The most recent plan set has been attached. All public infrastructure will be dedicated to the City of Muskego upon completion and acceptance of the project. The City of Muskego has reviewed the plans and given approval for all public infrastructure/engineering plans to move forward contingent upon all City of Muskego staff comments being addressed. A letter from the HOA is attached with photos providing their reasoning. I have also attached an aerial showing the location of the median. The median is located at the intersection of Boxhorn Drive and Boxhorn Reserve Drive. City of Muskego staff has discussed and reviewed this request by the HOA. City staff has no objection if the committee makes this recommendation. The only request by City Staff is the following: • Removal and replacement of pavement be done by a qualified contractor. • The contractor must follow all City of Muskego construction specs. • The work must be inspected by city inspectors and a I- year warranty provided for this work. • The HOA must pay for everything. The City of Muskego does not have the funds or manpower to perform this work. This information has been discussed with the HOA by means of email. Boxhorn Reserve HOA LLC Mary Schilz, Member S90W12937 Boxhorn Reserve Court Muskego, WI 53150 (414) 587-2119 April 23, 2023 Eileen Madden City of Muskego W182S8200 Racine Ave Muskego, WI 53150 Dear Eileen, The residents of Boxhorn Reserve subdivision are requesting removal of the median at the entrance to the subdivision off of Boxhorn Drive at Boxhorn Reserve Drive. We, the Boxhorn Reserve Homeowners Association have received numerous complaints regarding this median are asking for help from the City of Muskego to work with us to resolve these complaints. 1. The biggest complaint is that there is not enough room to have a median in the middle of this road. There is too little room to maneuver when cars are parked on the road near the median. Numerous times a parked car has been hit because of this. Also, trying to work on the median - pulling weeds, trimming bushes, mulching is hazardous. There is not enough space! 2. Our 2nd complaint is parking for visitors or contractors at the 2 residences at the entrance. I'm enclosing photos showing cars and trucks parked on the grass when workers need to access the property. The choice they have is to park on the driveway or grass or park a block away. They can't park on the road as it would block traffic coming in and out of the subdivision. When workers need access to materials and tools in their vehicles; parking a block away is not feasible. 3. Thirdly, road salt has taken a toll on the vegetation that was planted in the median. Everything planted in the space has died except for 1 tree and a couple perennials. The HOA will have to spend money to replant the median, but we don't feel it is prudent use of assessment fees to spend on something that will need on going replacement. A planting area surrounded by concrete and sprayed with road salt yearly is a tough environment to grow things. We believe the road should have been made wide enough to accommodate a median and to allow a car to park along the road and still have enough space to allow for vehicles to pass. There should have been a flaring out of the road at this entrance. We feel this was a design flaw when the developer created the subdivision plat and as such, the city bears some burden to assist us in rectifying the problem for the residents. The city may also want to consider the cost savings of frequent repairs to the curb from the snow plows hitting the curbing. Removing this median would eliminate those costs. I have attached an aerial of the subdivision to provide perspective. My understanding is most of the parking has been on Edgewater Crossing Avenue. The issue is temporary until school is out for summer but it will occur again in the Fall of 2023 until the construction project has been completed at the High School. I have attached a sign that could be put up temporarily in the subdivision. This sign is used in other adjacent subdivisions to the high school. Any signage would be temporary and removed once the high school addition construction project has ended.
