• MINUTES OF MEETING HELD OCTOBER 5, 1987
The meeting was called to order by Chairman DeAngelis at 8:00
P.M. Also present were Committee Members Hilt and Patterson,
Mayor Salentine and Police Chief Johnson.
The minutes of the previous meeting were reviewed and placed on
file.
The Committee reviewed correspondence dated September 17, 1987,
regarding Municipal Code 9.27(C) with Police Chief Johnson.
Chief Johnson had reported that a recent review of Ordinance
9.27, Section C, of the Municipal Code revealed an apparent
conflict with State Statutes 125.09(1). The City of Muskego's
Ordinance 9.27(C) allows drinking on any parking lot open to the
public with the owner's written permission. State Statute
125.09(1) states that no person may permit the consumption of an
alcoholic beverage on the premises of any public place without
the appropriate retail license or permit. Ald. Hilt moved to
send the September 17, 1987, correspondence to the City Attorney
for review and clarification. Seconded by Ald. Patterson, motion
carried.
A discussion was held on non -renewal procedure for Liquor
licenses. The Committee determined that two non -renewal of
licenp,e will generate a revocation hearing In regard to new
• licenses, any license not in use 90 days prior to renewal will be
reviewed for possible revocation. Ald. Patterson moved to direct
City Attorney to prepare appropriate ordinance. Seconded by Ald.
Hilt, motion carried.
Chief Johnson discussed with the Committee a request received
from the Muskego-Norway School Board to assist in the "No
Smoking" ban at the High School by adopting an Ordinance whereby
citations can be issued and fines levied. After a lengthy
discussion, it was determined that the School Board will be
contacted to provide the City with a proposed ordinance to be
reviewed by the Committee.
Public Works Committee minutes of October 29, 1986 and August 27,
1987, regarding the discharge of sump pumps were reviewed. The
Committee directed the Building Inspector to draft an ordinance
to allow sump pump water to be sent to back of lot if it would
provide better drainage, as recommended by the Public Works
Committee.
The Committee reviewed correspondence from the City Attorney and
the City Clerk in regarding to a proposed change in Chapter 12.04
(2) which would amend the Ordinance to change the requirements
for the information necessary on the Dance Hall application
form. Ald. Hilt moved to approve the proposed ordinance change and
• the proposed form. Seconded by Ald. Patterson, motion carried.

• The Committee reviewed correspondence received from Attorney John
Macy rgarding Ordinance regulating Direct Sellers. Police Chief
Johnson will review and report back to the next meeting.
The Committee discussed procedure for introduction/interview of
future appointments to committees, boards and commissions which
was recommended by the Common Council at their September 8, 1987,
meeting. Ald. Patterson moved to defer to the November
meeting. Seconded by Ald. Hilt, motion carried.
