RLO19940608RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD WEDNESDAY, JUNE 8, 1994 The meeting was called to order at 7:56 P.M. by Chairman Taube. Also present were Committee Members Misko and Woodard and Chief Johnson. The Committee reviewed composting restrictions regarding location and maintenance which was referred from the Public Safety Committee. The Committee reviewed Chapter 10, Public Nuisances, of the Municipal Code and felt that restrictions listed were sufficient. The Committee discussed with Chief Johnson his request to amend Chapter 13, to delete Section 13.025, Keeping of Vicious Animals Prohibited, and it contradicts Section 13.01 (6) (Vicious Dog). Ald. Misko moved to recommend an ordinance be drafted to delete Chapter 13, Section 13.025, Keeping of Vicious Animals. Seconded by Ald. Woodard, motion carried. The Committee reviewed Parks & Recreation Board request to prohibit fishing at Idle Isle. Chapter 26, Section 26.02 (1) (w) states, "The Director, subject to approval of the Parks and Recreation Board, may from time to time establish areas on city -owned property upon which fishing is prohibited; said areas shall be clearly marked by signs indicating that finishing is prohibited." The Committee noted that Idle Isle has been posted and that the Parks Director is replacing some signs that have been • destroyed. The Police Department is requested to continue enforcement. The Committee reviewed parking on Recreational Trial/Bike Paths. Chief Johnson noted that Chapter 7, Section 7.01 of the Municipal Code adopts State Statute 340 through 348, and that State Statute 346.55 (4) states "Owners or lessees of public or private property may permit parking by certain persons and limit, restrict or prohibit parking as to other persons if the owner or lessee posts a sign on the property indicating for whom parking is permitted, limited, restricted or prohibited. No person may leave or park any motor vehicle on public or private property contrary to a sign posted thereon." Ald. Taube directed the Public Works Department to post signs and stripe the Recreational Trail/Bike Path adjacent to the parking lot at the Mediterranean Gardens on Janesville Road to indicate "No Parking" allowed.
