MINUTES OF MEETING HELD THURSDAY, DECEMBER 8, 1994
The meeting was called to order by Chairman Taube at 8:02 P.M.
Also present were Committee Members Misko and Woodard, Plan
Director Matt Sadowski, Ed Herda, Paul Barnett and Nancy Salentine.
The Committee noted that the meeting was posted on December 2,
1994, in accordance with the Open Meeting Law.
Plan Director Matt Sadowski reviewed with the Committee the
proposed Sign Ordinance and discussed concerns expressed by the
Muskego Chamber of Commerce.
The Committee made the following recommended changes after
discussion with Chamber of Commerce representative, Paul Barnett:
(4) APPROVALS, PERMITS, FEES AND INSPECTION.
(a) No sign shall hereafter be erected, relocated,
constructed, altered (See Section (4) (c) 1.),
or maintained (See Section (8) (b) 3.), except
as provided by this Ordinance and an approval
• and a permit for the same has been issued by
the Plan Commission, Planning Official and
Building Official. A separate permit shall be
required for a sign or signs for each business
entity, and/or a separate permit for each group
of signs on a single supporting sign structure.
In addition, electrical permits shall be obtained
for illuminated signs.
(h) Last sentence, "The ruling or order of the
Planning Director, Zoning Administrator or Building
Inspector shall be enforced until changed by the
appropriate body." will be stricken pending City Attorney
review of legality.
(5) SIGNS PROHIBITED.
(a) The Committee reinserted Sign Committee's statement,
(except electronic controlled intermittent lights that
form messages are permitted subject to approval by
the Plan Commission under 6.11; with 25% size
limitation and single line only, no horizontal
scrolling.
(c) The Committee recommends original language submitted
by the Sign Committee: "Roof Signs: Which are defined
• as signs whose lowest point is visually separate from
and above the highest point of the roof shall be
prohibited. Signs on the face of mansard or gable

• roofs shall be considered wall signs."

(d) The Committee requests an Attorney Opinion as to
reference to Abandoned Sign or Abandoned Property.
(e) Add: (See (10)(a)&(b) and (11)(a)&(b)).
(f) Add: "A sign having changeable letters used to
announce special events, products, services or
sales. Such a sign is not to exceed 25 percent of
the area of the main identification sign and is to
be part of the main identification sign face, a
separate sign face mounted on the same structure as
the main identification sign, or mounted on the
building. In any case, such a sign shall be included
in the total allowable square footage calculations for
all signage at a specific location as it applies to
wall, projecting or free standing signage. Size
specification as herein described shall not apply to
signs associated with theatres plus churches, schools,
government, and other non-profit related services, clubs,
and organizations except to the extent regulated by the
specific zoning district in which it is located. For
theatre sign see section 6.09(3)(s). Also see Section
(5)(e).
(6) SIGNS EXEMPTED.
(b) Operational Signs: Add, after "reasonable size and
necessity shall be determined by the Plan Commission,
with the exception of Title III ADA Sec. 4:30. City
Attorney is asked to review the above addition.
(j) Flags: This item will be further reviewed at the January
meeting.
(7) NON -CONFORMING SIGNS: Plan Director Matt Sadowski will
redefine for January meeting.
(8) SIGN CLASSIFICATION AND REGULATIONS.

meeting.
(13)TEMPORARY SIGNS.

(3) DEFINITION & ABBREVIATIONS:
. (g) Ground Sign - Add: Ground Sign may be installed at the
base setback line with a 7'0" height above surrounding grade
elevation within a circumference of 50'.

• (13)TEMPORARY SIGNS.
Remove reference of Sandwich Board out of (13)(b) and put
provisions for as Item "O" under (6) Signs Exempt using
price and temporary item signs as model (as described
in Sign Subcommittee version).
