pfcm02152024CITY OF MUSKEGO POLICE AND FIRE COMMISSION MINUTES February 15, 2024 6:00 PM Muskego Police Department, W182 S8200 Racine Avenue CALL TO ORDER Meeting was called to order at 6:02PM by Commissioner Kuspa. PLEDGE OF ALLEGIANCE ROLL CALL Unapproved u Csj o! 44,,USKEGO Commissioners Kuspa, Jaske, Boyer and Hauboldt were present. Commissioner Hammitt was excused. Chief Westphal and Captain Fons were also present. STATEMENT OF PUBLIC NOTICE APPROVAL OF MINUTES Commissioner Boyer made a motion to approve the minutes from 11 /16/2023; 11 /30/23; 12/20/23; 01 /22/24; 01 /24/24 and 01 /25/24. Commissioner Hauboldt seconded. Motion passed. REPORT FROM POLICE DEPARTMENT Chief Westphal thanked the Commissioners for their time and effort the last few months with meeting for the hiring process. Chief Westphal shared that he received a phone call from an Investigator from the Greenville County South Carolina Sheriff's Office. He praised our agency and willingness to cooperate with their investigation of an abducted 13 year old girl. Investigator Mills specifically highlighted the work of Dispatcher Ksobiech. He told us that she "went above and beyond" and gave instantaneous valuable information that saved hours of investigative work. They said they had been working for 21 hours straight on this case at that point. She assisted with known associates, family members, and vehicle information to name a few. They were able to use vehicle information gained from Dispatcher Ksobiech and track movements through Flock cameras in Florida until the suspect's arrest and the safe recovery of a 13 year girl. Chief Westphal expressed how our department is a team and we are doing great things. Lt Monreal has been part of the command team and is doing a great job. The entire command staff and Lisa attended a team building conference in December in Madison. 2024 goals were created and team building work and a SWOT analysis were conducted. (Strengths, Weaknesess, Opportunities and Threats). Chief has been conducting one-on-one meetings with each employee which as been going well. Chief and Captain attended the Chief's conference last week and one of the major topics was mental health for law enforcement. Chief emphasized the need for our officers and civilians to continue going to the neck up check ups each year and maintaining good mental health. We currently have background packets out to hopefully fill the two officer spots that we are a•1a Sgt. Ondricka suggested as part of one of our goals, building relationships, to hand out gift cards to witnesses and victims who are in need or helped our officers with a situation. We were given a donation and cards from Pick N Save and Kwik Trip were purchased to promote this with the community. The department has in-house in-service coming up and one of the sessions will be having a financial planner come in and speak. Administration wants all employees to be aware of their retirement benefits and preparing for a future. Chief attended the Cadet Conference final day to see Cadet Ian Rees receive Cadet of the year honors. Heather Kraus has returned to our department as our newest Dispatcher. Welcome Heather! MOTION OF CLOSED SESSION Following conclusion of consideration of the above portion of its regularly scheduled agenda, the Police and Fire Commission will meet to vote on a motion to convene in Closed Session for the following: 1. In the Matter of the Charges Filed Against Officer Andrew Sundstrom by Police Chief Stephen Westphal and Resignation of Officer Andrew Sundstrom. 2. Process followed for Promotion of Officer Matthew Curran to Sergeant. A closed session for the above purpose is authorized pursuant to the provisions of Wisconsin State Statute, Section 19.85 (1) (C): Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Upon conclusion of the Closed Session, the Police and Fire Commission will convene in Open Session to consider its public agenda, including motions to recommend approval or rejection of the above -listed deliberations or any of the public agenda items that have not been acted upon. Commissioner Boyer made a motion to go into closed session, Commissioner Jaske seconded. Motion passed all in favor. Meeting went into closed session at 6:17PM. OPEN SESSION Commissioner Boyer made a motion to go back into open session, Commissioner Hauboldt seconded. Motion passed all in favor. Meeting was back in open session at 6:33PM. OLD BUSINESS NEW BUSINESS Approval of Officer Matthew Curran to Sergeant Commissioner Boyer made a motion to approve the promotion of Matthew Currant to Sergeant, Commissioner Hauboldt seconded. Roll Call vote taken. Motion passed. DATE OF NEXT MEETING May 16, 2024 ADJOURNMENT Commissioner Jaske made a motion to adjourn, Commissioner Boyer seconded. Motion passed all in favor. Meeting was adjourned at 6:36PM.
