K CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Discussion of Trail along Woods Road Date: May 20, 2024 Background information A request was made to put a trail along the west side of Woods Road from Janesville Road to Windover Drive. From my understanding, when the Woods Trail was installed it was stopped at Windover Drive and the intention was to have pedestrians use Plum Creek subdivision, existing trails and Providence Way to reach the trail along Janesville Road. This is indicated on our trail map in the City of Muskego Parks and Open Space Plan. I have attached a preliminary layout for this trail. A rough cost estimate is provided below. Cost will increase significantly with purchase of right of way, storm sewer requirements, and/or curb and gutter. Additionally, the area between the right of way and the road edge will need to remove all trees to accommodate the trail and ditch. Over the last couple of years, the focus of the Common Council has been on road improvements rather than additional trails which is why we have not constructed a standalone new trail since 2019. The City of Muskego's annual road program budget is $750,000. 3 Recommendation for Action by the Committee: If the committee wants to move forward with a trail, the project can be placed on a Capital Project for 2025-2029. At that time, City staff would provide a cost for an RFP and potential construction cost for the Woods Road Trail. Common Council would vote on this Capital Project. It is difficult for City Staff to recommend standalone trails when there is a priority to fix the City of Muskego roads. It is the number one voiced concern by residents. MOT- CREEK CT wk iL ;t4 -AN YOR V WOODS RD FRF41 CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Request for Yellow Slow Signs on Hardtke Drive Date: May 20, 2024 Background information A request was made to put Yellow Slow Signs on Hardtke Drive from Martin Drive to Muskego Drive due to speeding concern. This portion of Hardtke Drive is approximately 530 feet long, 25 mph speed limit, with stop signs at the beginning and end of this street. I have attached an aerial. SLOW In the last 5 years, the City of Muskego Police have reported zero accidents and zero speeding tickets on Hardtke Drive. Hardtke Drive is controlled by stop signs at both ends. Recommendation for Action by the Committee: Staff feels that putting up these signs are not going to have much effect on traffic that is speeding. The data from the police does not indicate a speeding issue on the road. Hardtke Drive has a speed limit of 25 mph, the road is a short length, and the road is stop controlled at the ends. I have attached an aerial of the area and photos of the existing sign. There has been a request to revise the signage to include Wednesdays as well. The request is due to people parking on these two roads to attend the Muskego Water Bug Shows on Wednesday nights. This request was brought by Alderperson Decker. I suggested that Alderperson Decker reach out to the Muskego Water Bugs to discuss this matter. Especially, since this revision will affect their shows directly. Recommendation for Action by the Committee: • The Committee should listen to all the discussion and make a recommendation. • Revisions to No Parking signs affect all people on that road. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. • It is important to make sure all residents along Ranch and Earl Drive are aware of these potential parking restrictions. • It is important to talk with Muskego Water Bugs as well. This restriction will affect them directly. The parking restrictions would be on one side of the road only and would be for anytime. Currently, there is no parking restrictions on South Lane. The main reason for this request was due to the increase parking on South Drive due to Danny Haskell's Pub and Grill. Danny Haskell's is having some construction work going on which is taking up a couple of spots currently. I have attached a map for your review. Please remember, once "No Parking" signs go up they affect all the residents on that road. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. Requests have included a variety of items: crosswalks, flashing signs, extension of trail, rumble strips, additional police present, additional stop signs, etc. Additionally, the City of Muskego has received reports of traffic backup at the intersection of Woods Road and Tess Corners Drive. Woods Rood is a main road in the City of Muskego that goes west to east through the City. The current speed limit is 35 mph on the road. I have attached an aerial of the road. The police worked with our GIS department and created a map showing all the accidents and locations along Woods Road since January 2019. Waukesha County and City of Muskego considers Woods Road an arterial road. An arterial street is a street used or intended to be used, primarily for fast or heavy through traffic. An arterial street in Muskego includes freeways and expressways as well as standard arterial streets, highway and parkways. Arterial streets should be arranged so as to provide ready access to centers of employment, centers of governmental activity, community shopping areas, community recreation and points beyond the boundaries of the community. Arterial streets should also be properly integrated with and related to the existing and proposed area -wide system of arterial streets and highways and should be, insofar as practicable, continuous and in alignment with existing or planned streets with which they are to connect. (Muskego 2020 Comprehensive Plan) A path has been created on a good portion of Woods road to provide a separation between pedestrians and bikes from road traffic. This provides a level of protection in order for the speed limits to be higher along Woods Road. Janesville Road is the closest parallel road to Woods Road. Recommendation for Action by the Committee: • The Committee should listen to all the discussion by residents and City staff. The committee needs to provide a game plan to City staff for Woods Road.
