RLO19941103• *CORRECTED RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, NOVEMBER 3, 1994 The meeting was called to order at 7:55 P.M. by Chairman Taube. Also present were Committee Members Misko and Woodard, Mayor De Angelis, Plan Director Matt Sadowski, Ald. David Sanders and those per the attached list. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. The Committee reviewed proposed Sign Ordinance. Plan Director Matt Sadowski gave a slide presentation on signs. The Muskego Chamber of Commerce had submitted to the Committee a list identifying sections of the proposed ordinance that they feel are objectionable or in need of clarification as follows: Section 4(A) - Object to "altered, re -erected and maintained". The Committee noted that this is in original ordinance and has not been changed. Section 4(H) - Last sentence, object to "enforced • until changed". The Committee noted that this is in original ordinance and has not been changed. Section 5(A) - Object to "Signs shall not rotate or be illuminated by moving or flashing lights". The Committee noted that this provision was recommended by the Plan Commission. *Section 5(C) - Object to disallowing signs "installed on or above the parapet of a flat roof". The Committee noted that this is a new section created by the Sign Ordinance Committee and amended by the Plan Commission. Section 5(D) - Last sentence needs clarification. Section 5(E) - Vague, needs clarification. The Committee noted that this is a new section recommended by both Sign Ordinance Committee and Plan Commission. Section 5(F) - No restrictions on new reader boards. The Committee noted that this item was added by the Plan Commission as it is their intent to eliminate reader boards. Section 6(B) - Planning Commission needs to reference • Federal Register 28CFR Part 36. The Committee noted that this is a new section recommended by both Sign Ordinance Committee and Plan Commission. The Committee noted that this is a new section recommended by both Sign Ordinance Committee and Plan Commission. Section 7 - Object to "Aesthetically in Disrepair". The Committee noted that this is in original ordinance and has not been changed. Section 8(B3)- Object to "substantial Landscape Base". The Committee noted that this is a new section recommended by both Sign Ordinance Committee and Plan Commission. Section 8(F) - Object to eave line restriction. The Committee noted that this is a new section recommended by both Sign Ordinance Committee and Plan Commission. Section 12 - Entire Section Vague. The Committee noted that this is in original ordinance and has not been changed. Section 13(B1) - Object to shop drawings for banners and sandwich boards. The Committee noted that this is a new section recommended by both Sign Ordinance Committee and Plan Commission. is At the Chamber of Commerce's request, the Committee deferred action until the December meeting. Mayor De Angelis requested that the Committee review the following: 1. Setback starts at edge of road. 2. Staff review vs. Plan Commission review of Wall Signs & some Free Standing Signs.
