APPROVAL OF MINUTES
Commissioner Hammitt made a motion to approve the minutes from the 08/17/23.
Commissioner Jaske seconded. Motion passed all in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
• Congratulations LT Kraus on your pending retirement. Your 30-year law enforcement career is
truly astounding. Thank you. We will be hosting a small luncheon here on the 215Y of
December followed by his retirement and 10-42. The Kraus family is hosting food and drinks
that evening at Magellan's in Waukesha at 5pm. I encourage you all to stop out to wish him
well.
• Staffing: Congratulations to Officer Knudtson who has accepted a managerial position at a
credit union. Unfortunately, that means she will be leaving us November 3oth. Officer Jenna
Harenda coming from the Oak Creek Police Department will be starting with us December 4cn
We have a couple of backgrounds being conducted for our pending officer vacancy (LT Kraus)
and a Dispatch candidate. We will likely post another hiring process soon for early 2024. Not
having a current eligibility list delays hiring by at least 6 months when we have vacancies.
• Congratulations Officer Kristalidis on your selection as the MHS SRO and thank you for your
service at LDMS. We will select the next LDMS SRO soon with placement in January 2024.
Thank you to the 3 candidates that applied.
• LT promotion: Thank you to those that previously submitted interest. The official process will
be announced in the coming days.
• We previously requested additional staffing slots in 2024, but our priority needs to be with the
people we have here for the long-term health and growth of our PD. I just left a meeting where
wage adjustments were preliminarily approved. The union contract and wage adjustments to
our unrepresented personnel are not perfect, but are the largest raises I have witnessed for the
PD. The compression issue needed to be addressed as we want and need large candidate pools
for all pending vacancies. We intend to place the anticipated salary ranges and description in
the promotion announcement. In years past, we would have no idea what the wages would be
until after someone is selected.
• We appreciate everyone's continued patience with movements and shift selection. Clearly,
there are new officers that we intend to spread out on shifts in 2024 as well as last minute
movement. We are required by contract to begin shift selection in October this is rarely easy
and we are aware this impacts livelihoods.
• Thank you for your understanding and patience with the current employee internal
investigation. These are never easy for anyone and I will share more when and if I am able.
• Shop with a Cop is back again this year Saturday Dec 2nd. Please consider volunteering for this
great event.
• Our laundry room is just waiting on venting. We also added a gear sanitizer for your vests or
anything else that needs cleaning. If your gear does get destroyed or covered in biohazard we
will still get things professionally cleaned or replaced if needed.
• Officer Cortese and Investigator Curran thank you for representing us as part of our Honor
Guard and POST respectively for Chief Gaglione, Big Bend PD, and their families.
• Fleet 3 will be installed starting November 14tn
• Our interview rooms will also be transitioned to AXON and evidence.com to meet our 2023
goals.

NEW BUSINESS
Detective Promotion — Chief requested approval from the PFC to have Detective Sullivan be
"promoted" to Detective, as opposed to "appointed" in order to mirror new language in the
officers' contract. Commissioner Hauboldt made a motion to approve Detective Sullivan's
promotion. Commissioner Hammitt seconded. Motion passed all in favor.
Disciplinary Hearing Procedures — Chief advised that it was recommended by the City Attorney
and the Labor Attorney that the PFC have something in writing for a disciplinary hearing. The
commission was given copies of a draft to look at, and it will be discussed at the next meeting.
CLOSED SESSION
NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will
convene upon passage of the proper motion into closed session pursuant to State Statute,
Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility for the specific of considering employment, promotion, compensation,
or performance evaluation data, more specifically for the purpose of discussing specific
personnel issues within the police department.
Commissioner Hammitt made a motion to go into closed session, Commissioner Hauboldt
seconded. Motion passed all in favor. Meeting went into closed session at 6:23PM.
OPEN SESSION
Commissioner Jaske made a motion to go back into open session, Commissioner Hammitt
seconded. Motion passed all in favor. Meeting was back in open session at 6:37PM.
ADJOURNMENT
Commissioner Hauboldt made a motion to adjourn, Commissioner Jaske seconded. Motion
passed all in favor.
