• MINUTES OF MEETING HELD JUNE 16, 1983
The meeting was called to order at 8:30 P.M. by Chairman Dumke.
Also present were Committee Member Tomczyk, Ald. Penovich and
Chief Scholz.
r Chairman Dumke advised those present that no other community
\ has an ordinance covering parking of trucks for commercial sales
or storage. He noted that the only restriction found is the
requirement of a Sellers Permit in the City of Franklin.
The Committee discussed the request of the Police Department for
an ordinance covering the keeping of vicious animals. Ald. Tomczyk
moved to direct the City Attorney to draft an ordinance to amend
Chapter 13 of the Municipal Code restricting the keeping of
vicious animals as follows: "Keeping of Vicious Animals Prohibited.
No person shall keep a vicious animal within the City. A showing
that an animal has bitten, scratched, attacked, or injured any
person shall constitute a prima facie showing that such as animal
is vicious." Seconded by Ald. Dumke, motion carried.
The Committee discussed the request of the Police Department and
the recommendation of the Public Safety Committee that a new City
ordinance regulating fireworks be adopted. Chairman Dumke
reported that he had contacted surrounding communities and he was
advised that they all use State Statute 167.10 to regulate fire-
works. It was the Committee decision to review this matter again
after further study.
The Committee discussed the qualifications for the position of
Municipal Justice and a possible amendment to Chapter 1.06 of the
Municipal Code. Ald. Tomczyk moved to direct the City Attorney
to draft an ordinance to amend Chapter 1.06 of the Municipal Code
to add: "Municipal Justice: Such court shall be under the juris-
diction of and presided over by a Municipal Judge, who shall be
an attorney licensed to practice law in Wisconsin and resides in
the City of Muskego." Seconded by Ald. Dumke, motion carried.
The Committee discussed the closing hours for the sale of retail
fermented malt beverages and intoxicating liquor. Ald. Dumke
moved to direct the City Attorney to draft an ordinance to amend
12.01 (6) of the Municipal Code to prohibit the sale of packages,
containers or•bottles of alcohol beverages by Class A Retail Stores
frbm,9:00 P.M. to 8:00 A.M., and to further amend Chapter 12.01
to conform to the new State Statute numbers. Seconded by Ald.
• Tomczyk, motion carried.
The Committee discussed the posting of "No Parking in Fire Lanes"
signs at Parkland Mall, Sentry Foods and Pick 'n Save. Chairman
. Dumke will discuss this matter with the Fire Department to determine
what restrictions should be placed for fire lanes.
The minutes of the previous meeting were reviewed.
The meeting adjourned at 10:00 P.M.
