RLO19820722RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO i MINUTES OF MEETING HELD JULY 22, 1982 • The meeting was called to order at 8:45 P.M. by Chairman Dumke. Also present were Committee Members Treba and Klenz, Ald. Colburn, Ald. Nilsson, Ald. Penovich, Building Inspector Lee and those persons as per the attached list. r Mr. Larry Fischer distributed information he had compiled regarding Class "A" Liquor Licenses in the metro area. After further discussion, Ald. Klenz moved to send to Common Council the matter of increasing the present Class "A" Intoxicating Licenses from five to six without recommendation of the committee. Seconded by Ald. Treba. Motion carried unanimously. The committee discussed Ordinance #360 (Re: Occupancy Permits). Building Inspector Lee reported on the existing ordinance and its history. Much of the following discussion centered on the portion of the ordinance covering rental property. Ald. Klenz moved to defer action on the matter until the next meeting for the purpose of having Building Inspector Lee come up with suggestions and recommenda- tions as to a more equitable ordinance for rental properties. Seconded by Ald. Treba. Motion carried. Ald. Klenz left the meeting at 9:35 P.M. The committee discussed the clarification of minutes of the meeting • held in March, 1981. Such minutes stating that placement of house numbers should be no more than 50 feet from the road (The March, 1981 minutes set rules on house numbers). Ald. Nilsson explained the concern of the Tess Corners Rescue Squad regarding the problem of finding the right address during rescue emergencies. He is requesting an ordinance to that affect. Ald. Dumke moved to amend Sec. 8.03 to state that house numbers must be located 50 feet from the lot line. Seconded by Ald. Treba. Motion carried. Ald. Dumke recommends that this information be set out at tax time by the City Clerk to all residents for their compliance. Building Inspector Lee presented: various zoning ordinances regarding parking uninhabited trailers in the city. The Plan Commission to submit amendments to Sections 6.04 and 6.08 of the municipal code regarding parking of such. Section 12.10 of the code, allowing occupied trailers was discussed. Ald. Treba moved to defer any action on Section 12.10 until Ald. Klenz could participate in the discussion. Seconded by Ald. Dumke. Motion carried. The minutes of the previous meeting were reviewed. The next Rules, Laws & Ordinance Committee meeting will include: • 1. Discussion on a possible ordinance regulating the number of cats permitted. 2. Discussion on a policy for rummage sales (those that continue as a business on a regular basis). Ald. Treba moved to adjourn. Seconded by Ald.. Dumke. Motion carried.
