MINUTES OF MEETING HELD MAY 4, 1989
The meeting was called to order at 8:00 P.M. by Chairman
Patterson. Also in attendance were Committee Members Taube and
Simmons, Ald. D. Sanders, Superintendent John Loughney and Police
Chief Johnson.
The Committee reviewed Ordinance #646, Restricting Overnight
Parking on City Streets in the City of Muskego, which has had its
Second Reading and was deferred at the Common Council meeting
held April 25, 1989. Ald. Patterson moved to direct the City
Attorney to amend the proposed ordinance to include the
following:
No parking of any vehicle between 3:00 A.M.
and 7:00 A.M. on City Streets - December 1
to April 1.
No parking of trucks over 10,000 lbs. except
for pick-up and deliveries.
• Seconded by Ald. Simmons, motion carried.
The Committee reviewed correspondence from Attorney John Macy,
dated April 24, 1989, regarding proposed amendments to the Zoning
Ordinance to insure that only staff decisions may be appealed to
the Zoning Board of Appeals and that the decisions of the Common
Council must be appealed to the Circuit Court. The Committee
deferred action.
The Committee reviewed the forfeiture schedule for the newly
created Dog Ordinance and recommended Finance Committee review.
The Committee reviewed proposed ordinances regarding taxes. Ald.
Taube moved to recommend Council approval, making the following
adjustment indicated in Attorney Macy's letter dated May 1, 1989:
First installment due on January 1 should read
January 31
Seconded by Ald. Patterson, motion carried.
The Committee reviewed the following proposed amendment to
Chapter 12.03 Transient Merchant with Police Chief Johnson:
12.03(7)(c) Change from a $25 investigative fee
to a $5 fee.

Most of these people only require a computer check for which
we normally charge $5.00. The City could absorb the fee
for the few that would require additional checking rather
than charge the majority of the people $25.
12.03(7)(d) and 12.03(7)(e)
Eliminate the words "or
working for a transient
merchant".
The investigation of employees of transient merchants is
unnecessary as long as the license holder was checked.
These people do not go door-to-door and, therefore, are
not a threat to our citizens in their homes.
Aid. Taube moved to recommend the above amendments to Chapter 12,
Section 12.03. Seconded by Aid. Patterson, motion carried.
The meeting adjourned at 9:15 P.M.
