MINUTES OF MEETING HELD NOVEMBER 29, 1989
• The meeting was called to order at 8:05 P.M. by Chairman
Patterson. Also present were Committee Members Taube and
Simmons, and Police Chief Johnson.
The Committee reviewed proposed Mining and Extractive permits and
request that the City Attorney advise if the City can use the
City Engineers for tippage inspection and if so, obtain cost from
the City Engineers for overseeing tippage at the landfill site.
The Committee discussed with Chief Johnson concerns over the
Sales Event portion of Chapter 12, Section 12.03 (Transient
Merchants, Peddlers and Canvassers). The present non-profit
exempt groups are not required to provide lists of individual
vendors; the profit non-exempt groups are required to provide
this list. In order to accomplish this without requiring the
exempt groups to obtain a license, Chief Johnson is requiring
that the ordinance be changed to require all groups to maintain a
list of all vendors for a period of one year. The actual change
in the ordinance would take the requirement of providing a list
to the City out of the ordinance and put the burden of
maintaining the list on the person obtaining the license. Ald.
Simmons moved to recommend the following amendment to Chapter 12,
Section 12.03:
• 12.03 (3) Exemptions. No license shall be required by the
City or Muskego as provided by this ordinance of the following
persons or categories of persons. However, an of the followin
persons who operate a Sales Event must comp y wit Section ( 9
12.03 (19) (b) (5) Delete
12.03 (19) (g) The organizer of the event shall maintain,
for a eriod of one year from ate of event, the name,permanent
address socia security number, and date of in of each
exhibitor who will be offering goods for _sale at the Sales Event.
Seconded by A1d. Taube, motion carried.
The Committee reviewed correspondence from the City Clerk dated
November 21, 1989, regarding amendments to Chapter 1 of the
Municipal Code as follows:
CHAPTER 1.03
ELECTED OFFICIALS. The Clerk -Comptroller and the Treasurer
shall be elected for 2 year terms in even -numbered years, with
the terms commencing on May 1st. The Assessor shall be elected
for a 2 year term in even -numbered years, with the term
• commencing on June 1st.

CHAPTER 1.07
FULL-TIME OFFICES. The offices of Clerk -Comptroller,
Assessor, Treasurer and Mayor shall be full-time. The
Clerk -Comptroller and Assessor shall keep regular office
hours from 8:00 A.M. to 4:30 P.M. and the Treasurer shall
keep the same hours as the Clerk -Comptroller and Assessor
except as needed during tax collection. The Mayor shall
average forty hours per week.
Ald. Taube moved to recommend the above amendments to Chapter 1
of the Municipal Code. Seconded by Ald. Simmons, motion carried.
The Committee reviewed correspondence from the City Clerk dated
November 27, 1989, regarding a change in location of a polling
place. The Muskego Volunteer Fire Station located on Janesville
Road can no longer be used as the polling place for Aldermanic
District 013, since they require that their equipment be plugged
in at all times and remain in the station for that purpose. The
Clerk advised that Bethel Lutheran Church has agreed to the use
of their facilities for election purposes. Ald. Taube recommend
adoption of proposed ordinance to amend Chapter 1.09 of the
Municipal Code to state Wards 5 and 6 (Ald. District 3) - Bethel
Lutheran Church, S77 W18425 Janesville Road, with final adoption
of the Ordinance and publication a minimum of 30 days prior to
the February 20, 1990 election. Seconded by Ald. Simmons, motion
carried. The Committee also requests a legal opinion from
Attorney Molter as to whether a polling place must be located in
the Ward.
