RLO19810924RULES, LAWS & ORDINANCE COMMITTEE - CITY OF 14USKEGO MINUTES OF MEETING HELD SEPTEMBER 24, 1981 The meeting was called to order by Chairman Salentine at 7 30 P M. Also present were Committee Members Radtke and Knudsen, Mayor Gottfried Chief Scholz and Ald. Klenz. 00 Discussion took place regarding the problems with mini -bikes, especially in the area of excessive noise. The committee requested Mayor Gottfried to contact other communities to obtain copies of their ordinances regulating the operation of mini -bikes. Chief Scholz reviewed with the committee a memo from the District Attorney's office regarding a proposed model ordinance adopting certain state laws as local ordinances. It was the committee's decision to have the model ordinance reviewed by City Attorney Molter prior to their taking action The committee discussed Chief Scholz's request. to amend the city's municipal code, Section 9.055 (Drinking in Public Places) which would create an exception to the ordinance excluding parade routes during the actual parade. The committee requested City Attorney • Molter to consider the possibility of amending Section 9 055 to permit drinking at parade routes or to amend Section 12 17 to grant a permit to allow drinking during parade routes i,iw committee discussed a communication from iln huiIding Inspection Office in which he suggests there may hip chanR,•ti ,(-(.d(id in the city's ordinances pertaining to house trailers. It was the decision of the committee to defer action on the suggestion until a complete review of a,ll city ordinances involving house iraiI, rs has been completed. The committee discussed the city's ordinance regarding outdoor lighting It was the committee's decision not to change the city's present ordinance at this time. The committee reviewed the Park Board's request to prohibit dogs in parks. The committee felt that this request should only pertain to Idle Isle Park. If the Park Board is in agreement with this recom- mendation the matter will be referred to the city attorney to determine if this is possible. The minutes of the previous meeting held August 20, 1981 and placed same on file The committee deferred action on discussion of Sec. 20.08 of the municipal code (Re: skin diving) until a report from the city attorney is received • Discussion was held regarding public participation during Common Council meetings. Ald. Radtke moved not to change the city's ordinance in regard to this matter Seconded by Ald. Salentine. Motion carried with Ald. Knudseon voting "no". Ald. Knudsen moved to adjourn.
