. No member shall hold more than one office at a
time. Vacancies in office shall be filled by vote at the next regular meeting of the Board after the vacancy
occurs.
Section 2. A nominating committee shall be appointed by the president and shall present a slate of officers at
the annual meeting. Additional nominations may be made from the floor at that time.
Section 3. Officers shall serve a term of one year from the annual meeting at which they are elected and until
their successors are duly elected.
Section 4. The president shall preside at meetings of the Board, authorize calls for special meetings, appoint
all committees, execute all documents authorized by the Board, serve as an ex-officio voting member of all
committees except the nominating committee and generally perform all duties associated with the office of
president.
Section S. The vice president, in the event of the absence or disability of the president, or of a vacancy in that
office, shall assume and perform the duties and functions of the president.
Section 6. The library director, or his or her designee, shall keep true and accurate minutes of all meetings of
the Board, shall issue notice of all regular and special meetings, and shall perform such other duties as are
generally associated with the office of secretary.
Section 7. The treasurer shall check over vouchers payable and report the amount of expenditures made
during the previous month.
Section 8. In the absence of all officers at a board meeting, the Library Board members present shall elect a
temporary President for that meeting.
Article IV
Meetings
Section 1. Regular Meetings. The regular meetings shall be held each month, the date and hour to be set by
the Board at its annual meeting.
Section 2. Annual Meeting. The annual meeting, which shall be for the purpose of the election of officers,
shall be held at the time of the regular meeting in May of each year.
Section 3. Agendas and Notices. Meeting agendas and notices shall indicate the time, date, and place of the
meeting and indicate all subject matters intended for consideration at the meeting. The library director, in
consultation with the President of the Library Board, shall prepare the agenda. Any board member wishing to
place an item on the agenda must notify either the Library Director or President at least three business days
prior to the meeting.
Section 4. Minutes. Minutes of all meetings shall, at a minimum, indicate board members present, all items
of business, all motions (except those that were withdrawn), and the result of all votes taken. Current board
minutes shall be posted in the library.
Section S. Special Meetings. Special meetings may be called at the direction of the president, and shall be
called at the written request of three or more members for the transaction of business as stated in the call
for the meeting. Except in cases of emergency, at least 48 hours notice shall be given. In no case may less
than two hours notice be given.
Section 6. Quorum. A quorum for the transaction of business at any meeting shall consist of five or more
members of the Board present in person.
Section 7.Open Meetings Law Compliance. All Board meetings and all committee meetings shall be held in
compliance with Wisconsin's open meetings law (Wisconsin Statutes Sections 19.81 to 19.98).
Section 8. Parliamentary Authority. The rules contained in Robert's Rules of Order, latest revised edition
shall govern the parliamentary procedure of the meetings, in all cases in which they are not inconsistent with
these bylaws and any statutes applicable to this Board.
Article V
Committees
Section 1. Standing Committees. Standing committees can be appointed based on the need of the Library
and at the behest of the Board. Standing committees perform a continued function and remain in existence
permanently. They are meant to consider particular subject areas, such as the Personnel Committee or
Strategic Planning Committee. The Personnel Committee is charged with managing the Library Director
annual evaluation process as well as helping build the Library Director annual goals. The Strategic Planning
Committee is charged with helping build the Library's annual Action Plan as well as managing the strategic
planning process. The President shall make committee appointments at the annual meeting. Committee
vacancies shall be filled by the President at the next regular meeting of the Board after the vacancy occurs.
Section 2. Nominating Committee. The Nominating Committee is appointed by the President to present a
slate of officers to serve at the annual meeting. Members of the nominating committee are not barred from
becoming nominees for office themselves. The Nominating Committee will contact each person whom it
wishes to nominate in advance to obtain acceptance of the nomination. The President will accept
nominations from the floor at the annual meeting.
Section 3. Ad Hoc Committees. Ad hoc committees for the study of special projects shall be appointed by the
president, with the approval of the Board, to serve until the final report of the work for which they were
appointed has been filed. These committees may also include staff and public representatives, as well as
outside experts.
Section 4. No committee shall have other than advisory powers.
Article VI
Duties of the Board of Trustees
Section 1. Legal responsibility for the operation of the Muskego Public Library is vested in the Board of
Trustees. Subject to state and federal law, the Board has the power and duty to determine rules and
regulations governing library operations and services.
Section 2. The Board shall select, appoint and supervise a properly certified and competent library director,
and determine the duties and compensation of all library positions.
Section 3. The Board shall approve the budget and make sure that adequate funds are provided to finance
the approved budget.
Section 4. The Board shall have exclusive control of the expenditure of all moneys collected, donated or
appropriated for the library fund and shall audit and approve all library expenditures.
Section S. The Board shall supervise and maintain buildings and grounds, as well as regularly review various
physical and building needs to see that they meet the requirements of the total library program.
Section 6. The Board shall study and support legislation that will bring about the greatest good to the
greatest number of library users.
Section 7. The Board shall cooperate with other public officials and boards and maintain vital public relations.
Section 8. The Board shall approve and submit the required annual report to the Division for Libraries,
Technology, and Community Learning.
Article VII
Library Director
The library director shall be appointed by the Board of Trustees and shall be accountable to the Board. The
library director shall be considered the executive officer of the library under the direction and review of the
Board, and subject to the policies established by the Board. The director shall act as technical advisor to the
Board. The director shall be invited to attend all Board meetings (but may be excused from closed sessions)
and shall have no vote.
Article VIII
Conflict of Interest
Section 1. Board members may not in their private capacity negotiate, bid for, or enter into a contract with
the Muskego Public Library in which they have a direct or indirect financial interest.
Section 2. A board member shall withdraw from Board discussion, deliberation, and vote on any matter in
which the Board member, an immediate family member, or an organization with which the Board member is
associated has a financial interest.
Section 3. A board member may not receive anything of value that could reasonably be expected to
influence his or her vote or other official action.
Article IX
General
Section 1. An affirmative vote of the majority of all members of the Board present at the time shall be
necessary to approve any action before the Board. The president may vote upon and may move or second a
proposal before the Board.
Section 2. Any rule or resolution of the Board, whether contained in these bylaws or otherwise, may be
suspended temporarily in connection with business at hand, but such suspension, to be valid, may be taken
only at a meeting at which two-thirds of the members of the Board are present and two-thirds of those
present so approve.
Section 3. These bylaws may be amended at any regular meeting of the Board by majority vote of all
members of the Board, provided written notice of the proposed amendment shall have been delivered to all
members at least ten days prior to the meeting at which such action is proposed to be taken.

