CALL TO ORDER
Meeting was called to order at 6:01 PM by Commissioner Kuspa.

ROLL CALL
Commissioners Kuspa, Jaske, Boyer and Hauboldt were present. Chief Westphal was also
present.

APPROVAL OF MINUTES
Commissioner Boyer made a motion to approve the minutes from the 12/06/22 and 12/27/22
meetings. Commissioner Hauboldt seconded. Motion passed all in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Westphal advised that it has been almost 2 years now since he was promoted and he
wants to share with the commission some of the things that have been accomplished in that
time period.
The mission statement of the department had been changed with input from all employees.
The new mission statement and goals for the department made based on that mission
statement have been successful.
Neck Up Check Up program has been implemented and all employees have been in at least
once, and the schedule for all employees has been set for this year.
Axon/evidence.com has been started on 02/28/23. All sworn personnel have their own body
camera and access to download and upload evidence into the cloud -based system.
Chief fought to get the dispatchers pay increased based on years of service and to be more
comparable with area departments.
Overtime has been cut by approximately 15% with the new scheduling system that was
implemented for Lieutenants and Sergeants.
Two new positions were established with the new organizational structure that implemented and
we have been up to staff for patrol for the longest period of time in the last several years.
Thanks to Sgt. Pelock and several others our recruitment video was implemented and will be
updated as time passes to promote our department as the "go to" department of SE Wisconsin
We have a new drone that has been utilized not only by our department but requested for
assistance by several other departments in the area. We helped form a SCIT Technology
Team and will have the vehicle with the equipment housed at our PD for usage.
With a donation from NNO we have a FLIR with night vision.
K9 Sirius recently retired and K9 Luka has replaced him with K9 Officer Christian Fox as his
handler.
Two Ebikes have been donated to the PD and put into place for extended patrol at our parade
and other events like Jammin On Janesville.
For the first time ever, the department has implemented part-time officers for boat patrol, which
has proved successful, with no complaints this year from lake residents.
We hired ahead of time with an anticipated retirement, so the department did not go below staff
and helped save money in our overtime budget.
New SRO's put in place after recent retirements have proved successful. Our SRO program
has been extremely beneficial and all of the SRO's have been extremely busy.
School checks have been integrated into daily patrol, so all schools have at least one check at
some point during the school day. It may be a drive through, a walk through or an extended
visit.
We have two officers assigned to the Waukesha County Honor Guard Unit.
DAAT training has been changed to 6X per year with more individual training on each shift.
Taser 7 was purchased and placed into use.
Pepper ball less lethal has been purchased.
Shields, radios, helmets and ProMasks have been purchased so each squad is equipped with
extra equipment for the officers if it is needed.
VR System was purchased with the assistance of NNO and the Citizen's Academy, and will be
a very beneficial training tool.
The department is now part of the connect -academy summer school program.
The department has received State and County recognition for work with victims.
Each lieutenant is now in charge of major events in our city, Jammin; July 3rd and Dandelion
Daze and improvements have been made to each event to ensure the safety of our citizens.
Chief has started a monthly newsletter to keep communication open with all employees on a
regular basis.
E-referral has been implemented and we are pretty much paperless when it comes to routing
reports/citations.
Budget planning has started so all officers will have a department issued firearm.
Ammunition has been changed over to a capital budget item so we can be prepared with
ammunition purchases, since some ammunition is hard to find.
We now have an on -call investigator on a daily basis to be utilized in a serious crime/critical
incident.
Next Generation 911, cloud -based system has been started and we will no longer be hosting
Mukwonago and Elm Grove equipment.
The department has worked hard and received the largest amount of money in grants than ever
before.
We have gone paperless with our municipal court. In 2020 there were 478 withdrawals, in 2021
and 2022 combined there were 48.
There have been some challenges along the way with all the above success. Chief is working
on clarifying pursuit policy and discipline that has become of it.
In order to save overtime, comp time has been cancelled as it is not a guarantee of time off like
vacation.
One sergeant was lost to the civilian market.
EMD was a struggle, but is back up and running with quality assurance checks back up and
running.
We have lost 3 dispatchers to other jobs in the past two years, with two leaving because of pay.
The department is currently in a contract negotiation year with the police union.
A staff meeting was held in January and goals were created for 2023.

Chief is looking at a 5-year plan to be established so all employees have an idea of where the
department will be going and how they can all assist with that.
As of this time, the Republican National Convention will be in Milwaukee and we are not
committed to sending anyone without making sure they will have the necessary equipment to
be safe and effective mutual aid.
