CALL TO ORDER
Meeting was called to order at 6:OOPM by Commissioner Kuspa.
PLEDGE OF ALLEGIANCE
ROLL CALL
Commissioners Kuspa, Jaske, Boyer, Hauboldt and Hammitt were present. Chief Westphal
was also present.
STATEMENT OF PUBLIC NOTICE Posted 05/16/23.
APPROVAL OF MINUTES
Commissioner Jaske made a motion to approve the minutes from the 03/07/23 meeting.
Commissioner Boyer seconded. Motion passed all in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Westphal advised that the department is part of a combined honor guard unit with
Waukesha County Sheriff and Pewaukee Police Department. Unfortunately, the unit has
already been a part of 4 funerals this year alone.
He advised that the shared revenue was passed and it was discussed at the Waukesha County
Chief's roundtable. He advised that hopefully it will help move our department forward and
g row.
The Citizen's Academy Alumni Association along with their president, Peter Vehmas, have
been selling raffle tickets for an Ebike and have raised approximately $10K already. Chief
wanted to thank them for their efforts in support our PD.
We recently had several officers at training for the Ebikes that were donated by Serial 1, so they
are ready to perform job duties in another form of patrol.
Chief was honored to be part of the Special Olympics this past Saturday.
The schools who have been involved in the DARE curriculum are having their graduations and
it is great to see this back for the children of our schools.
The department awards ceremony was this past Tuesday. Chief was honored to have Chief
Norman from Milwaukee PD in attendance as the Assistant Chief from Milwaukee, also a citizen
of Muskego, received a citizen life saving award.
The department was part of an Emergency Operations Center Training, yesterday, along with
the fire department, department heads and community organizations.
The department had their Mock Accreditation today, and will be ready for the real one, which
will be in Mid -September.
Chief advised that the Muskego MAIN page on Facebook has had a lot of complaints about
speeding in the city. He handed out a report of traffic stops and traffic accidents thus far in
2023. Traffic stops are up and traffic accidents are down. He advised the department is doing
their best to keep up with traffic and be proactive. He advised he is concerned for the citizens
and their children, and will be monitoring the situation and keeping up with the patrols. He
advised shifts have their own goals of traffic standards and are doing saturation patrols on
designated days in designated areas.
Chief reiterated the department's number one goal is presence and we will continue making it a
top priority, not only when it comes to traffic, but as well as school and business checks.
Jammin on Janesville will be in a couple weeks, June 2"d, and the road will be shut down
completely as it was last year.

Hiring Process — Chief advised that the department has been full staffed for the past 7months.
He advised he is grateful for that, however, there will be an upcoming retirement He asked the
commission to gauge their calendars to have a process in the fall and interviews by the PFC.
Future Training at Meetings — Chief advised we received the thumb drive of the CVMIC Police
and Fire Commission Training that was held in Stevens Point last fall. He advised he will be
having at least on topic at each meeting in the future so the commission can stay on top of any
changes or trainings that may be needed.

NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will
convene upon passage of the proper motion into closed session pursuant to State Statute,
Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility for the specific of considering employment, promotion, compensation,
or performance evaluation data, more specifically for the purpose of discussing specific
personnel issues within the police department.
Commissioner Hammitt made a motion to go into closed session, Commissioner Boyer
seconded. Motion passed all in favor. Meeting went into closed session at 6:22PM.
OPEN SESSION
Commissioner Jaske made a motion to go back into open session, Commissioner Hammitt
seconded. Motion passed all in favor. Meeting was back in open session at 6:39PM.

ADJOURNMENT
Commissioner wished to welcome our newest Commissioner, Keith Hammitt, to the meeting
and thank him for accepting the role.
Commissioner Boyer made a motion to adjourn, Commissioner Hauboldt seconded. All in
favor.
