times and can be reserved for community groups. It currently
requires travelling across the grass or the parking lot traffic lane to

Patrons had many positive things to say about our Library (39). They think it
is a welcoming, comfortable space and are happy to have it in Muskego.
The following topics related to our facilities came up the most frequently:
Restrooms (25): Need updating, would like one closer to the kids area.
► Drive-Thru Book Drop (23)
► Study Rooms/Study Space (19): Need more study rooms, more private, small
spaces for zoom calls, etc.
Outdoor Space/Amphitheater (14): didn't know about it, would like to see it
utilized more, if it is not utilized more don't see value in a sidewalk connecting it.

► Noise (14): Sound travels through the building, study rooms need better sound proofing.
► Accessibility (10): More chairs with armrests, increase the font on signage, slow the
rotating screen, increase accessible environmental support in the restrooms, more
handicapped parking, lighting and magnifier to help with book searches
► Parking Lot (10): Update, widen the entrance/exit on Janesville, add a space for a quick
part (5min or less)
► Signage (10): SignaQe on event nights, better signage would stop patrons from having to
ask, signage is ok as it is.

► A number of suggestions were received on the types of programs patrons are interested in.

► Travel Club, Empty Nesters Club
► Tech (how to use the library's e-resources, Zoom)
► Music events/Summer Concert Series
► Evening Book Club and other classes in the evening, Writing Club
► Arts/Crafts/Cooking Classes
► Weekly adult puzzles (like the ones they had for teens during SRP)
► Programming for Special Needs Families
► More Senior Programs, Without a Senior Community Center, the Library could take on that role
- Cribbage day, Book day, organized events at the Library for those living in senior centers
(could be bused to the Library)

► Many positive comments around Kid's programming -patrons love the
programs!
► Suggestions to expand/increase the number of offerings - later afternoons,
additional weekends/evening offerings, more for tweens, more for special
needs families.
► Other suggestions include programs for homeschool families, story times within
the community (at the post office or other buildings around town), more
opportunities to attend the programs that require registration and fill quickly(ie
happy campers), find other ways to advertise programs, programs that bring
entire families together.

Feedback/Suggestions include:
More teen lead programs and volunteer opportunities.
More nerf wars and teen programs on Saturdays during the school year
(weeknights get busy).
More programs for tweens/teens
Other general programming suggestions include: art class, more brace
friendly candy, support for reading

► Patrons had many positive things to say about the services we offer. They love
visiting, are proud of the Library - the knowledge staff provide and the
exceptional programs and services to our community. They want to make sure
we stay relevant. They appreciate that we are part of a system and the
convenience of holds.

► Material (12): More copies of best sellers/lucky day, provide book recommendation
services and create book lists, eBook hold times are too long.
► Technology (10) : website usability could be improved, difficulties searching within the
catalog and finding new releases, would like to renew their library card from home
► Explore Passes (10): Would like more of them!
► Library of things (7): Would like to see a library of things similar to Mukwonago, New
Berlin, and other libraries (cake pans, puzzles, American Girl dolls, cameras, etc)

Some prefer to receive information about library events and services via
email/text/phone.
Some prefer flyers, newsletters, print calendars
► Others prefer social media platforms such as Facebook and Instagram.
► The library's website is also a popular source of information.
► Word of mouth advertising is also still effective in promoting library services.
► Friends' email of the monthly program calendars

Technology in the meeting rooms and hearing loop.
► Kids Area - love the AWE, material, play area, Storytime room
► Service Desks - Circulation is the face of the Library, Reference assistance is very helpful.
Some libraries are moving Circulation and Reference side by side.
► Stacks/Collection - Lucky Day, New Books, and media sections are great!
► Magazine/Newspaper area and other comfy reading spaces (living room like).
► Study Rooms/Study Space - important, helpful if they have AV equipment
► Restrooms - need to be accessible, consider selling diapers/wipes at front desk,
opportunity to advertise in stalls (ie human trafficking info)
► Other areas include FOL Book Sale, Computers, Computer Search Station, Maker's Space,

