(2) RATIONALE: The City of Muskego is experiencing an increase in bicycle riders. Bicycle Traffic violations have resulted in serious acci- dents causing injuries to the bicycle operators. A decrease in bicycle registrations has made enforcement and the investigation of bicycle thefts difficult for the police department. An affirmative action bicycle program will give the police officer more definite guide- lines and control to fulfill his responsibility in this area. (c) Equipment Violations - 5-day warnings for equipment will not require a Juvenile Report, however, parents will be notified by the officer. Date and time of the notification will be entered on the department's copy of the 5-day.
