Director's Report
May 16, 2023
1. Reference Update (from Elke Saylor - Head of Reference, Samantha Quail - Adult Services
Librarian, Jolyn Lobe and Laura Boeck, Reference Assistants):
Jolyn has been putting together a detailed training manual for new reference staff. It was completed
just in time for our new Children's Librarian Emma to put to use. Big thanks to Jolyn for her great
work on this!
We have been busy preparing for the adult summer reading program, and have received several
donations be given out as prizes. So far, we have received a wide collection of gift certificates,
tickets/day passes, and merchandise valued at over $700.
There was good turnout for the Milwaukee Murder Mayhem (25 attendees), Exploring Exoplanets
with the James Webb Telescope (21 attendees), and Tips for Successful Container Gardening (32
attendees) programs. Upcoming programs for the next few weeks include:
• Creating a "Junk" Journal Art Workshop on Saturday May 20 (registration required)
• Pursuing the Impossible with Olympic Biathlete Deedra Irwin on Tuesday May 30
• Getting Stared with a Plant -Based Diet on Wednesday June 14
• Senior Safety in the Community on Monday June 19
• We will also be launching a Coloring Club on the first and third Wednesdays of each month
starting in June.
2. Children's Update (from Courtney Metko and Heather Ziolecki, Children's Assistants):
April marked another busy month, brimming with activity. In addition to our normal storytimes and
after school programming, Courtney began recruiting volunteers for the 2023 community garden
season. We finished lining up all of our summer performers and are again partnering Pop's
Marketplace to offer the fun GOAT Reader program. We have plans to do summer storytimes in
various places around the community such as the beach and Regency Senior Center. With the our
new shade trees near the amphitheater & a new picnic table, we look forward to another summer
using our backyard as a gathering space. Looking ahead, May is full of in-house programming, school
visits & daycare centers to promote summer reading, and all the last minute details we need to line
up to make our 2023 summer reading challenge perfect!
3. Young Adult Update (from Amanda Hyland, Young Adult and Marketing Librarian):

For April there was a Peep's scavenger hunt in the Teen Area. The Young Adult Librarian is working
on programs and materials for the Teen Summer Reading Program, the Friends of the Library
Culver's fundraiser and Garden Walk, along with Jammin' on Janesville. She is still working on
updating the communication and marketing plan with the director and RFID tagging the juvenile
chapter books.
4. Circulation Update (from Jane Matusinec, Circulation Supervisor):
The circ staff is gearing up to help promote two Friends' events —the Culvers fundraiser and the
Garden Walk. We will be handing out promotional materials in the coming days and assisting with
ticket sales for the Garden Walk. We will be having a circulation staff meeting this month to kick off
summer reading. We will also be brushing up our library card registration skills so we are ready for
all those future library card holders!
Staff has made an effort to make more time for RFID tagging during the afternoon and evening shifts
in the adult media department.
We are excited about the painting of the walls in the circulation space!
5. Other Updates:
a. Dates of Note: The next full Library Board meeting is June 20th. June 2nd is the next
Friends 1st Friday Coffee Group if you are interested in attending.
b. Friends' of the Library: The Friends' of the Library sponsored shred event was Saturday,
May 13t". We have all 130 spots filled. The Friends' and Library staff are continuing to
work on the 2023 Garden Walk fundraiser (June 24, 9am-4pm) and two Culver's
fundraising nights (5/18 and 9/14 from 4-9pm). Take a look at the front page of the
spring/summer City Newsletter. We made the front page!
c. Building Updates: Brittany has been working with the architect and the City to write and
advertise for bids for the library family restroom and study room projects. They will be
advertised in the May 111" and May 18t" newspapers, with bid documents available on
the City's website (for the study rooms) and library website (for the restroom) starting
May 25t". Bidders have until June 9t" at 3pm to submit bids. The Library Board will be
presented with this information at the June meeting.
d. Strategic Planning: Strategic Planning Committee met May 9t" to review the visual
boards, focus group/interview questions, and community survey draft. The visual
boards will be deployed in the Library June 5t"-June 24th. There are two community
focus groups on May 22nd (6:30pm) and May 23rd (10am). There are additional focus
groups and interviews being scheduled with identified key stakeholder groups, as well
as modified surveys at community events to capture possible non -user feedback. The
full Board will get a chance to review the community survey at the May meeting for a
likely June deployment. The City requested we hold off plans for a staff engagement
survey so that the City can evaluate the possibility for all departments.

e. Staffing: We have hired a new children's librarian (welcome Emma!) and Samantha
Quail was promoted to Head of Reference (congratulations Sam!). We have now
opened up a search to fill the Adult Services Librarian position.
f. Professional Development: Brittany presented at the Wisconsin Association of Public
Libraries state conference at the end of April on strategic planning frameworks!
6. Employee Anniversaries: Holly Bavinka — Library Aide (2 years)
7. Board Education: The Muskego Public Library has written internal procedures in place for a variety
of emergencies. Staff are trained on them at different points of the year and at the annual staff in-
service days. For certain procedures experts are brought in to review the documentation to ensure
the correct process is set up (i.e. the Police Department). Emergency maps are posted throughout
the Library that showcase emergency exits, fire extinguishers, and tornado shelters. The designated
tornado shelters for the Library are: the Media (DVD) area, the public restrooms, and the staff hall
way.

