RLO19830317RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD MARCH 17, 1983 The meeting was called to order at 7:10 P.M. by Chairman D mike. Also present were Committee Members Treba and Klenz, Mayor Salentine, Ald. Colburn, Building Inspector Lee and those persons as per the attached list. The committee discussed Sec. 8.01 (A)(3) of Chapter 17 of the Municipal Code as it relates to the raising of hogs. The committee directed the city attorney to define livestock to exclude hogs. The committee discussed possible water regulations on lakes in the city. Ald. Colburn recommended the following possible changes in the city's ordinance: 1. The wearing of a floatation device while being towed. 2. "Slow - No Wake" signs proposed between 6:00 P.M. and 9:00 AM. 3. Speed limit by motorboats within 150' of bathing beaches The following concerns were mentioned by persons in attendance: 1. Floatation Devices: Certain trick skiers or barefoot skiers do not wear life vests due to the restriction it places on them. (Water Patrolman, Gerald Warda, indicated he has had • no problems on this matter). Ald. Colburn felt it would protect those who were careless or occasional skiers. 2. Hours of Operation: Town of Norway presently has a "Slow - No Wake: ordinance between the hours of 6:00 P.M. and 9:00 P.M. Ald. Colburn stated the Safety Committee felt that it would be more feasible to make the hours 7:00 P.M. to 7:00 A.M. The "Slow - No Wake" request was brought about by complaints from fishermen. Several power boaters and skiers who claimed they also fish, felt no further rules or ordinances were needed. The committee decided to take no action at this meeting but will review the information furnished to the committee by Ald. Colburn. 3. Proposed speed limit within 150' of bathing beaches. Ald. Klenz moved, Ald. Treba seconded, to have Chaper 20.02(1) of the city's Municipal Code conform with State Statute 30.66(3) which will read "No person operating a motor boat shall pass closer than within 100 feet of any bathing beach or controlled swimming area at a speed in excess of Slow -No -Wake speed. The motion carried. The committee discussed Ordinance #446 regarding habitation of trailers. Numerous comments by the audience and committee regarding the pros and cons of using trailers for more than the one year maximum allowed. The committee felt that the two 6-month permits were reasonable and did not want to change the ordinance to accommodate any particular individual. Zoning Officer Gerald Lee reviewed proposed amendments to the city's Zoning Ordinance and Land Division Ordinance as contained in Ordinances a 454 and #455. The committee reviewed Sec. 12.01(3)(e) regarding temporary operator's licenses. The matter will be discussed at the next meeting of the committee. The minutes of the previous meeting were reviewed.
