The Muskego American Legion Flag Pole at Old Town Hall and brick walk needs an uplifting and the bench is
falling apart. The Legion wants to raise the brick walk to meet the surrounding grade and replace the bench
with a raised seating wall.
I have attached a copy of the quote received and renderings for your reference. The Legion will need to pull the
appropriate permits with the City of Muskego.
If this meets your approval, the Post will need some sort of approval document for our records and to present to
Terra-Ferma.

Subject: Veterans Memorial Park Playground Hours

We have an enrollment of over 200 children in our All -Day Playground programs at the
Old Town Hall and Veterans Memorial Park locations. This program runs Monday -
Friday, 7:30AM-5:30PM, June 10-August 16. This is a very popular program, at a very
popular park location.
Because we have such a large group of participants and we also have the desire to
provide time for these children to play on the new playground at Veterans without
tremendous impact to the park visitors, we are looking for ways to make this a suitable
arrangement for all.
Therefore, we are requesting to have one hour in the morning and one hour in the
afternoon where the park will be "closed" to the public. We are looking at 9:30-
10:30AM and 2:00-3:OOPM. We would post in the kiosk and with other signage near the
playground area. We would not ask people to leave the park if they were there, but
hope with the signage to discourage people to come to the park during those hours so
that we don't overrun them due to our large group size. Then for the remainder of the
day, we will limit our groups playground use to only small groups when the playground
area is not too busy.
Recommendation for Action by Committee:
Approve request for an amended playground hours during the Muskego Recreation's
All -Day Playground program.

Subject: Recreation Program Miscellaneous Updates

Please find the following items in relation to various recreation programs/activities in the city. Such items don't
require committee action but can certainly be discussed during the Miscellaneous Business portion of the
meeting.
1. As mentioned in the fall meeting, we moved away from printing and mailing the seasonal program guide
to all homes and went with a digital version and then printed off 500 hard copies to be picked up at City
Hall/Library. We had a tremendous cost savings by going this route with the first book of the 2024 year,
our Summer Program Guide. The cost for printing 500 copies was $516.00 and was a full color 52-page
guide. In the past the printing costs for our full color 16-page guide were close to $2,575 and then
postage was another $1,900. This new format is 88% less expensive than the past and is also more
environmentally sound.
2. We have hired a person for our new Community Engagement Coordinator position, Meghan Ireland.
She will be starting in our office this week and will be assisting us with managing collaborative
programming with other Recreation Departments, taking care of all social media, and expanding new
program areas as well as helping with customer care at the counter and over the phone.
3. Spring sports are now in to full swing with league use of the ball fields and grass sports fields. Baseball
practices and games are now happing on Bluhm 1-2-3-4, Denoon, Horn, Jensen, Kurth and Park Arthur 1-
2-3-4. We currently have 14 multi -day weekend tournaments scheduled at the Park Arthur facility
between April and August and 6 one day tournaments through the end of October there as well. We
also have soccer games & practices at Kurth, Denoon, Moorland, and Manchester, boys rugby at Bluhm,
and boys lacrosse at Denoon.
4. The Veterans Memorial Park Playground had it's grand opening May 4. The site is nearing full
completion with just the shade structures still needing to be completed and for the restoration grass to
grow. We anticipate a very busy summer there of use plus lots of rentals.
5. We anticipate the opening of the Idle Isle Snack Shack by Memorial Day weekend where we again will be
selling pre -packaged snacks and renting our kayaks and stand up paddleboards. We are also finishing
hiring additional staff for Idle Isle Rangers and a new Parks Ranger. Those positions help with park
supervision during the hours we are not open.
6. Our All -Day Summer Playground program is full for the full camp of 10 weeks, with just a few openings
left for the single week options. We take 90 full time children at each site, with 10 weekly spots. So, 180
kids are enrolled for full camp, and currently another 29 for the weekly option.

Re: Conservation Coordinator Update
Highlights of recent conservation projects:
This past winter, considerable efforts were made to clear invasive brush in the oak woodland
at Bluhm Park. Healthy, intact oak woodlands are ranked as "critically imperiled" by the
Wisconsin DNR, so stewardship of this area is a high priority. Once the shrubs are removed,
regular use of prescribed burning will minimize the subsequent re-establishment of shrub
seedlings. We have also begun to re -introduce appropriate species of native plants to this
ecosystem.
Prairies, oak savannas, oak woodlands, and many wetlands are fire -dependent plant
communities — i.e. they require fire to thrive. This past "dormant season" (Fall 2023 through
early Spring of 2024), we completed the most prescribed burns ever. Burns were conducted
safely and effectively by trained and experienced crews, consisting of staff, volunteers,
and/or contractors. We are especially grateful for the trained volunteers from the Prairie
Enthusiasts as their efforts were worth several thousand dollars!
The raptor class offered through the recreation program was well -attended for the second
straight year. Ed Foster showcased his collection of live birds and Bill Stout presented his
research on local owls, hawks, and ospreys. Since 1998 Bill has donated his time and
money to research Big Muskego Lake ospreys, banding nestling birds yearly. This year we
plan to place GPS tracking devices on three ospreys which will follow their local movements
as well as their migration journey to Central America. Through the recreation program we are
offering an opportunity for citizens to join in the osprey banding and GPS telemetry fitting of
the birds. Program fees and donations will defray the cost of telemetry equipment. (Please
see program offerings on following pages).
This year, our Conservation Technician, Sadee Kidd has developed other outdoor
programming: Buzzing for Bumblebees, Wildflower Identification, and Nature Journaling.
Through these programs we seek to get more community involvement in Muskego's
conservation initiatives.
On April 231 a crew of students who were participating in Muskego High School's "Day of
Service" helped plant native flora and remove invasive garlic mustard in the oak woodland at
Engel Conservation Area.

• A couple years ago a very large bur oak tree on Woods Road just west of the High School
was in severe decline and had to be removed. This tree was determined to begin growth in
about 1815, preceding European settlement of this area, and undoubtedly making it one of
the oldest trees in our community! When the pedestrian path was meandered around this
tree in an effort to protect it. We are planning to plant a bur oak tree in this same spot to
commemorate this veteran tree.

Telemetry Then and Now: Back in 2002 we outfitted fe-
male Osprey, Ethel with a telemetry device. She lived over
5 years, nested threetimes in Minnesota, producedthree
young, and migrated to spend her winters in Panama. Her
travels wart documented in a published study. Today te-
