I'm here to present a project idea that I am interested in taking part in Muskego has a large community of boating enthusiasts and kayakers. We have plenty of reserved space for people with pontoon and speed boats but no real safe way for people to launch their kayaks 2 This is a model of a kayak launch kit that is available for purchase. However I would like to build my own version that will accommodate all sizes of kayaks, be safe for anyone to use and easy to place and remove from the water. I would like this within the community of muskego for everyone to use AM 3 The projected goal is to have this constructed by the end of this year. Vision Statement Current State (4) Dedicated courts in Lions Park. The location lacks sufficient parking and the courts are close to neighboring homes and has become a nuisance for some residents. Number of players routinely exceeds the existing capacity, prompting P&R to limit program participation. During P&R hours, "open play" is not available. Future State A complex accommodating 12-16 courts. Optimize the community value from the planned Park infrastructure enhancements. The Dog Park at Moorland Park has been completed and being well used. 2. Veterans Memorial Park — Full replacement of playground • Playground is getting removed the week of August 28 Capital Projects for the Parks 2024-2028 1 attached our Capital Projects 2024-2028 that went in front of the Committee of the Whole on August 15, 2023. 1 marked up in red the recommendations made by the committee. Such items don't require committee action but can certainly be discussed during the Miscellaneous Business portion of the meeting. What a year we have had! Here are some important highlights. A. We have returned to pre-COVID numbers in all of our programs. For our all -day playground program, we had 180 kids signed up between the 2 locations for the full 10-week program and then another 88 kids that exercised the weekly camp option. That program alone brings in $150,000 in revenue. B. So far this year we have had 135 paid rentals. We anticipate at least a dozen more as we head into the fall months and people still renting Park Arthur. That was $11,700 in shelter rentals alone. C. For Idle Isle thru mid -August, we sold 123 season parking passes for $2,700. We had $13,000 in concession sales. The new pay stations that went in 2022 are very successful with very minimal issues. Revenue brought in through those pay stations $21,000. D. For Seasonal Boat Launch Passes we sold 215 passes to Senior Residents and 253 to Residents under 60 and Non -Residents. That is a total of $19,000 in boat launch passes to date. E. Park Arthur use fees, which are collected and held for future turf replacement/repairs is $53,050 to date. We are still waiting on the payment from the MAA as well as 6 Sunday tournaments this fall. We will get to our budgeted amount of $60,000 this year to put into that future repairs account. F. We brought in a total revenue of $461,263.67 to date. Of that, $88,067.50 was for park related items (beer permits, Idle Isle sales, Park Arthur use fees, park rentals, season passes, and special events permits). $373,196.17 was directly for recreation class enrollment fees. We still have 2 registration periods this year, Fall registration which starts August 28 and Winter/Spring 2024 which starts in late November. Recreation programs alone have brought in through August 15, $301,483. We anticipate a great fall registration due to our winter basketball league and our other programs. For 2024 to be more green and environmentally friendly, we are no longer going to print and mail to every house our seasonal guides. We mail out just shy of 11,000 guide 3 times a year at a cost of about $15,000. During COVID we tried out going to a digital guide that users can directly register for programs from. That has proven to be successful. So, starting with Summer 2024 we are going digital as our primary method for program notification, but we will still print out 500 copies of the paper guide that will be available for pick up in our office and the library should someone still want that option. liF Memo To: Parks and Conservation Committee From: Tom Zagar CC: Scott Kroeger, Tammy Dunn, Adam Trzebiatowski, Ryan Beilfuss Date: August 23, 2023 Re: Conservation Coordinator Update Highlights of recent conservation, lakes, and forestry projects: Much of the conservation workload has involved management of invasive plant species (Dame's rocket, Wild parsnip, Canada thistle, Teasel, and Phragmites) • One of the prescribed burn sites this year was a degraded wetland area (former agriculture field) at Badertscher Preserve. Invasive reed canary grass was treated with a grass -specific herbicide and aggressive hybrid cattails were treated with an aquatic safe formulation of glyphosate. This area will subsequently be over -seeded with a diverse native seed mix to improve the wetland plant assemblage. • Chris Mann, who completed much contracted conservation work for us (Kettle Moraine Land Stewards, LLC), unexpectedly passed away last month. This is a considerable loss for Muskego conservation. He was very contentious about the work he did and became a good friend. Chris, who was just 47 years old, donated seed from many rare plant species to plant in our preserves and was a valuable resource for (free) management advice. • Owen Danihel constructed a 150-foot boardwalk over a wetland portion of trail at Badertscher Preserve. We have had many Eagle Scout projects enhancing Muskego's conservation sites over the years. With the quality and scale of this project, it ranks as one of the best! • 2023 marks the first year we have three nesting pairs of Ospreys on Big Muskego Lake. Eight young were fledged among the three nests. • We are looking into plans to dredge Big Muskego Lake's Boxhorn launch which has become silted in over the years along with encroaching Cattails. • There were two successful Kestrel nesting boxes.
