RLO19950309CORRECTED RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD THURSDAY, MARCH 9, 1995 The meeting was called to order at 9:05 P.M. by Chairman Taube. Also present were Committee Members Woodard and Misko, Mayor De Angelis, Plan Director Matt Sadowski, Chief John Johnson and those per the attached list. The Committee noted that the meeting was posted on March 3, 1995, in accordance with the Open Meeting Law. Matt Sadowski discussed with the Committee the following proposed new amendments to the Sign Ordinance: Addition: (3) (k) - Off Premise Signage - Signs whose topic does not advertise goods, services or events offered at the property on which the sign is located. Addition: (6) (d) - Off Premise Real Estate Directional Signs - Advertising the sale of an existing residential, agricultural or business property shall be limited to no more than three (3) off premise directional signs per residential, agricultural or business property offered for sale. Such signs shall be displayed in accordance with all applicable regulations and • written permission of the property owner on which whose property the sign is located, shall be obtained prior to display. Such signs shall be limited to a maximum of six (6) square feet in size. Addition: (8) (g) Table of Dimensional Requirements: Notes: (2) Ground Signs may be located with zero foot setback from the setback line (See 6.09 (3)(h). (4) Maximum height for ground signs is seven (7) feet (See 6.09 (3) (h). Addition: (14) Staff Approvals For Signage - When on site signage is proposed for an existing commercial industrial, institutional, recreational, governmental or residential development, and said signage conforms to all required height, setback, offset, square footage, compatibility, safety and landscaping requirements of this Ordinance or other regulations employed by the City and/or the department, the Planning Director or his designee may issue a Sign Permit without • Plan Commission review. Addition: (15) Illustrations Ald. Woodard moved to recommend approval of Sign Ordinance with all amendments. Seconded by Ald. Misko, motion carried. RULES, LAWS & ORDINANCE COMMITTEE - 2 March 9, 1995 • Chief Johnson reviewed with the Committee the following proposed revision to Chapter 7 of the Traffic Code to amend 7.01 to include State Statute 110 and Chapter MVD 5 as an adopted law: 7.01 STATE TRAFFIC LAWS ADOPTED. Except as otherwise specifically provided in this Code, the current and future statutory provisions of Section 110.075 and Chapters 340 to 348, Wisconsin Statutes, and Chapter MVD 5 of the Wisconsin Administrative Code describing and defining regulations with respect to vehicles and traffic, exclusive of any provisions therein relating to penalties to be imposed and exclusive of any requirements for which the statutory penalty is a term of imprisonment, are adopted and by reference made a part of this Code as if fully set forth herein. Any act required to be performed or prohibited by any current or future statute incorporated herein by reference is required or prohibited by this Section. Any future additions, amendments, revisions or modification of the current or future statutes incorporated herein or of Chapter MVD 5 of the Wisconsin Administrative Code are intended to be made part of this Code in order to secure uniform statewide regulation of traffic on the highways, streets, and alleys of the State. Sections 7.04, 7.07, 7.08, 7.09 and 7.11 can be deleted as these sections are presently enforced by sections of the State Statutes • and adopted by the City of Muskego under 7.01. Ald. Woodard moved to recommend the above amendment to Chapter 7. Seconded by Ald. Misko, motion carried. The Committee reviewed draft of Deposit and Forfeiture Schedule which coincides with the above ordinance amendment. Ald. Taube moved to approve with the following changes: Forfeiture Costs Total 7.346.53 Parking/Standing Where Prohibited $10 $15 $25 2nd Violation within 1 year $20 $15 $35 Seconded by Ald. Misko. Ald. Misko moved to also approve the following changes: 7.346.55(3,4) Parking on Posted Private Property $10 $15 $25 2nd Violation within 1 year $20 $15 $35 • Seconded by Ald. Woodard, motion carried. Ald. Misko moved to defer further review of proposed licensing for Taxi Service to April meeting. Seconded by Ald. Taube, motion carried. The meeting adjourned at 10:15 P.M.
