RLO19881107• RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSEKGO MINUTES OF MEETING HELD NOVEMBER 7, 1988 The meeting was called to order at 8:10 P.M. by Chairman Hilt. Also present were Committee Members Repischak and Patterson. The Committee discussed procedure for election of Council President and Plan Commission Representative. The Committee is requesting that Attorney Molter review the following two plans and submit a legal opinion: Plan A - In case of deadlock in election of Council President or Commission representative, the Mayor may call voting deadlock after ten unchanged votes. In deadlock, those aldermen tied lose their right to vote and a two-thirds vote is required of remaining aldermen. Plan B - In case of deadlock in election of Council President or Plan Commission representative, the Mayor may call voting deadlock after ten unchanged votes. In deadlock, all voting will be done by visual hand vote. If deadlock continues after two votes, then open for new nominations (excluding those previously deadlocked). • The Committee reviewed New Berlin Administrative structure and recommends that all Committee appointments be made by the Council President and not the Mayor. This item will be further discussed at the December meeting. The Committee reviewed proposed ordinance to create Section 11.03 (5m) and amend Section 11.03(14) of the Landfill Ordinance to which refer to additional up -front financial requirements and additional requirements for transfer of control for Landfills.
