PLEDGE OF ALLEGIANCE ROLL CALL Commissioners, Kuspa, Jaske, Boyer were present. Chief Westphal was also present. STATEMENT OF PUBLIC NOTICE Posted 12/26/2022. CLOSED SESSION NOTICE OF CLOSED SESSION PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will convene upon passage of the proper motion into closed session pursuant to State Statute, Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility for the specific of considering employment, promotion, compensation, or performance evaluation data, more specifically for the purpose of discussing specific personnel issues within the police department. Commissioner Boyer made a motion to go into closed session, Commissioner Jaske seconded. Motion passed all in favor. Meeting went into closed session at 6:04PM. OPEN SESSION Commission Boyer made a motion to go back into open session, Commissioner Jaske seconded. Motion passed all in favor. Meeting was back in open session at 6:10PM NEW BUSINESS Approval of Lieutenant Promotion - Chief Westphal recommended promotion of Sergeant Shawn Diedrich to Lieutenant. Commissioner Boyer made a motion to approve the promotion. Commissioner Jaske seconded. All in favor. DATE OF NEXT MEETING February 16t" 2023. Unapproved CITY OF MUSKEGO POLICE AND FIRE COMMISSION MINUTES December 6, 2022 Muskego City Hall Meeting Room 2, W182 S8200 SKEGO Racine Avenue CALL TO ORDER Meeting was called to order at 6:OOPM by Commissioner Kuspa. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners Whittow, Kuspa, Jaske, Boyer and Hauboldt were present. Chief Westphal was also present. STATEMENT OF PUBLIC NOTICE Posted 12/05/22. APPROVAL OF MINUTES Commissioner Boyer made a motion to approve the minutes from the 10/20/22 meeting. Commissioner Jaske seconded. Motion passed all in favor. PUBLIC APPEARANCE REPORT FROM POLICE DEPARTMENT Chief Westphal congratulated Officers Tim Siadak and Christian Fox on the passing their probationary period. Officer Chelsea Gaenslen will be returning after maternity leave, we welcome her back. A grant was written for and received for extra funds for body worn cameras, in the amount of $78K. The department is moving forward with Axon in implementing the new BWCs, squad cameras and evidence.com for open records purposes and cloud storage. Officer Adam Mrotek is almost done with his field training, he will likely fill an open spot on second shift and preparing to take the reciprocity exam. Officer Paul Neumann started on 10/31/22, and is doing well. The virtual training room has been set up and the equipment installed. The equipment was purchased with a grant from the state and the NNO graciously donated some money to help with the set up of the room. The citizen's academy alumni association also raised money for the equipment. Chief invited all the commissioners to try it out. He is hoping to get the school district to assist with money to get virtual maps of the schools downloaded for training purposes. Bradley Brinker who was a suspect that was charged with intentional homicide on two of our officers will be sentenced on Monday, 12/12/22. Chief advised that he will appear to represent our officers. Chief advised the budget was approved to get the dispatchers a pay increase based on years of service/longevity. There is a current Lieutenant vacancy. Chief sent out a memo and those who are interested should have their matter of in by this Friday, 12/09/22. Contract negotiations have begun with the city and the police union. Chief is hoping they will reach common ground and move forward. Chief advised that there have been some major problems with Sig guns at other local police departments. Our department is transitioning to department owned Glocks. The City's health insurance has changed from WPS to United Healthcare. John Atkinson is the new HR representative for the City. He normally works Tuesdays and Thursdays. Captain Craig Simuncak's last day will be on Thursday, 12/22/22. He requested no formal program or service. Chief thanked him for his 30 years of dedicated service to the department and citizens of Muskego. OLD BUSINESS NEW BUSINESS Approval of Captain Promotion - Chief advised that the process started back in early November and was led by then HR representative, Valley Elliehausen. A survey was conducted with the employees, with an approximate 50% response. A panel was comprised of 4 department employees, different job titles, and 6 other members from the community, including a local police chief and a department head from the city. The panel interviewed the 5 candidates and 2 were moved on to an interview with the Chief. The questions presented to each candidate were formed from the panel based on the strengths/opportunity for improvement of each. Chief advised that all five did very well and a great amount of knowledge to bring to the table. The top two candidates were Lt. James Rozeski and Sgt. Nicholas Fons. Chief advised after consideration he chose Sgt. Fons. Commissioner Kuspa asked for a motion to approve the promotion. Commissioner Whittow requested discussion. After discussion, Commissioner Kuspa asked for a vote to move forward with Sgt, Nicholas Fons as Captain. Commissioner Boyer made a motion to approve. Commissioner Jaske seconded. There were 4 in favor with Commissioner Whittow being opposed.