► Programming - Variety of programming for all ages is important. Specific Ideas include:
supporting new parents, special needs programming, collaborating with school reading
specialists, take and makes (volunteers compile them), reaching 20 yr olds (group with
lowest checkouts) and 60-70yr olds (highest checkouts), Finance group, Caregiver
support, Book clubs and summer reading programs appreciated, Tech assistance
especially important. Like the intergenerational programs.
► Print/AV Material - Some prefer print to digital, Large Print collection important, Book Club
kits, Newspapers, Consumer Reports, Audiobooks (low vision patrons), DVDs
► Electronic Material - love Libby (but long wait times) some not aware of Hoopla, e-
audiobooks, Kanopy, Wonderbooks, invest in electronic material and market the e-
resources (Ancestry.com, etc).
► Explorer passes
► Other beneficial services include meeting rooms, due date notifications, senior outreach,
FOL book sale and events, print/copy services, Bridges system book borrowing/holds and
holds shelf/ILL, scavenger hunts for kids/teens, Would You Rather questions

► Programming was the most popular response - Variety of programming for all
ages is important and patrons want more of it. Specific ideas include: More
social event or night programs with a social component before/after, author
visits, art/crafts, community outreach/drives that support the community,
movie matinees, foreign language class, computer/tablet class, grow WI wild
flowers, wine tasting, librarian moderated book club, antique appraiser, yoga,
adult cookie decorating, history, one-on-one services, animals, the more
children's program's the better, escape room, WI exhibits. Miss the Saturday
donut story times. Explorer passes and library of things. More evening family
programs (of interest to kids/adults as a together activity)
► Other ideas mentioned were drive up book drop, book mobile, cozy reading
spots, study rooms, flyers/marketing.

Marketing - unaware of the services, events offered, not sure how to use
resources, perception of library as being irrelevant, want to know what to
expect before they visit.
Busy schedule/lack of time

Other barriers include bad weather, hours, equipment that is old/doesn't
work well (ie AWE), hold time on e-resources, fines, not a card holder.
Sunday hours were mentioned by three people.

entrance/exit, needs more shade
► Wait times on e-resources or popular titles
► Self Check- Confusing and difficult to use
Need a bottle filler water station
Need more comfortable seating throughout library (especially for movie
matinees)
Restrooms - need to be updated, cleanliness important
Other frustrations include library card renewal every 18 months, lack of book
drop, kids books difficult to find (picture book neighborhoods/genrefication),
fines
Staff approachability and training can help lessen patron frustrations. Website
should be accurate and easy to navigate. AV capabilities need to be reliable
and uncomplicated.

► Digital content: Trend towards more digital content, including streaming services and
digital displays in the lobby. There is a barrier to access digital content (cost and setup).
Digital is not a good fit for all books (ie cookbooks, travel). More circulating laptops and
portable technology.
► Maintain print collection: Patrons still value print materials and are worried that print
collections will be phased out in favor of electronic. With the aging population, there will
be a need for more large print books. Paper copies of calendar still desired. Non-fiction
collections may shrink in categories like self help, medical, technology.
► Desire for more computer help and classes as technology changes.
► Increase in virtual services (conversations with librarians and troubleshooting), hybrid
programs that combine virtual and in -person elements, recordings of library programs in
case people miss them, and after -school programs as the community grows.
► Community outreach: more community outreach, meeting people where they are
(daycares, senior homes, larger corporations in the community), vending machine
libraries.

► Go to the Library! Staff are friendly, helpful, accommodating, responsive to
community feedback, able to answer questions and provide assistance.
► We love it! It is a home away from home, a welcoming, user-friendly
environment with so much to do: good selection of books, comfortable seating
areas, a puzzle table, a used book sale, and great hours. An outstanding place

etc. The hours seem good. Would like a community center with an athletic space for

Introduction
The 2020-2023 Strategic Plan was a time of great visual change for the Muskego. The plan created a four-year road map to
update the now 23-year-old building as well as nuture and grow the community's deep love of entertaining and educational
programming and materials. During this time, there were great accomplishments in these areas. The teen area was
renovated, new carpet was installed throughout, strong programs were delivered for all ages, and a quality collection of
materials for both learning and leisure was maintained. The Muskego Library finds itself again prepared to enter into a new
period of growth. 2023 was a year of data gathering and data analysis with the community, yielding 3,787 contact points
with the community. Conversations took place in many ways, discussing the strategic areas of the Library's facilities,
services, and methods of communication/outreach. From these conversations action items were concluded, and will be
explored and executed by staff in the coming years. The goal of this strategic plan is to honor the past and strong foundation
the library is built on, while building to the future of library services for the community.