Research on Unattended Child Policy
As we discuss the age that a child may use the Library unattended and the age a person is considered "a
responsible person ... who provides direct care for a younger child", we can consider these age
benchmarks:
-An eight -year -old is likely in 3rd grade.
-A ten -year -old is likely in Sth grade.
-A twelve -year -old is likely in 7th grade.
-The Red Cross gives their Babysitting Basics course for ages 11 and older.
-Wisconsin does not set a minimum age at while children may stay home alone legally (note: the
Library is not a home but a public space).
-The University of Wisconsin Extension published a document titled "Is Your Family Ready for Self -
Care" which stated "For many children, these abilities [accepting responsibility, making decisions,
ability to follow directions] can appear between 9-12 years old".
-In a survey of libraries in our system, ages 8, 10, or 11 were most common for the age of an unattended
child being allowed in the library. The age of the caregiver ranged from 12-15.
Unattended Safe Child Policy
The Muskego Public Library Board of Trustees dedicates itself to providing a safe and welcoming
environment for patrons of all ages by setting policies to promote safety within the building. A
caregiver is defined in this policy as a parent, legal guardian, or responsible person thirteen twelve
years of age or older, who provides direct care for a younger child.
Staff members will always respond with care and concern, but responsibility for the welfare of children
using the Library ultimately rests with the caregiver. Staff members cannot and will not assume
responsibility for unattended children.
Children e*4+t-ten years of age and older may use the Library unattended. However, the child must have
contact information to be able to reach a caregiver immediately if need arises.
Children under the age of ten emust be accompanied by a caregiver while in the Library. When
children under the age often ^�^�* ^**^ra ^ i ;�,r^rrr^rtr ,,r are in the Library or attending a Library
program their caregivers are required to remain -within visual range of the child J_r the T ;h-r^r••
All children are expected to use the Library appropriately. Children who do not follow the Library's
Code of Conduct are subject to the same consequences as other Library users, including being required
to leave the Library. Children who are frequently unable to use the Library appropriately may be
required to be accompanied by a parent or guardian.
Staff may, as needed:
• Notify caregivers whose children need additional supervision.
• Contact authorities such as the City of Muskego Police Department either to assist with the
enforcement of discipline in the Library or to ensure the safety of an unattended child.
• Notify appropriate personnel if a child is deemed truant.
Staff will undertake reasonable efforts to ensure children leave the Library safely at closing time. If any
children remain at the Library after closing, staff will attempt to contact the caregiver. If the party
cannot be reached, or fails to arrange to pick up the child within a short, reasonable amount of time, law
enforcement personnel will be contacted for advice and assistance.

Fines and Charges Policy
Overdue Fines
Fines are charged for items that are returned after their due date. Fines for-moviesPVDs, video games,
launchpads, eReaders, in-house equipment, and Interlibrary Loan materials are $1.00 per day that the
library is open. Fines for books and all other material are $0.15 per day that the library is open, unless
specifically noted otherwise. No overdue fines will be assessed on children's materials checked out on
cards belonging to patrons under the age of eighteen. The maximum overdue fine for any item returned
in good condition is $10.00 or the replacement price, whichever is less.
Replacement Costs
Patrons with long overdue (60 4-2-days overdue), damaged, or lost library materials will be charged the
purchase price as the replacement cost. The Library does not accept replacement copies of lost or
damaged materials. No refunds are given if lost materials are found after having been paid for; the
materials are the property of the individual who paid for them.
Replacement Library Card
The replacement fee for a library card is $1.00. Minors need to have a parent or legal guardian present
to get a replacement card.
Denial of borrowing privileges
Borrowing privileges will be denied when a user:
• Has unpaid fines or charges of $10.00 or more

Certain items are available for in-house use. These items cannot leave the Library building and must be returned
at least 15 minutes before the closure of the Librarv.
Renewals
If no other patrons customers are waiting for an item, a user may renew it up to three times. Renewals
are three weeks and begins from the the date the item was renewed. Renewals may be made in person
at the checkout desk, catalog terminals or self -check unit, by telephone, or online through the CAFE
catalog. Browsing/Luck Day items cannot be held or renewed.

Eligibility for Library Card Policy
As a member of the Bridges Library System, the Muskego Public Library serves all residents of
Waukesha and Jefferson Counties. There is no age or skill requirement for obtaining a library card.
Any Wisconsin resident may apply for a free library card after presenting a valid photo pietur-e ID that
contains a*EI-proof of current residence. Alternatively, a resident may provide a valid photo ID along
with a separate document that contains proof of current residence. Examples of acceptable proof of
current residence can be found in the table below. Children under eighteen must be accompanied by a
parent or legal guardian presenting a valid picture ID and proof of current residence.
A business which owns or rents space in the City of Muskego may apply for a business card by
submitting a letter written on the company's letterhead requesting a library card for company use and
stating that the company will assume responsibility for all library materials charged against the
business card. The letter must bear the signature of a least one responsible company official.
If your photo ID does not have your current residence, please bring it along with one of the following in
print format or presented to staff via electronic device to establish proof of current residence:

The Library is looking to close the building to public services for at least two of the three below dates. One
day would be spent RFID tagging to continue to drive the project forward and one day for staff training. The
third day would allow us to finish the RFID project sooner and would be beneficial if possible.
