• MINUTES OF MEETING HELD OCTOBER 22, 1984
The meeting was called to order at 7:00 P.M. by Chairman Dumke.
Also present were Committee Member Nilsson, Mayor Salentine,
Police Chief Scholz, Lt. Johnson and those per the attached list.
Ald. Gaetzke was absent.
The Committee discussed Resolution #194-84, Policy on Hiring of
Relatives of Current City Employees and reviewed Attorney
Molter's letter of August 31, 1984 and Negotiating Attorney
Swain's letter of October 8, 1984. The Committee recommends that
Attorneys Swain's suggestions be incorporated in the proposed
policy. The suggestions are as follows:
1. Amend the last sentence in the policy which now states
"This Policy will only apply to employees after the date
of adoption of this Policy by the City" to read "This
policy will apply to all City employees as of its
effective date. However, in the case of two or more
members of the same family all employed as employees
under covered employment as defined within this policy
as of the effective date of this policy, such employees
shall be considered grandfathered under the policy, and
the policy shall have no effect. Provided further that
the policy shall be effective to current employees in
• the event that any member of the family leaves the
employment of the City and later attempts to be
rehired".
2. Add a final sentence stating "In the event that
employees working in covered employment as defined in
this policy, who are not members of the same family, but
later become members of the same family, they shall, as
of the date of the establishment of the family
relationship, have thirty (30) days in which to decide
for themselves which of them shall leave the City's
employment in order that the policy may be complied
with. In the event of the inability or unwillingness of
the covered employees to make such a decision within the
time limit provided, then all those employees who are
members of the same family in violation of this policy,
shall have their employment terminated as of the 31st
day followin� the establishment of the family
relationship .
The Committee discussed Fine Structure for parking in Fire
Lanes. The Committee noted that they are awaiting a letter from
Municipal Justice Lenz regarding his proposed fine structure.
The Committee discussed Chapter 12.03 - Transient Merchant and
reviewed Attorney Molter's letters of August 2 and September 6,
• 1984. The Committee agreed to request the City Attorney to
include under Definitions (d) Religious and Charitable
Organizations.

• The Committee further stated that they felt all applicants should
appear before the Finance Committee.
The Committee discussed the False Alarm Ordinance. Mr. Jerome
Gottfried and Mr. Scott Krause appeared before the Committee to
discuss the City's False Alarm Ordinance.
Mr. Gottfried stated that he and the Muskego Chamber of Commerce
feel that the Ordinance as it is presently written is anti -
business. Mr. Gottfried stated that he would favor a flat fee of
$100.00 per business place per year and no charge for any number
of false alarms. The Police Chief stated that during the year
prior to the passing of the fine structure, these were in excess
of 200 false burgular alarms and during the year after it was in
effect, there were approximately 90. Mr. Krause stated that he
also felt that since he pays approximately $30,000 annually in
property taxes, that he should be able to expect additional
police services without paying fines in case of a malfunction in
his alarm system. Mr. Gottfried and Mr. Krause both agreed that
business places should be fined for employee error. The
Committee suggested that Lt. Johnson investigate surrounding
communities regarding multiple alarm points and waiving of
penalties if repair of faulty system takes place within five (5)
days. The Committee will discuss further at next month's
• meeting.
The Committee again discussed Fancier's Permit - R. A. Waite.
Mr. and Mrs. Waite were not in attendance. The Committee is not
interested in passing an Animal Fancier's Ordinance.
The Committee discussed the City Attorney's concerns regarding
proposed amendments to Chapter 18 of the Municipal Code that
would subject sale or exchange of parcels of land between owners
of adjoining properties to Plan Commission approval. The City
Attorney stated that Section 236.45(2) indicates that in part a
municipality may not have an ordinance which regulates said
transfers and he believes that this proposed amendment would be
in violation of said Statute. The Committee agreed that the
exchange of property between adjacent property owners cannot be
regulated and should be tabled.
The Committee discussed Chapter 13.01(4) Running At Large
(Dogs). Mr. Randall P. Hojnacki appeared to request that the
current ordinance be amended to prohibit dogs from running on
outlots in Subdivisions. Mayor Salentine stated that he felt
these outlots are private property and not under the jurisdiction
of the City.
The Committee discussed parade permit fee and Ald. Dumke moved to
delete Section 12.17(5) requiring a $5.00 permit at time of

filing. Seconded by Ald. Nilsson, motion carried.

• The Committee discussed Chapter 2.4 of the Land Division
Ordinance regarding joint ownership. The Committee moved to
defer until Ald. Gaetzke is available.
The Committee discussed amendment to Chapter 12.19 (7)(e)(4) -
Cable TV. The Committee deferred until further information can
be obtained by the Welfare Committee.
The Committee reviewed the minutes of the previous meeting.
The Committee acknowledged receipt of petition of September 11,
1984 with 31 signatures expressing their agreement with the Slow
No -Wake Ordinance.
The meeting adjourned at 9:30 P.M.
