RLO19810820RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 20, 1981 The meeting was called to order by Chairman Salentine at 9:25 P.M. Also present were Committee Members, Radtke and Knudsen, Mayor Gottfried, Aldermen Klenz and Penovich, Mr. Larry Fischer, Judy • Jason and Journal Report Doris Hajewski. The committee decided they did not wish to hold their meetings on the same night as the Public Works meetings The committee discussed Sec 20.08 of the Municipal Code. It was their recommendation to have the City Attorney review the code and draft the necessary amendments separating requirements for skin diver escort boats from swimmers. The committee discussed proposed Ordinance 1415 which would prohibit stores where their business is food sales from acquiring a Class "A" Fermented Malt Beverage and Intoxicating Liquor License. Ald. Knudsen moved to send the proposed ordinance to Common Council without recommendation. Seconded by Ald Salentine Motion carried. Ald. Klenz discussed problems with excessive noise from mini bikes, He provided the committee with copies of ordinances from other • communities regarding this problem. The committee will review the ordinances and explore the possibility of the City of Muskego having a similar ordinance. The committee requests the Public Safety Committee also review the problem The committee requested Mayor Gottfried to explore the possibility of using an outside word processing system to help keep our municipal code updated. Because of the cost the committee was not interested in the codification of our present municipal code by engaging a firm to keep the code updated. Discussion on proposing an ordinance regarding adoption of State Statute's language pertaining to disorderly conduct, possession of marijuana, etc. was deferred until the next meeting. Ald Radtke moved to recommend adoption of the changes as suggested by Chief Scholz (State Deposit) regarding citation fees except Section 9.08, Obedience to Officers, to be $100 00 rather than $300.00. Seconded by Ald. Salentine Motion carried The committee deferred consideration regarding the amendment of the ordinance regulating residential lighting until the next meeting, The committee discussed the recommendation received from the Park Board that the city's ordinance be amended to prohibit dogs in parks. The matter will be discussed further with members of the • Park Board prior to any action by the committee. Ald. Knudsen requested the committee to consider drafting a change in our Common Council agenda to allow people in the audience to speak. The committee will discuss the matter at a future meeting. Ald.