Background on Employee Personnel Policy
Part of the Waukesha County Library Standards include quality assurance measures. These are terms
Waukesha County libraries must meet to be exempt their citizens from the Waukesha County Library
Tax. One of the required terms is having a personnel policy for the library.
Since the Muskego Public Library staff are City employees, it is appropriate and has been past
precedence to use the City Employee Manual created by the Mayor and Human Resources, and
approved by City Council.
This agenda item is asking for a vote to approve this continued precedence for the next five years
(which is the length of time the Waukesha County Standards require the personnel policy be reviewed).

Wisconsin Statute 43.64(2) allows Waukesha County municipalities that tax their residents for
libraries the opportunity to exempt their residents from the county library levy if two criteria are
met:
.1) The municipal tax rate for library services is equal to or greater than the rate of the county
library tax, and
2) The library meets or exceeds the Waukesha County adopted library standards.
Exemption from the county library tax, therefore, includes two distinct actions. The municipality
action required is a certification of its library tax rate. That process begins when I send out a
communication to the municipality after the state releases its official Equalized Assessed Values in
mid -August.
The library action requires the library board to review the information in this letter and certify the
library's compliance with the various standards by completing the form beginning on page 2 of this
document and returning it to the Bridges office by August 31, 2024.
The Waukesha County Board approved the updated county library standards in April 2022. All 16
library boards in the county have since endorsed these standards. More information is available

There are numeric Minimums to Exempt as well as Quality Assurance Items in the standards. This
letter includes your library's specific standards -related requirements.
Please complete the documentation on pages 3-4 and then complete the Library Board Certification
of Eligibility for Exemption from County Library Tax on page 5. Please scan and send all pages (with
signatures on page 5) to me via email by August 31. This form constitutes your library's
certification for compliance with the library standards portion required for exemption from the
Waukesha County library tax levy.

There is a provision in the Waukesha County Plan that allows a library to qualify for the exemption
without meeting the Minimums to Exempt. If a library can demonstrate its ability to provide for
most of the needs of its own resident by reaching its targeted Library Service Effort Ratio (LSER), it is
allowed to exempt from the county library tax without meeting the numeric Minimums to Exempt.
The LSER is calculated as follows:
• Lending by your library to your own residents: 184,714
• PLUS lending to other library community's residents: 21,771
• DIVIDED by total circulation by your residents at all county libraries: 194,461