The data collection phase incorporated the following methods:
Community Survey: 556 respondents. The Community Survey ran July -September 2023. It was available in electronic and
print form, and utilized a 24-point marketing strategy to reach a variety of stakeholders, including users and non -users.
Focus Groups and Interviews: 213 attendees at 19 focus groups or interviews. Focus groups were held both within the
Library and offsite at stakeholder premises to reach a broad audience.

Visual Boards: 2,590 responses from seven visual boards. Visual boards were located within the library near the reference
desk and teen area and ran from June -July 2023. These were designed for quick image -based feedback based on seven
targeted questions.
Testimonials: 329 responses. Testimonial opportunities included special comment cards available for Love Your Library
Month (February 2023), National Library Week (April 2023), and Get a Library Card Month (September 2023) as well as the
general library comment cards available throughout the year.
Website Usability Study: Four test users assessed across a 12-question website assessment, run one-on-one by a staff
facilitator in September and October 2023.
Event Drop -In Survey: 98 responses from two community events and sent to new residents of the community. The event
drop -in survey was a three -question survey designed for large community events, making it easier and more likely for event
attendees to participate.

Strategic Initiative - Facility
80% of the 2023 Community Survey respondents reported their library usage time is more often spent with in -person
library services (physical books, physical audio books, DVDs, in -person programs, and use of the physical building). While
use of electronic materials continues to grow, this information, along with building traffic statistics, point to the
community's continued value in the library physical space and collection. Therefore, this plan will continue to investigate
and invest in how to make the library building work for the patrons who need it. Throughout the data gathering process,
patrons reported that use of the study rooms and public meeting rooms were important to them, as well as use of the
Library's wi-fi and public computer area. The highest-ranking perceptions of the Muskego Library from the survey were in
regarding to the community member's strong belief that the Library "provides clean and appealing facilities" and "is a
comfortable building to be in". Patrons reported frequently using the library space for reading and relaxation, as well as
using the children's area for social play opportunities.

Strategic Initiative - Services
The Muskego Public Library offers a wide variety of services to the community over the 62 hours a week the building is
open. When surveyed, the most frequent library service patrons reported using, overwhelmingly, was checking out books
(print or electronic) for entertainment and learning. It reinforces reading is still very much alive and loved in this
community, and that there should be continued focus on building a strong and varied collection. Other often used services
included asking staff information questions, using the print/copy/fax services, and attending story times and family
programming. Staff continue to be a vital component of every service the library offers, as the collection development,
circulation, programming, and technology support provided are all staff driven. Ensuring staff have adequate time,
resources, and professional development is key to the execution of these important services community members are
reporting as valuable.

Strategic Initiative - Communication and Outreach
The ability for the Muskego Public Library to inform the community of the many valuable opportunities available to them is
of critical importance. Over the years, the Library has needed to expand the variety of communication methods used as new
technologies became preferred. When surveyed, patrons were relatively split between five different communication
methods (Facebook, Library website, Library print calendar, Library emails/texts, and flyers). Outreach, or the action of
stepping beyond the library building to bring library services to other places the community gathers, also plays a vital role in
the modern library and helps increase the awareness of these library opportunities. When asked about their awareness
level regarding a variety of library services, there was some growth over the last four years, however in some areas there
was awareness regression. While there are a variety of factors that could contribute to this (new residents, different survey
groups from 2019 to 2023, etc), the fact remains that there is growth opportunity in the area of communication. In
particular, community members surveyed and in focus groups requested better awareness about programming and
services. Signage improvements were also requested to aid in communication related to library services and building
navigation.
