RLO19921203RULES, LAWS AND ORDINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD DECEMBER 3, 1992
The meeting was called to order at 7:05 P.M. by Chairman David
Taube. Also present were Committee Members Dumke and Simmons,
Mayor Salentine, Aid. Misko, Chief John Johnson and those per
the attached list.
The Committee deferred action on the Sign Ordinance until a
future meeting.
The Committee deferred action on policy for American Made
Products as City Attorney is doing further research.
The Committee reviewed proposal to update Chapter 6, Emergency
Government, as submitted by Chief Johnson and directed that the
information be sent to the City Attorney for review and that
the ordinance be sent to the Council for adoption as soon as
City Attorney has completed review.
Darlene Godsend and several other citizens appeared before the
Committee to request that the City adopt an ordinance on
Adult -related material and supplied the Committee with similar
ordinances adopted by the City of Waukesha and the City of
Oconomowoc. Aid. Simmons moved to forward copies of the City
of Waukesha and City of Oconomowoc ordinances to the City
Attorney and request that he draft an ordinance related to
Adult oriented establishments using the definitions as listed
in the City of Oconomowoc's ordinance and to comply with the
non-discriminatory regulation of identifying a zoning in the
community which will allow for these establishments. The
Committee has determined that the I-1 and I-2 zoning would be
appropriate providing that the establishment is situated a
minimum of 1,000 feet from a Day Care Center, School and/or
Church and a minimum of 500 feet from a residence. Seconded by
Aid. Dumke, motion carried. The City Attorney will also be
provided with a copy of the application and permit section for
the City of Waukesha's ordinance. The Committee requests that
the Plan Director provide a map of the available zoning area
based upon the above criteria.
The Committee reviewed request received from Kathy Gaugh to
adopt the ordinance on potbellied pigs which was put together
by the City Attorney. The Committee voted not to pursue
adoption of the ordinance and stated the reasoning to be that
they felt pigs should not be classified as domestic pets; a pig
should have a large amount of land or space to use.
Discussion was held on request received from Scott Krause of
• the Muskego Lakes Country Club to amend the present ordinance
on fireworks display to allow fireworks for individual parties,
for weddings, etc., at other times than the allotted time of

The City reviewed correspondence from Scott Krause regarding
the present Fire Alarm Ordinance and determined that there
would be no change made at the present time.
The Committee reviewed Common Council's referral of Chapter 2,
Section 2.6 of the Land Division Ordinance regarding
wetland/floodplain along with suggested amendment provided by
the Plan Director, attached. The Committee requested that the
Plan Director proceed with preparation for the Public Hearing
and to obtain formal recommendation from the Plan Commission.
