RLO19930107RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JANUARY 7, 1993 .� The meeting was called to order at 7:00 P.M. by Chairman Taube. Also present were Committee Member Dumke, Mayor Salentine, Ald. Brian Misko, Plan Director Larry Kirch, Police Chief John Johnson, and those per the attached list. Further discussion was held on proposed Adult -oriented ordinance. Larry Kirch presented requested information on the Industrial zoned land and its proximity to residences, churches, churches and day care centers. The Committee requests that Attorney Molter proceed immediately on the health portion of the ordinance and that Larry Kirch work with Attorney Molter to finalize the map and to work on an amendment to the zoning ordinance to include Adult -oriented establishments under Industrial zoning as a Conditional Use. Chief Johnson reviewed with the Committee his proposed ordinance regarding Runaways. Ald. Taube moved to recommend Council approval. Seconded by Ald. Dumke, motion carried. Ron Ford appeared before the Committee to discuss his concerns on the size of lots adjacent to floodplains and the value of floodplains. Larry Kirch presented information on how the proposed language was arrived at and indicated that the proposed language is what was put together by SEWRPC, with minor modifications. . Work on the Sign Ordinance was deferred. Alderman Taube advised that he is continuing to work with Attorney Molter on putting together an ordinance addressing purchase of American -made products. Mr. Thomas Repischak, owner of Rep's Dam Tavern, appeared before the Committee to discuss fines for underage drinking and questioned whether the ordinance could address a suspension and/or revocation of driver's license as a penalty for the underage person trying to purchase liquor. The Committee has directed that the City Attorney be requested to supply an opinion as to whether or not an ordinance may be adopted which would penalize an underage person who is drinking by suspension or revocation of their driver's license. The proposed amendment to the Littering Ordinance was deferred. Discussion on Vicious Dog ordinance was deferred. The meeting adjourned at 9:00 P.M. Respectfully submitted, ca Ald. Edwin P.
