pfcm05142024CITY OF MUSKEGO POLICE AND FIRE COMMISSION MINUTES May 14, 2024 6:00 PM Muskego Police Department, W182 S8200 Racine Avenue CALL TO ORDER Meeting was called to order at 5:45PM by Commissioner Kuspa. PLEDGE OF ALLEGIANCE ROLL CALL Approved u Csj o! 44,,USKEGO Commissioners Kuspa, Jaske, Boyer(5:47PM), Hauboldt and Hammitt were present. Chief Westphal and Captain Fons were also present. STATEMENT OF PUBLIC NOTICE APPROVAL OF MINUTES Commissioner Hauboldt made a motion to approve the minutes from 02/18/2024. Commissioner Hammitt seconded. Commissioner Jaske made a motion to approve the minutes from 03/14/2024. Commissioner Hauboldt seconded. Motion passed on both REPORT FROM POLICE DEPARTMENT Chief Westphal advised the commission about a SCIT call that we had in our city this morning. He also advised of an arson investigation that stemmed from a subject having a mental health crisis. He also apprised the commission of stolen vehicle complaints from our city, and to remind citizens to lock their vehicles and not leave keys or personal items inside of an unlocked car. Chief advised all of the cars stolen from Muskego in the last month, have been recovered in Milwaukee. We are actively investigating these thefts. Chief also advised reference a call on Michi Drive were a male subject was reported being unresponsive after being involved in a domestic and was sprayed with pepper spray. The subject was revived and the children have since been removed from the residence by CPS. The police department has been extremely busy, especially our detective bureau. Chief is actively looking to hire more officers and getting another position in our detective bureau. Chief Westphal shared a paper copy of a law suit that the police department has been named in. He advised he cannot speak about it, however, our next meeting, we will have the city attorney present to answer any questions. Jammin in the Park will be coming up in June. Emergency preparedness preparations have begun. Chief had the City Attorney draw up a Mutual Aid Agreement with the Town of Norway, to help with taking action at Lakeview Elementary School in Wind Lake, which our SRO's assist at, but have no police powers. Chief advised the department has been receiving many speeding complaints on Woods Road, Hardtke Drive and Ladwig Drive. The chief will be in attendance at the public safety meeting on Monday, to discuss this more. Sarah Tuchel is our newest officer, she will graduate from Carthage College this Sunday. Tuchel will be starting the academy in July. Two other backgrounds are currently in process for the 2"d opening, as Officer Dan Gaenslen left to take a job with Brookfield PD. Brookfield PD currently makes 10k more per year in wages, which is the top reason he advised he needed to leave. Budget time is approaching and as the chief said earlier, he will be asking for more personnel. Local departments are working on an intergovernmental agreement for the RNC. As of now, only our SCIT members will be utilized to assist. However, the schedule has been locked down, so we have personnel readily available if needed. The department is currently in transition of all officers getting department issued handguns One item that will be requested in the upcoming capital budget are flock cameras, they have been a key tool in assisting with investigations and a legit crime prevention tool. MOTION OF CLOSED SESSION Following conclusion of consideration of the above portion of its regularly scheduled agenda, the Police and Fire Commission will meet to vote on a motion to convene in Closed Session for discussion on an officer personnel matter. A closed session for the above purpose is authorized pursuant to the provisions of Wisconsin State Statute, Section 19.85 (1) (C): Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Upon conclusion of the Closed Session, the Police and Fire Commission will convene in Open Session to consider its public agenda, including motions to recommend approval or rejection of the above -listed deliberations or any of the public agenda items that have not been acted upon. Commissioner Hammitt made a motion to go into closed session, Commissioner Boyer seconded. Motion passed all in favor. Meeting went into closed session at 6:03PM. OPEN SESSION Commissioner Hauboldt made a motion to go back into open session, Commissioner Boyer seconded. Motion passed all in favor. Meeting was back in open session at 6:07PM. OLD BUSINESS NEW BUSINESS Election of Commission President — Commissioner Jaske nominated Commissioner Kuspa. Commissioner Hammitt seconded. Motion passed all in favor. Election of Commission Vide-President/Secretary — Commission Boyer nominated Commissioner Jaske. Commissioner Hammitt seconded. Motion passed all in favor.
